APPROVAL OF MINUTES:
The minutes of the meeting held July 12, , 1999 were approved as presented.
HISTORIC TREE INVENTORY AND OTHER TREE ISSUES:

Assistant Library Director Armour reported that due to the recent issues involving trees
brought to City Council by the citizens, the City Attorney had asked that this project be
put on temporary hold until there was a clearer explanation of the scope and purpose of
the project.
Assistant Library Director Armour had also conducted some research into the offer for
free trees or funds for the purchase and planting of trees. He was in contact with two
organizations, California Re-Leaf and the California Department of Forestry and Fire
Protection. California Re-Leaf provides funding for non -profit organizations and
volunteer groups. The California Department of Forestry and Fire Protection is the
organization that does work with municipalities on tree planting projects. There was
some questions as to whether this type project wasn't more suited to either the staff for

Habitat Management or possibly the Parks Department. There was also discussion on
( possible locations for this type project.

Planning Commissioner Ann L'Heureux pointed out that there are severa l commun ity
groups who might share an interest in a project of this sort.
Comm issioner Jones pointed out the need to determine what species of trees live the
longest in this climate and soil.
Commiss ioner Christiansen stated that he was definitely in favor of helping to make this
project a reality but was unsure what agency shou ld take the lead on the project and
coord in ate the various groups that would be involved .
Council Member Finnila suggested that this commiss ion develop criteria for "h istoric"
trees and then conclude the inventory fo llowed by possibly photos or plaques. Then,
whatever follows, th is commission will have established the base core to identify what
constitutes a historic tree.
The Commissioners discussed at length the issues involved in the planting of trees on
City land and the need to maintain the natural en vironment.
Chair Bizieff proposed that the planting project was outside the charge of this
Commission but asked the Commissioners for a decision on how they would like to
move forward.
Chairman Bizieff confirmed that this commission had already voted to move forward on
the historic tree inventory and contracting with Mr. Wisniewski for that project. He
continued that this item would continue to be an agenda item as the process evolved.
Commissioner Christiansen volunteered to talk to various city staff and local groups to
see if he could facilitate a planting project.
Commissioner Muth suggested that they accept Commissioner Christinsen's offer to
gather more information on the planting project.
Chair Bizieff suggested that Commissioner Christiansen proceed with investigating the
possibility of the tree-planting project and report to the Commission at the next meeting.
The Commissioners are interested in the project and its progress but feel it is outside
their charge by the City Council.
Council Member Finnila asked that the purpose of the inventory be more specifically
defined.
Assistant Library Director Armour explained the idea was to document with photographs
the historic trees in Carlsbad in much the same manner as the historic properties.
( Many of the trees were planted to mark tracts of land and streets. It is anticipated that

the inventory will include approxim ately 100 trees. Once identified, the trees would be
included in the historic tours of the City.
Comm ission er Chri stiansen also volunteered to report on the progress toward
controlling the disease that threatens the eucalyptus trees in Carlsbad.
MAGEE HOUSE AND BARN:
Assistant Library Director rep orted that the City has completed the porch renovations
and that the Historica l Society is plann ing a party in celebration.
Commissioner Muth moved that the Comm ission direct Assistant Library Director
Armour to write a letter of thanks to the City Public Works Department and plan a
formal ceremon y to dedicate the newly refurb ished porch. Commiss ioner Trejo
provided the second and the motion carried unanimously.
Assistant Library Director also reported that as part of the City's reuse study, the Parks
Planning office located in the Magee House will be moving to City Hall and the
Historical Society will have the use of the entire building.
Armour explained that the Historical Society has taken the first step toward s the
restoration of the barn by funding a study for the stabilization of the property and an
estimate of the cost for the restoration.
CALIFORNIA HISTORY DISCUSSION GROUP:
Assistant Library Director Armour explained that the Library had received a grant from
the California Endowment for the Humanities in conjunction with the sesquicentennial.
There are thirty-two people signed up for the group which will meet in October at the
new library. The program will be a combination of lecture, film and discussion.
HISTORICAL SOCIETY ACTIVITIES:
Assistant Library Director Armour announced that the Annual Meeting will be held at the
Raintree and will include an antique road show offering on the spot appraisals of
antiques brought to the event.
The Historical Society sent a letter to the School District requesting better
communication between them to schedule the tours and art contest. As a result of that
letter two third grade teachers have been selected as coordinators for the entire third
grade class events.
The Historical Society has also sent a letter to the Planning Department in the City of
Oceanside expressing concern for the Marron adobe and the proposed Rancho del Oro
overpass at Highway 78.

Assistant Library Director Armour sa id he had received a call from the Carlsbad
Planning Department asking for gu id ance from this Comm ission on the proposed
renovations to the bridge between Carlsbad and Oceanside. As the call was received
today, th is item is not on the agenda and was reported for information on ly. Th is item
will be on the agenda for discussion and decision next month.
Comm issioner Trejo asked if there were plans for a stop sign on Carlsbad Village Drive
where the pedestrian had been killed.
