Subject: Appointment of Chair and Vice-Chair
Recommended Action
Adopt a resolution appointing Chair and Vice-Chair.
Executive Summary
The Carlsbad Municipal Code (CMC) established a Housing Commission to advise the City
Council on housing related matters. CMC Chapter 2.40 states the Housing Commission shall
elect from among its appointed members a Chair and Vice-Chair.
Discussion
The Housing Commission was established to advise and make recommendations to the
Community Development Commission (the governing body of the Carlsbad Housing Authority)
and/or the City Council on issues related to affordable housing. The Chair and Vice-Chair are
selected by the members of the commission. The Chair’s role is to preserve order and decorum
at all meetings of the advisory body, announce the advisory body’s decisions and decide
questions of order. The Chair is responsible for ensuring the effectiveness of the group process.
A good Chair balances moving the discussion forward involving all members of the advisory
body and by allowing for adequate public participation. In the absence of the Chair, the Vice-
Chair shall act at the presiding officer.
Any member is eligible to be appointed Chair or Vice-Chair. The Housing Commission is
comprised of the following members:

Fiscal Analysis
There is no direct fiscal impact associated with the appointment of members to serve as Chair
and Vice-Chair.
Environmental Evaluation
Pursuant to Public Resources Code Section 21065, this action does not constitute a “project”
within the meaning of the California Environmental Quality Act (CEQA) in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

A RESOLUTION OF THE HOUSING COMMISSION OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE APPOINTMENT OF MEMBER COLLINS TO THE
POSITION OF CHAIR AND MEMBER CHANG TO THE POSITION OF VICE-CHAIR

WHEREAS, on July 25, 2023, Tyler Collins was appointed to the Housing Commission; and,
WHEREAS, on Sept. 26, 2023, Chih-Wu Chang was appointed to the Housing Commission; and,
WHEREAS, on Dec. 14, 2023, the Housing Commission of the City of Carlsbad, California held a
noticed public meeting to appoint two members to the positions of Chair and Vice-Chair.
NOW, THEREFORE, BE IT RESOLVED by the Housing Commission of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. The following individual is appointed to serve as the Chair on the Housing Commission, for
a term ending _Dec. 31, 2024, or until a replacement is approved:

3. The following individual is appointed to serve as the Vice-Chair on the Housing
Commission, for a term ending Dec. 31, 2024, or until a replacement is approved:
