HomeMy WebLinkAbout2023-05-08; Historic Preservation Commission; MinutesHISTORIC PRESERVATION COMMISSION Minutes Regular Meeting May 8, 2023, 6 p.m. CALL TO ORDER: 6 p.m. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 9200~ ROLL CALL: Chair Majer, Vice-Chair Diaz, Commissioners Ly, Schreibman, Jacobs, and Ex-Officio Planning Commissioner Lafferty. PLEDGE OF ALLEGIANCE: Vice-Cha ir Diaz led the Pledge of Allegiance. APPROVAL OF THE MINUTES: Minutes of the Regular Meeting held on March 13, 2023. Motion by Commissioner Jacobs, seconded by Vice-Chair Diaz, to approve the minutes as presented. Motion carried unanimously, 5/0. PUBLIC COMMENT: None. DEPARTMENTAL REPORTS: 1. Ratifying Actions Taken on March 13, 2023: Adoption of a resolution to ratify, confirm, and approve actions taken by the Historic Preservation Commission on March 13, 2023. (Staff contact: Mike Strong, Assistant Director of Community Development) Recommendation: Adopt the resolution. Motion by Commissioner Schreibman, seconded by Commissioner Schreibman, to approve the resolution of the Regular Meeting held on June 21, 2023. Motion carried, 5/0. 2. Third-Grade Annual Art Contest Update: Receive overview of the third-grade annual art contest program and provide feedback as necessary. (Staff contact: Mike Strong, Assistant Director of Community Development (Staff contact: Mike Strong, Assistant Director of Community Development) Recommendation: Receive overview and provide feedback. Assistant Director of Community Development Mike Strong introduced the item and May 8, 2023 Historic Preservation Commission Regular Meeting Deputy Library Director Sheila Crosby provided the Historic Preservation Commission with an overview of the program and June 13th award presentation. Page 2 Deputy Library Director Sheila Crosby responded to Commissioner Jacobs' interest in the anticipated participation rate. The Commission received the overview. 3. Historic Plaque Program: Receive overview of various types of plaque programs and provide feedback as necessary. {Staff contact: Mike Strong, Assistant Director of Community Development) Recommendation: Receive overview and provide feedback. Assistant Director of Community Development Mike Strong introduced the item and provided a PowerPoint presentation {on file in the Office of the City Clerk). The Commission received the report and provided feedback, asking for more information on implementation costs, potential grants or subsidy programs, different sign types, encouraging retroactive participation, and leveraging technology. COMMISSION LIAISON ANNOUNCEMENTS: None. COMMISSIONER COMMENTS: Commissioner Jacobs provided an update to the Commission regarding the Growth Management Citizens Committee and indicated that the committee completed its work in April 2023. Commissioner Dfaz provided an update to the Commission on the Carlsbad Village Barrio Design Review Committee's work.
