HomeMy WebLinkAbout1998-05-11; Historic Preservation Commission; Minutes( ( MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES (corrected) HISTORIC PRESERVATION COMMISSION MAY 11, 1998 5:30 PM City Council Conference Room Chairman Bizieff called the meeting to order at 5:37 p.m. ROLL CALL: Present: Also Present Were: Commissioners Bizieff, Christiansen, Jones, Muth, and Trejo. Geoff Armour Ramona Finnila John Daley Rita Baker Bailey Noble Karla Mulry Renada Briessen-Mulry APPROVAL OF MINUTES: The minutes of the meeting held March 9, 1998, were approved as corrected. HISTORIC ROUTE 101: John Daley of the Oceanside Historic Preservation Commission and Rita Baker, Senior Planner for the City of Oceanside, have spear- headed an extensive effort to research and record the history of Route 101. They hired Kathryn Flannagan to research and record the history for the Oceanside area specifically and she has published a book of her findings. They have been successful in working with CalTrans to design a sign fashioned after the original highway marker to be used along the route throughout Oceanside as well as at the 1-5 exits into that city. The purpose of their presentation to this Commission was to solicit support for this program statewide and to offer Carlsbad the opportunity to use the same processes and signage to mark the historical route through this city. ( Historic Preservation Commission Minutes for meeting of 5/11 /98 Page 2 Discussion followed identifying the need to determine how many signs, the designated route to be marked, and the physical location of any of the signs. Also, would we need to contract with someone like Ms. Flannagan to document the historical significance for the portion which passes through Carlsbad? Councilmember Finnila suggested that there could be some political implications and that perhaps the commission should study the possibilities and make a recommendation to Council on their findings. It was decided that the Commissioners would try to read the study published by Ms. Flannagan (a copy is available in our Library) and be prepared to discuss the proposal at the next regular meeting. Assistant Library Director, Geoff Armour, will contact Ms. Flannagan, if possible, to ascertain the cost of her services and the possibility of her addressing this commission at the next meeting. HERITAGE TREES & HABITAT MANAGEMENT: In order to incorporate the heritage trees as part of the habitat management plan we will need to create an inventory and identify specific trees. Commissioner Christiansen will contact Steve Tarzian prior to the next meeting to determine the process to accomplish this requirement. Mr. Tarzian is very knowledgeable in this area and should be able to advise this commission on how to proceed. THIRD GRADE ART CONTEST: The contest was a huge success again, and special thanks to Connie Trejo of this commission and Susan Py nes from the Arts Commission who did an excellent job on this project. There are 21 winners in the contest and the presentation of the awards will be tomorrow night at 6:00 p.m. at City Council. There will be a reception for the winners and their families immediately following the ceremony. WALKING TOUR: The brochure is being developed through the joint efforts of this commission and the Carlsbad Historical Society. An inventory was done here about ten years ago that identified over 325 historical sites. The proposal is to include possibly as many as twenty-five sites that are significant. By breaking the sites down into zones and producing possibly four different maps. The main focus would still be on the village area. The next step will be to do the write-ups on the locations and possibly scan in the photographs. The final product will hopefully be something more eye-catching than what was produced in the past. The brochure could then be available through libraries, ConVis and hotels. I • I I I \ Historic Preservation Commission Minutes for meeting of 5/11 /98 Page 3 BARRIO MUSEUM PROPOSAL: Karla Mulry was invited to present her idea for the Barrio 1912 Museum to be developed in commemoration of California's 150th anniversary of statehood. Her idea would be for a permanent museum located somewhere in the old Carlsbad Barrio. She would need a complete proposal which identifies the total amount of money needed for the project, what the funds would be used for, and what other grant money is available for the project. The entire proposal including a request for grant funds would need to be ready by July 16, 1998, for presentation to a statewide Advisory Commission on the 150th Anniversary Celebration. In view of the very short time frame and complex nature of the project. it was suggested to Ms. Mulry that she pursue funding and support through the private sector in order to meet her deadline. ANNOUNCEMENTS: A reminder that the presentations to the winners of the Third Grade Art Contest will be presented tomorrow night at the City Council meeting. Those who can please attend.
