This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. The approval of
the plans does not permit the violation of any state, county or city law.
GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil and the Carlsbad Planning, Engineering and Fire
Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.

PLUMBING AND MECHANICAL COMMENTS

PLUMBING (2019 CALIFORNIA PLUMBING CODE)
1. Please add the following note to the plumbing plans: "Per CPC 309.5, the plumbing
piping system will be designed and installed in conformance with sound limitations as
required in CBC."
2. Please the following note on the plans: "Per CPC 906.1, ABS/PVC vent terminations up
through the roof exposed to sunlight are required to be protected by water based
synthetic latex paints."
3. Drinking fountains are required by CPC Table 422.1 for this occupancy type (if the
occupant load exceeds 30. CPC 415.2). Review the requirements of this Table and
provide as necessary. Note: If food is consumed indoors, water stations may be
substituted for drinking fountains. CPC 415.2.

4. Cleanouts are required to be installed above all urinals. Please address on the plans.
CPC 707.4.
5. Show the size of all water lines within the plans.
6. Please review CPC Table 703.2 footnote #6. The total permitted horizontal length of any
vent cannot exceed 1/3 of the total outlined within CPC Table 703.2. (ex: 2" vent= 120';
120' x 1/3 = 40' & 1 ½"vent= 60'; 60' x 1/3 = 20'). Please upsize all 2" vents that
horizontally extend more than 40' and upsize all 1 ½" vents that horizontally extend more
than 20'.
7. All water supply systems that have quick closing valves installed therein (washing
machines, flush valve fixtures, etc.) shall have devices installed as close to the fixtures as
possible to control the effects of water hammer. Please detail within the plans. CPC
609.10.
8. Please correct the plumbing material schedule on sheet P0.1, to state in the plans that all
domestic (i.e. potable) hot water piping will have a minimum insulation for the following
pipe sizes:½" pipe(½" insulation);¾" pipe (1" insulation); 1"-1 ½" pipes (1 ½"
insulation); 2" pipes are larger (2" insulation). CPC 609.11 & ES 150.0U).
9. Specify if any natural gas-powered appliances are under this permit. If so, please provide
the proper CPC 1215.2 Table, the total developed length, and the load for each
appliance. CPC 1215.0.

10. The licensed designer must provide a signature to each sheet of the plans before the
plans can be approved.
11. The statement, "Not for Construction," must be removed from the plans before the plans
can be approved.
12. Clearly specify within the mechanical plans that a duct leakage test will be conducted that
complies with CMG 603.10.1.
13. Please show compliance with CMG 603.4.1 & 603.5 for length limitations for factory
made flexible air ducts: (1) sag between supports hangers shall not exceed½" per foot of
support spacing, and (2) the elbow connection to the terminal device/ register is required
to have a bend not radius be less than one duct diameter.
14. Detail the primary mechanical condensate waste design: Pipe sizing, required cleanout,
routing, and termination areas. CMG 310.0 & CPC 814.0.

This checklist is intended to assist building permit applicants identify which Climate Action Plan (CAP) ordinance
requirements apply to their projects. The completed checklist must be included in the building permit application. It may be
necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate
full compliance with CAP ordinance requirements. For example, projects that propose or require a performance approach
to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as
spec·1fied by the ordinances.
