Commissioners Bizieff and Muth Assistant Library Director, Geoff Armour Council Member Ramona Finnila Planning Commission Liaison, Ann L'Heureux APPROVAL OF MINUTES: [ ITEM# 2 ( The minutes of the meeting held May 10, 1999 were approved as corrected . ( REVIEW OF HISTORIC TREE INVENTORY: Assistant Library Director Armour reported that he had met with Mr. Wisnieski, Risk Management and the City Attorney's office regarding the agreement and contract. There are several issues being addressed including some insurance requirements and it is anticipated that this project could go forward by next month. Council Member Finnila reported that she had attended a meeting in Sacramento last week and there is a considerable amount of money available through the state for the planting of new trees. Commissioner Christiansen suggested this commission consider planting trees to tie in with the sesquicentennial. Council member Finnila offered to get the information to Assistant Library Director Armour for further investigation. MAGEE HOU SE RENOVATION WORK AND JOINT PROJECTS WITH THE CARLSBAD HISTORICAL SOCIETY: Commissioner Christiansen reported that he had noticed a sizable amount of renovation work in progress on the facility. Assistant Library Director Armour said they have removed and replaced all of the porch decking and are replacing the railing as ( ( ( ' HISTORIC PRESERVATION COMMISSION Page 2 Minutes of July 12, 1999 we ll. He also reported that the City Staff curre ntly occupying a portion of the bu il ding will be moving and the Historical Society will have the use of the entire building. Also in dire need of re pair and restoration is the ba rn adjacent to the house. The Historical Society will fund the first ph as e of the project, which is to bring in a preservatio n architect to do an analysis of the scope and cost of the project to ma ke the building availab le to the publi c aga in. The Society then plans to make a proposa l to the City for fund s to complete the renovation. Not having the barn shored up has prevented the relocation of the Tootsie K Ranch sign as well as the old city safe. Ass istant Library Director Armour further reported that the Magee letters are still being processed and Pat and Jim Hansen are planning a play read ing, based on the content of the letters, as part of the grand opening ce lebration activities for the new library, Plann ing Comm issioner Ann L'Heureux reported that an unexpected benefit of the porch renovation was that the house no longer smelled of rotting wood . She also reported that they were wo rking with the School Administration to get the Beck ett books into the cu rriculum and in sequence with the tours and the art contest. Cou ncil Member Finnila sug gested that we work with the School Ad mi nistrati on to form a committee and make the art contest an annual event rather than try to make the necessary contacts each year with each of the teachers. She said she would mention it at the City school committee meeting to see if they could get a chairperson appointed as contact for the annual tours, art contest, bike rodeo, and the Senior essay scholarship contest. PLANS FOR CALIFORN IA SESQU ICENTENNIAL CELEBRATION : Assistant Library Director announced that the Carlsbad Historical Society has a history- reading group which is forming the nucleus of a group which will read and study the book, Gold Rush: A Literary Anthology. Anyone who joins the group will receive a free copy of the book and the discussions will be led by a history Professor from Mira Costa College. Commissioner Chri stiansen brought up the subject of the tree s again as part of the celebration of the sesquicentennial. He would like to investigate the possibility of planting a stand of trees in one of the parks. There was much discussion on the various possibilities of planting a mini-forest or arboretum somewhere in the city. Planning Commissioner L'Heureux reminded the commission that the Carlsbad Arboretum Society started out specifically thinking of doing an arboretum at Rancho Carrillo. The foundation still exists and is doing the gardening at Magee Park. It was suggested that the president of the foundation meet with a member of the commission to discuss the idea. There was further discussion about what City staff would need to be consulted and the amount of open space required in the park design . ( ( { ' HISTORIC PRESERVATION CO MMISS ION Page 3 Minutes of July 12, 1999 Council Member Finnil a reminded the Commiss ion that there should be an opportunity to plant trees at the park planned for the Tanglewood area (Larwin Park) in the northeast quadrant of the City, as well at the Alga Nore Park and the Industrial Corridor park. Assistant Library Director Armour asked wh at type role thi s comm iss io n cou ld play in the planning and planting of the trees within the City. ANNOUNCEMENTS: Assistant Library Director Armour announced that the Historic Highway 101 signs are in place. Commissioner Trejo announced that plans are in the work for a Fiesta sim ilar to the one held in 1991. Tentative date has been set for Se ptember 2000. Commissioner Christiansen announced that he is currently serving as membership chairman for Toastmasters and invited anyon e interested to join them Frid ays from 12-1 at Heritage Hall. Comm issioner Trejo congratulated Commiss ion er Jones at having been selected as Carlsbad Citizen of the Yearfor 1999. Assistant Library Director Armour offered a tour of the new library to of the commissioners who were interested.
