Chairman Bizieff called the meeting to order at 5:34PM.

APPROVAL OF MINUTES:
The minutes of the meeting held September 14, 1998, were approved as presented.
HISTORIC ROUTE 101:
Commissioner Christiansen presented photographs of potential locations for the historic
signs as well as a site map . Assistant Library Director Geoff Armour explained that the
committee looked for sites that were clean and clear, not cluttered, with no other
signage on the post. Commissioner Jones asked if the intent was to mark State Street
or just Carlsbad Boulevard. Commissioner Christiansen said they were looking only at
Carlsbad Boulevard. Assistant Library Director Armour noted good sites at the north
and south entrances and exits to the City, and asked if the commission thought more
locations were needed. Commissioner Jones pointed out that one of the potential sites
would be impacted with the realignment of Carlsbad Boulevard and widening of Palomar
Airport Road. Commissioner Trejo asked how much the signs would cost and who
would pay for them. Assistant Library Director Armour replied that the signs cost
between $200 and $300 each. Commissioner Jones asked how many total signs were
under consideration. Commissioner Christiansen said there were six or eight good
sites, some in medians where signs could be seen from both directions and would be
mounted back to back. Commissioner Christiansen felt strongly that a sign should be at
the intersection of Carlsbad Village Drive and Carlsbad Boulevard. Chairman Bizieff
suggested that the Commission accept the recommendations from the subcommittee

for five signs, one at the north entrance, one at the south entrance and two, mounted
back to back, on the median by the new sea wall. In addition, a suspended sign for the
intersection at Carlsbad Village Drive and Carlsbad Boulevard is desirable but needs to
be addressed with the City Engineering Department. Commissioner Christiansen will
take the photographs and map to Engineering for final approval and procedure.
ONGOING PROJECTS UPDATE:
Heritage trees-Assistant Library Director Armour reported that Mr. Wisniewski of
People for Trees has promised to submit a contract proposal by the end of the year.
Commissioner Christiansen asked the members of the Commission to provide a list of
all trees having any historical significance.
"Tootsie K" Ranch Sign-Assistant Library Director Armour reported that he had
corresponded with Bebe Grosse on the matter of the sign. She is aware that no
decision has been made as to final location for the sign and is agreeable to leaving it
until such time as the Commission is ready to move it.
St. Michael's Garden-There is still no estimate on completion of the garden; however,
the landscape architect was agreeable that the plaque should be located near the
corner.
COOPERATIVE PROJECTS WITH CARLSBAD HISTORICAL SOCIETY:
Sesquicentennial Celebration-The Carlsbad Library has received a grant from the
California Endowment for the Humanities which will be used to fund a program of
discussion groups about local California History to be held in the spring, probably at
Magee House or Heritage Hall.
Magee House -The porch is scheduled for some stabilization work on the floor and
railing hopefully by the end of November. The barn restoration project is a major
undertaking if it is to be used to store artifacts. The Historical Society is interested in
taking over the entire house should the City's Park Planner relocate his office spaces.
Walking Tour Brochure: Assistant Library Director Armour reported that this project
has two volunteers from the Historical Society working on it and possibly the new
management analyst for the library will be able to assist with the project.
ANNOUNCEMENTS:
Council member Finnila announced that the "Kids Are Worth A Million" foundation was
interested in hosting an art contest similar to the Historical Commission's third grade
contest but not at the same level and there is no anticipated conflict.
Assistant Library Director Armour reminded the commission that the time-line for the
Third Grade Art Contest should be developed soon . He will be working with Susan
Pynes from the Arts Commission as well as Commissioner Trejo on this project.

Pritchard Barn -Unfortunately the barn had been destroyed before the photographer
got to the site. The family has some old photographs of the structure and a letter from
Allan Kelly which will become part of the local history archive.
Council member Finnila suggested that this commission take on the project of creating
a photographic record of significant changes throughout the City. Suggestions included
the Split Pavilion, scheduled for demolition in January of next year, the train trestle
across the Agua Hedionda lagoon, the Aviara Information center which is being moved
to the lagoon and the Encina Power Plant.
Historical Society property-Assistant Library Director Armour reported that the
property located behind Alt Karlsbad has been sold and is currently in escrow.
