SOCIETY TO MOVE THE ORIGINAL CITY HALL LIBRARY BACKGROUND Location and Description of Property The 2.1 acre parksite is located north of Beech Avenue between Carlsbad Boulevard and Garfield Street. The property is flat with a few trees and no landscaping. The Magee House and three small buildings are located on the site. Existing Zoning Subject Property: 0-S North: R-3 East: C-2 West: R-3 South: R-3,C-Z Existing Land Use Subject Property: Parksite North: Single family, military academy, motel South: Parking lot, commercial structures East: Commercial structures West: Single family homes Environmental Impact Information This project has been given a Declaration of Non-Significant Impact for the following reasons: 1. The proposed project will not involve any significant land form alteration, and thus will not result in any significant environ- mental impacts. 2. The proposed move-on will serve to compliment existing structures on the parksite. General Plan Information The Parks and Recreation element designates the project site for a neighborhood park (Table 11, Page 14). There are no guidelines for relocation of historical structures. Public Facilities There will be no use of the building, therefore no services will be required. Street improvements are required under CUP 118. Past History and Related Cases CUP-l18(A), Magee Park, Planning Commission Resolution No. 1469 On September 13, 1978, the Planning Commission approved an amendment to CUP-118. The amendment allowed occupancy of the Magee House prior to commencement of public improvement and development of on-site parking lot. Use of the house for assembly was not allowed. This condition was appealed to the City Council. The Council altered this condition by Resolution No. 5618 to allow assembly as long as the uses do not encourage large con- gregations of people. CUP-118, Magee Park, Planning Commission Resolution No. &$4& On April 28, 1976, the Planning Commission approved a CUP to allow the Magee House to be remodeled and used as a public building for office and assembly use. Conditions required that landscape and irrigation plans be submitted and that public street improve- ments be constructed by the City. Major Planning Considerations 1. Is the relocation of the old City Hall and its use by the His- torical Society an appropriate use in Magee Park? 2. Should any conditions be attached to this CUP concerning future restoration and use? Discussion This project involves a request to relocate the old City Hall/ Library from its present location to Magee Park. The restoration of the Magee House and the improvement of Magee Park have been approved by the City Council. The building would be placed on a foundation near the northwest corner of the park, in an area that is currently shown as a lawn. At this time, there are no plans to use the building. The old City Hall/Library must be moved to provide parking for the Harding Street Community Center. The Carlsbad Historical Society would like to save the old building and feels that Magee Park would be an appropriate location. The park has adequate space for the building and already contains the historic Magee House. Since there are no plans for the use of the old building, the relocation will not affect the parking or traffic situation or the use of the park. Large lawn areas will remain on the east side of the park to serve as open recreation space. has submitted plans to begin the development of the park. The City - -' A Recommendation Staff recommends approval of CUP 118(B) based on the following findings and subject to the following conditions. Findings 1. The relocation of the old City Hall/Library to Magee Park is desirable for the development of the community. It will add to the historic quality of the park and will allow the old building to be saved. 2. The CUP is consistent with the General Plan designation of a passive neighborhood park. The relocation of the building will not adversely affect the use of this park. 3. The CUP is not detrimental to surrounding uses since the building will not be used at this time. 4. The site for the intended use is adequate in size and shape. The park has sufficient open area to allow an additional building. There will still be an adequate amount of lawn area. 5. The street system will not be affected by the relocation since there will be no use of the building. 6. This project has been processed through environmental review and has been given a declaration of non-significant impact. Conditions 1. Approval is granted for CUP 118(B) as shown on Exhibit A, dated April 26, 1979, on file in the Planning Department. 2. The. building shall be maintained by the City of Carlsbad as part of Magee Park. 3. The area surrounding the building shall be landscaped to insure that the building is compatible with existing park plans. The landscaping shall be approved by the Director of Parks and Recreation prior to issuance of the building permit for the foundation. 4.
