Applica�on date: 1987 CAN ALSO BE RELATED TO / (AKA): LFMP 87-01| LFMP ZONE 1| ZONE 1 ZONE 1 -FACT SHEET Buildout Information: Gross Acreage Approximately 3,500 acres or 14 percent of the total area of the _City. Zone 1 comprises the City's Redevelopment area which is 142. 5 acres. It also contains an additional Commercial acreage total of an additional 150 acres. The zone's residential acreage is approximately 2,200 acres of which is in the following development stages: Residential Units -9,012 -1,208 Existing Approved Future -2,000 (approximate) PRELIMINARY PUBLIC FACILITIES ADEQUACY REVIEW This analysis is based upon the initial work which is being done as part of the Local Facilities Management Plan for Zone 1. CITY ADMINISTRATION - LIBRARY Will conform with the adopted standard until the year 2005. There is a current shortage of Library space. Until this is resolved no residential development will be allowed. The City is working to correct this shortage. WASTEWATER TREATMENT CAPACITY PARKS The city Council has adopted a progressive policy to assure that this standard is complied with or no growth will be allowed to occur. There is enough park acreage in this quadrant until the year 1992. At that time more acreage will be needed. The City is currently working to identify and plan for this needed acreage. CIRCULATION DRAINAGE FIRE OPEN SPACE SCHOOLS SEWER COLLECTION WATER DISTRIBUTION POC:ZlSUM:060187 ZONE 1 -FACT SHEET Page 2 At the current time there is one intersection, Elm at I-5 southbound which does not meet the adopted standard. Mitigation has been presented which will allow this to function at an acceptable level of service by re- striping the intersection. At existing plus committed levels of service several other intersections have been identified which will need mitigation in order to operate at a acceptable level of service. These will be specifically detailed when the local plan is finalized. Drainage issues other than those which are currently being handled in the downtown area will be addressed when specific projects are reviewed. Fire service is adequate for Zone 1. The Citywide plan indicated that because this zone was almost completely built out that it did not have to address open space as the other plan will. The Carlsbad Unified School District is currently reviewing information provided by the City to determine its' ability to service the needs of this zone. The specifics on this facility have not been completed at this time. The Costa Real Municipal Water District had indicated that there are no water issues in this Zone which cannot be addressed as specific development projects are reviewed. General Retail Shops -Clothing, hardware, pharmacy, etc. Neighborhood Commercial -Grocery store, liquor, dry cleaning, etc. Light Manufacturing -Auto repair shops, storage yard, cabinet & furniture manufacturing, bakeries, wholesale distributors. Total 71 Acres
