ROLL CALL: Present: Absent: Also Present Were: Commiss ioners Christi anse n, Jones , Muth, and Trejo. Commissioner Bizieff Assistant Library Director, Geoff Armour Councilmember , Ramona Finnil a Planning Comm iss ion Liaison, Ann L'Heureux Barbara Casey Assistant Library Director Armour introduced Barbara Casey who is currently conducting a survey involving the Carlsbad Historical Society in conjunction with her Master's degree in Historical Preservation. He also introduced Planning Commissioner Ann L'Heureux who will be serving as li aison to this commission in place of Ba iley Noble. APPROVAL OF MINUTES: The minutes of the meeting held January 11, 1999, were approved as corrected. HISTORIC TREE INVENTORY: This item was again postponed due to Mr. Wisniewski's unavoidable absence. ( ( ( HISTORIC PRESERVATION COMMISSION Minutes of April 12, 1999 HISTORIC ROUTE 101: Page 2 Library Assistant Director Geoff Armour announced the approval by the City Council for the purchase and placement of the signs. The signs have been ordered and delivery is expected in about thirty days. The location of the sign at the north end of the City has been moved sl ightly to avo id placing the sign immediately before a crosswalk. This change in location was at the recommendation of the City Traffic Engineer. Assistant Library Director also mentioned that he has received a ca ll from the Public Works Department in the City of Del Mar. The De l Mar City Council had read in the paper that Carlsbad was installing the historic markers and directed their Public Works Department to contact the City for information to mark the route through their city as well. There was some discussion about holding a ceremony in conjunction with the installation of the signs. THIRD GRADE ART CONTEST: Commiss ioner Trejo and Assistant Library Director Armour have delivered the packets to all the third grade teachers. Armour pointed out that in the last few years there were about twenty-three classes but this year they distributed thirty seven plus the ones for St. Patrick's school. The judging for the contest has been scheduled for June 5th at the Senior Center. Dee Morning of the Carlsbad Historical Society, Sue Ladouceur and Arthur Wood from the Arts Associates have all volunteered to serve as judges. Commissioner Jones volunteered to serve as the judge from this commission. The awarding of the prizes by the City Council has been scheduled for the June 8th City Council agenda. Marge Howard-Jones and Ann L'Heureux are arranging for docent tours during the first two weeks in May for all the classes. Ms. L'Heureux expressed the need for two or three more docents shou ld anyone be interested. Assistant Library Director Armour stated that the Carlsbad Unified School District has asked that we push the date for this annual contest later into the year next year to better correspond with the school curriculum. Councilmember Finnila commented that each year she has a local high school senior on Shadow Day and she is amazed at how little they know about Carlsbad History. She is confident that involving these children in this contest makes them more aware of their local history. HISTORIC PRESERVATION COMMISSION Minutes of April 12, 1999 CITY FACILITY REUSE ISSUE: Page 3 Assistant Library Director Armour reported that the City Hall East occupants will be moving in to a new bu ilding on Faraday Drive possibly as soo n as October 1999, and that the Carlsbad Historical Society is hoping that the Park Planning employee currently occupying a portion of th e Magee House will be able to relocate into som e of the newly vacated space, allowing the society to utilize all of the historic bu ilding for archival work and displays. Thi s item was for information purposes only as no decision has been made by the City with re gard to th e use of the spaces. CARLSBAD HISTORICAL SOCIETY UPDATE : Assistant Library Director Armour mentioned the recent donation of some origin al bottles of water from the original Carlsbad mineral spring s. The Society has recently purchased another disp lay cab inet for the Magee House exhibits. They are in the process of soliciting entries for the High School Essay contest. The last two years they have not received any entries, although the requirements are very broad, 750 words pertaining to any aspect of Carlsbad History, and the prize is $250 cash. Councilmember Finnila suggested the possibility of dropping the contest down to ( Junior High School students to see if there was more interest. Ass istant Library Director Armour invited Ms. Casey to explain her survey. She is pursuing a masters degree in historical preservation and writing a paper on the management of non-profits. She has bee n conducting a survey involving the Carlsbad Historical Society Board, members, and various community leaders. Questions involve satisfaction and perception of the mission and goals of the society by all three groups. She will summarize her findings in a written report in May and has offered to provide this commission with a copy of that report. Several members of this commission had received the survey form. Ms. Casey was pleased to report that she had a 50% re sponse rate within on e week. ANNOUNCEMENTS: Councilmember Finnila reported that the Visitor Center building from Aviara has been moved to Agua Hedionda Lagoon . It is anticipated that the use of this structure will be the catalyst for preservation in that area. The donation of the building and the costs to move it was the project of three large developers in the Carlsbad area and it is anticipated that it may take from a year to eighteen months to complete the project. Assistant Library Director Armour stated that he had instructed photographer Bill Richmond to construct a photographic record of the entire process. HISTORIC PRESERVATION COMMISSION Minutes of April 12, 1999 Page4 Co uncilmember Finnila also noted that the Red Ba rn currently located on El Ca mino Real at La Costa Bo ulevard is sched uled to be either moved or destroyed. Although not listed as a historical building, there is still a great deal of emotiona l attachment to the bu il ding as a landmark by La Costa residents. Assistant Library Director Armour mentioned the new name for the street address for the Carrillo Ra nch as the Flying L.C . Lane which was the brand for the ranch. He has taken the necessary steps to notify the State of the change since the ranch is listed on both the National Reg ister and the Ca lifornia Reg ister of Historical La ndmarks. COMMENTS: Commissioner Jones as ked if there had been any further decision on the final location for the antique safe or the "Tootsie K" ranch sign. Assistant Library Director Armour responded that the barn at Magee Park would be the ideal location for both items, but the barn is in such bad repair that they cannot consider moving either item at th is time. He is working with facilities to see wh at can be done about the barn. ITEMS FOR NEXT AGENDA: Mr. Wi sniewski's proposal for the Historical Tree Inventory Assistant Library Director Armour announced that Bill Richmond will demonstrate the historical photo data base, accessible through the Internet, at the next regularly scheduled Historic Preservation Commiss ion Meeting, May 10, 1999, in the City Council Chamber.
