Proclamation in recognition of America Recycles Day
Council Member Luna presented the proclamation to Hannah Plotner and Presley Luedeke from
La Costa Meadows Elementary School.
Proclamation in recognition of Small Business Saturday
Mayor Blackburn presented the proclamation to Christine Davis, Executive Director of the
Carlsbad Village Association and Bret Schanzenbach, President & CEO of the Carlsbad Chamber
of Commerce.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION: City Attorney Cindie McMahon
announced there was no reportable action for the Nov. 14, 2023, Closed Session Meeting.
PUBLIC COMMENT:
Mary Lucid spoke regarding the Senior Center.
Don Christianson spoke regarding the Climate Action Plan and renewable energy.

Manager to approve the updated Alert & Warning Memorandum of Agreement between the

Resolution No. 2023-276 appointing one member to the Housing Commission – Rental

City Manager’s Recommendation: Adopt the resolution.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Resolution No. 2023-276 appointing Christopher Horton to the Housing Commission. Motion
carried unanimously, 5/0.
ORDINANCES FOR INTRODUCTION: None.
ORDINANCES FOR ADOPTION:
5. ADOPTION OF ORDINANCE NO. CS-461 - AMENDING CARLSBAD MUNICIPAL CODE CHAPTER
10.28 ADDING SECTION 10.28.997 TO ESTABLISH AN ALL-WAY STOP AT MADISON STREET
AND OAK AVENUE - Adoption of Ordinance No. CS-461 amending Title 10, Chapter 10.28 of
the Carlsbad Municipal Code to add Section 10.28.997 to establish an all-way stop control at
Madison Street and Oak Avenue. (Staff contact: Kaylin McCauley, City Clerk Department)
City Manager’s Recommendation: Adopt Ordinance Nos. CS-461.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Ordinance No. CS-461. Motion carried unanimously, 5/0.

PUBLIC HEARINGS: None.
DEPARTMENTAL AND CITY MANAGER REPORTS:
6. ECONOMIC AND FINANCIAL UPDATE FOR THE FIRST QUARTER OF FISCAL YEAR 2023-24 –
Receive a report on the economic and financial update for the first quarter of fiscal year 2023-
24 and provide direction as appropriate. (Staff contact: Roxanne Muhlmeister and Matt
Sanford, Administrative Services Department)
City Manager’s Recommendation: Receive the report and provide direction as appropriate.
Assistant Finance Director Roxanne Muhlmeister and Economic Development Manager Matt
Sanford presented the report and reviewed a PowerPoint presentation (on file in the Office
of the City Clerk).
Mary Lucid asked what is attributed to the “other revenues sources” section of the report.
In response to an inquiry from Council Member Burkholder, Assistant Finance Director
Muhlmeister explained that the second quarter tax allocation was received and there was an
increase in the new auto sales from a specific auto dealership.
In response to an inquiry from Mayor Blackburn, Assistant Finance Director Muhlmeister
explained that property taxes appear to be low because only airport tax is received at this
time of year. Ms. Muhlmeister further explained that property taxes are remitted in
November and December, therefore there will be a larger amount of property tax revenues
at that time.
In response to an inquiry from Mayor Blackburn, Economic Development Manager Sanford
explained that the inflation rate is calculated by looking at various household items. Mr.
Sanford further noted that inflation is cumulative therefore if it was 8% one year ago and 4%
this year, the total inflation is 12%.
Mayor Blackburn requested the City Manager return to City Council with a list of what the
City absolutely needs to run and what is nice to have.
Council Member Luna requested to add what the City’s core basic services are and other
services.
Council Member Bhat-Patel stated she is open for discussion but that they should look at
options outside of the organization.

7. HOMELESSNESS ACTION PLAN FISCAL YEAR 2022-23 ANNUAL REPORT AND FISCAL YEAR
2024-25 FUNDING PLAN – 1) Receive a report on the annual Homelessness Action Plan data;
and
2) Adoption of Resolution No. 2023-277 approving the Fiscal Year 2024-25 Homelessness
Action Plan Funding Plan and directing city staff to include the Funding Plan’s activities in the
city’s Preliminary Operating Budget; and
3) Adoption of Resolution No. 2023-278 authorizing staff to issue a request for proposals to
use opioid settlement funds for high impact abatement activities as directed in associated
settlement agreements. (Staff contact: Mandy Mills and Chris Shilling, Community Services
Department)
City Manager’s Recommendation: Receive the report and adopt the resolutions.
Housing & Homeless Services Director Mandy Mills, Homeless Services Manager Chris
Shilling and Police Captain Jeff Smith presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
In response to Mayor Blackburn, Police Captain Jeff Smith explained that there are seven
patrol officers and two social workers that are dedicated to the Homeless Outreach Program.
Rebecca Nusbaum Chief Program Officer at Community Resource Center spoke in support of
the Homelessness Action Plan Funding Plan.
In response to an inquiry from Council Member Luna, Housing & Homeless Services Director
Mills explained that they had an increase the number of services due to state grants that were
secured.
In response to an inquiry from Council Member Luna, Homeless Services Manager Shilling
explained that to use the opioid funds, a request for proposal (RFP) to identify a provider will
be drafted and issued early in the year to start the program in July 2024.
City Council received the report.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Resolution No. 2023-277 and Resolution No. 2023-278. Motion carried unanimously, 5/0.
Mayor Blackburn called for a recess at 6:48 p.m.

8. CITY COUNCIL POLICY – CITY COUNCIL CONFERENCE, TRAINING AND PROFESSIONAL
DEVELOPMENT TRAVEL POLICY – Adoption of Resolution No. 2023-279 approving City Council
Policy Statement No. 100 – City Council conference, training and professional development
travel policy. (Staff contact: Sheila Cobian, City Manager Department)
City Manager’s Recommendation: Adopt the resolution.
Legislative & Constituent Services Director Sheila Cobian presented the report and reviewed
a PowerPoint presentation (on file in the Office of the City Clerk).
Council Member Luna requested the following revisions to the Policy that she considered
were more in line with other jurisdictions in the State of California:
Background
City Council Members are invited to participate in numerous conferences, trainings and
professional development seminars throughout the year. This policy establishes funding for
each individual City Council Member, fer 1:Jse at their Biseretien, to participate in conferences,
trainings and professional development opportunities.
Statement of policy
It is the policy of the City Council of the City of Carlsbad to allocate ~up to $5.000
annually for each City Council Member to use at their Biseretien for participation in
conferences, trainings and professional development opportunities.
Procedure

Travel must meet the following criteria:
1. If travel is related to any assignment with another agency, the City Council
Member should first seek funding from the other agency; or
2. Travel is consistent with current adopted budget and/or legislative priorities; or
3. Clear FRBAeta,.public benefit-is evident: or
4. Revenue enhancement opportunity is clearly attainable; or
5. Travel is related to the elected official's roles or duties {i.e. standing committee
assignment, liaison assignment, task force assignment, economic development,

• The City Council Member shall report back to the rest of the City Council after the trip.
• Travel requests in excess of the annual ~$5.000 threshold shall require City
Council approval.
• All travel requests outside of the United States shall require advance City Council
approval.
City Council Members shall adhere to all provisions of City Council Policy No. 2 -Travel
Policy. Travel expenses in excess of the reimbursement rates established by City Council
Policy No. 2 require advance City Council approval.

In response to an inquiry from Council Member Acosta, Legislative & Constituent Services
Director Cobian explained that $22,000 in funding for travel was part of last years adopted
budget for training, conference and travel and if the $10,000 per Council Member is
established, it would come from the City Council Contingency account.
In response to an inquiry from Council Member Acosta, Legislative & Constituent Services
Director Cobian explained that the Executive Assistant would arrange travel, using the city
credit card for booking and once the Council Member returns from travel, they would submit
all receipts for reimbursement.
In response to an inquiry from Mayor Blackburn, City Manager Scott Chadwick explained that
the council contingency fund comes from general fund, but the funding from the· general
fund goes into buckets and if it is unspent, it is swept into the city's reserves.
Motion by Council Member Luna, seconded by Mayor Blackburn, to adopt Resolution No.
2023-279 as amended to reflect the changes proposed by City Council Member Luna to City
Council Policy Statement No. 100. Motion carried, 4/1 (Burkholder -No).
COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported
on activities and meetings of some committees and subcommittees of which they are members.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the City Council have been invited to, and may
participate in.
