SUBJECT: CUP 12-13/SUP 12-02 -SDG&E STEEL POLE -Request for approval of a
Conditional Use Pennit and Special Use Pennit to allow the installation,
operation, and maintenance of an unmanned Wireless Commlmication Facility
consisting of three (3) panel antennas with associated equipment mounted to an
existing SDG&E transmission pole and a 240 square foot above ground
equipment shelter within the West Bluff N01th Homeowners Association
prope1ty. The project site is generally located along the east side of El Camino
Real between Poinsettia Lane and Swallow Lane within an SDG&E utility
easement and in Local Facilities Management Zone 6.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolutions No. 6965 and 6966
APPROVING CUP 12-13 and SUP 12-02 for a period often (10) years, based on the findings
and subject to the conditions contained therein.
II. INTRODUCTION
This application is a request for a Conditional Use Pennit and Special Use Pennit to allow the
installation, operation, and maintenance of an lmmanned Wireless Communication Facility
(WCF) consisting of three (3) panel antennas and associated equipment mounted to an existing
SDG&E transmission pole and a 240 square foot above grmmd equipment shelter. The project
site is located within the West Bluff N01t h Homeowners Association prope1ty and in the Planned
Community (PC) Zone. Wireless Commlmication Facilities are permitted in this zone by
Conditional Use Pennit. All required fmdings for the Conditional Use Pennit as well as the
Special Use Pennit for the El Camino Real Conidor Development Standards can be made for the
proposed WCF, and staff recommends approval of the proposed facility.
III. PROJECT DESCRIPTION AND BACKGROUND
The proposed unmanned WCF, operated by Sprint PCS, is generally located along the east side
of El Camino Real between Poinsettia Lane and Swallow Lane within an SDG&E utility
easement. The 200 foot wide easement, which contains SDG&E transmission poles and lines, is
located within the West Bluff N01th Homeowners Association property, and is bordered by
residential development to the n01th, south and east. The three panel antennas are proposed to be
affixed to a transmission pole located just n01th of Swallow Lane which serves as the entrance to
the West Bluff N01th Condominium development. The equipment shelter is proposed adjacent
to the tennis comt near a parking lot which is outside of the SDG&E easement.

On March 19, 2008, the Planning Commission approved CUP 06-20/SUP 08-01for a similar WCF proposal for the same applicant Sprint PCS at this site. That project was never constructed
and is now expired.
The WCF proposal consists of three panel antennas and associated equipment mounted to a
125.33 foot tall SDG&E steel transmission pole together with an unmanned above ground equipment shelter. The three panel antennas will be located within three separate sectors. Each sector will consist of one panel antenna. The three panel antennas are a low-profile design
approximately 1 foot wide by 6 feet long and will be attached to the existing SDG&E
transmission pole by a universal mounting bracket. The antennas will not mount directly to the
steel-pole based on the requirements of SDG&E but will hug on the pole and extend outward no more than 20 inches from the face of the pole. Mounted directly below the antennas are remote Radio Heads (RRHs) which are part of Sprint’s wireless system technology. The RRHs are 25
inches long and 11 inches wide and will be attached to the SDG&E pole similar to the antennas.
The antennas are mounted to the pole at a minimum height of 40 feet from grade to the bottom of
the antennas and a maximum height of 50.2 feet to the top of the antennas. The antennas are mounted at this height range to meet the Radio Frequency (RF) calculations of clearance from solid interference (obstructions) and FCC standards. The panel antennas will be painted to
match the existing transmission pole.
The radio and power supplies will be located within an above ground equipment shelter. The shelter will contain the support equipment consisting of a self-contained Base Transceiver Station (BTS), equipment cabinets, control power panel, and a GPS antenna. The shelter has
been designed to minimize visual and/or potential noise impacts and will be constructed to match
the architectural style and materials of the existing residential buildings and will consist of stucco
walls with a chain-link security lid. The 7’2” tall, 12 foot by 20 foot (240 square feet) equipment shelter is located approximately 150 feet northwest of the transmission pole near a tennis court and parking lot and 70 feet from the nearest residential building. A flat roof design is proposed
to lower the overall building height of the equipment shelter. A combination of existing and
proposed landscaping will help screen the equipment shelter to the extent feasible from the
common grounds and residences. Any landscaping to be removed or disturbed during the equipment shelter construction will be replaced and irrigated. No permanent backup generator air cooling system is being proposed as part of this project.
The WCF operator, Sprint PCS, has been authorized by the Federal Communications
Commission (FCC) to construct and operate a wireless network throughout California. Sprint’s PCS operating license from the FCC requires that its market area receive ubiquitous coverage, residential areas not excepting. Currently, Sprint PCS has four WCF sites located within the
southeast portion of the City. Although no additional sites are being proposed in this part of the
City of Carlsbad, new sites may be necessary in the future to provide additional capacity if
warranted by customer demand or if the industry technology changes.
The present state of wireless network development involves, to a large degree, the filling of
smaller coverage gaps. The primary transportation corridors, commercial areas, and most
residential areas have for the most part been covered. What generally remains, are smaller gaps
in coverage within residential areas. The proposed WCF site was chosen by the applicant
because of its location which will enable Sprint PCS to meet the capacity and coverage needs in this area. Currently, there is limited coverage across the Bressi Ranch development to the north,

the valley south of Bressi Ranch including the La Costa Greens development, and along El Camino Real. The proposed site located at a high point within the neighborhood, provides the
necessary height for unobstructed line-of-site transmission to these communities improving
capacity for customers and increasing Sprint PCS coverage in this area.
Existing and Future Collocation:
Pursuant to City Council Policy Statement No. 64 – Wireless Communication Facilities Policy,
whenever feasible and appropriate, WCFs’ design and placement should promote and enable
collocation. The applicant evaluated the potential to collocate at other wireless facilities and determined that collocating was not a viable option. All preferred locations within the search ring were evaluated for existing wireless communication facilities that presented a collocation
opportunity. However, Sprint PCS’s consultant identified none.
There are currently no WCFs located at this site. Each request for a WCF is required to be
reviewed on a case-by-case basis taking into account several standards necessary for approval including compliance with City Council Policy Statement No. 64. Any subsequent proposal by another wireless communication carrier to co-locate at this property will undergo the same
review process as the proposed project.
The proposed project is subject to the following regulations: A. Residential Low Medium (RLM) General Plan Land Use Designation;
B. P-C, Planned Community Zone (Chapter 21.38 of the Zoning Ordinance);
C. Conditional Use Permit regulations (Chapter 21.42 of the Zoning Ordinance);
D. Wireless Communication Facilities Policy (City Council Policy Statement No. 64); E. Special Use Permit – Scenic Preservation Overlay Zone regulations (Chapter 21.40 of the Zoning Ordinance); and
F. Growth Management.
The recommendation for approval of this project was developed by analyzing the project’s consistency with the applicable regulations and policies. The project’s compliance with each of the above regulations is discussed in detail in the sections below.
IV. ANALYSIS
A. RLM, Residential Low-Medium General Plan Land Use Designation
The project site is designated Residential Low-Medium (RLM) on the City’s General Plan Land
Use Map. The proposed WCF project is consistent with the RLM General Plan Land Use
designation in that the Residential Low Medium Land Use designation does not preclude the
provision of WCF uses, it is located within an existing utility corridor, it is conditionally allowed by the implementing Planned Community Zone, and it will not impact sensitive habitat.
The proposed WCF project is also consistent with the RLM General Plan Land Use designation
in that the proposed use will serve the residential and business community and region as a whole,
including emergency services. Therefore, the proposed WCF use is consistent with the RLM
General Plan Land Use designation.

B. Planned Community (P-C) Zone, Chapter 21.38 of the Carlsbad Municipal Code
The proposed WCF is located within an SDG&E transmission utility easement and within the
Planned Community Zone. In the P-C Zone, permitted uses and structures are established by a
Master Plan. Prior to Master Plan approval, or in the absence of a Master Plan, the property may be used as permitted by Chapter 21.07 for the Exclusive Agriculture Zone (E-A). No master plan exists for this site; therefore, the project must comply with the E-A Zone development
standards. Wireless Communication Facilities, such as the proposed project, are allowed in all
zones including the Planned Community Zone and E-A Zone with approval of a Conditional Use
Permit. The required CUP findings (discussed in Section C below) can be made for the proposed WCF as it is a desirable public convenience and is compatible with its surroundings.
The three panel antennas will be mounted to an existing 125.33 foot tall transmission pole at a
maximum height of 50.2 feet. The proposed height exceeds the maximum 30 foot height limit
permitted by the E-A Zone; however, structures used for other than dwelling purposes and located a minimum of one hundred feet from a property line may exceed the maximum height limit pursuant to Section 21.07.100 of the CMC. The panel antennas will be located
approximately 160 feet from the nearest property line. The proposed location and height of the
panel antennas at this site are considered acceptable to insure compatibility of the proposed use
with the surrounding existing and planned uses. The proposed equipment shelter complies with the height limit and setback requirements of the E-A Zone in that the equipment shelter is 7’2” in height and is setback a minimum of 185 feet from the nearest property line.
C. Conditional Use Permit Regulations, Chapter 21.42 of the Carlsbad Municipal Code
Conditional uses such as WCF possess unique and special characteristics that make it impractical to include them as permitted uses “by right” in any of the various zoning classifications (i.e.
residential, commercial, office, industrial). The authority for the location and operation of these
uses is subject to City Council Policy Statement No. 64 – Wireless Communication Facilities
Policy (see discussion D below), Planning Commission review, and the issuance of a Conditional Use Permit. Staff has reviewed the proposed project and found that all of the necessary findings can be made to approve the CUP. The required findings and satisfaction of these findings are
provided in Table 1 below.

designation does not preclude the provision of WCF
uses, nor is it detrimental to existing permitted uses in
the vicinity in that the WCF exhibits stealth design and
only minor alterations to the existing site are proposed.

impacts will be minimal as the equipment shelter has been designed to be architecturally compatible with
the surrounding residential buildings within the West
Bluff North Condominium project. The 7’2” tall
equipment shelter is located approximately 70 feet
from the nearest residential building, has been designed with building materials to match the existing
residential buildings, and is screened by landscaping
to soften its appearance and further reduce its visibility
from the residences and general public. The project has also been conditioned to submit an acoustical analysis complying with the City’s Noise Guidelines
Manual to ensure that the proposed WCF noise
sources comply with City requirements and its
compatibility with the existing residences. The panel antennas are not considered detrimental to the existing uses in that the three panel antennas are mounted to an
existing 125.33 foot tall steel transmission pole and
will be painted to blend in with the existing
transmission pole. The panel antennas are a low-profile design that will hug the pole, and extend outward no more than 20 inches from the face of the
pole. The collocation of panels on the existing
transmission pole also minimizes the visual impacts of
the project by eliminating the need to install a new pole structure to achieve the needed height to provide coverage.

The above ground equipment shelter complies with the E-A Zone development standards, exhibits stealth
design, and is screened by landscaping to further
reduce its visibility from public view. The location of
the panel antennas on the transmission pole will reduce the visual impact of the wireless communication facility by eliminating the need to
install a new pole structure to achieve the needed
height to provide coverage. The antenna panels will
be painted to match and blend in with the existing
transmission pole.
That the street system serving the
proposed use is adequate to properly
handle all traffic generated by the
proposed use.
The use generates very little traffic, requiring only
routine monthly maintenance visits and occasional
visits in response to operational problems. Swallow
Lane will be used to access the site. The existing street system is adequate to property handle any traffic
generated by the use.
D. City Council Policy Statement No. 64 – Wireless Communication Facilities
Pursuant to Carlsbad Municipal Code Section 21.42.140(165)b, a WCF Conditional Use Permit
application that does not comply with the preferred location and the stealth design review and
approval guidelines of City Council Policy Statement No. 64 shall be conditionally approved or denied by the Planning Commission.
The WCF project is proposed in a discouraged residential location as listed in Location
Guideline A.2.c. of City Council Policy Statement No. 64. Specifically, a WCF should not
locate within a major power transmission tower corridor in/or next to a residential zone or area unless the applicant demonstrates no feasible alternative exists that can accommodate the applicant’s proposed facility. After analyzing eight other potential sites, the applicant has
demonstrated that no location in a preferred zone or area as listed in Location Guideline A.1. can
accommodate the proposed facility, therefore, staff is recommending support of the proposed
WCF at this location (See attachment No.7 - Justification letter). The WCF has been designed using “stealth” design techniques to the extent feasible and is
consistent with the Design Guidelines listed in City Council Policy Statement No. 64. The
proposed equipment shelter is designed with building materials to match the existing residential
buildings, and is screened by landscaping to help soften its appearance and further reduce its
visibility from the residences and general public. The three panel antennas are small in scale, mounted closely to the steel-pole reducing an outward noticeable appearance, and will be painted
to match the color of the existing transmission pole, thereby minimizing any visual impacts.
Locating the WCF on the existing SDG&E transmission pole as opposed to installing new
monopoles is also encouraged and consistent with City Council Policy Statement No. 64 Design
Guidelines.

E. S-P (Scenic Preservation) Overlay Zone and El Camino Real Corridor Development Standards
Special Use Permits are required whenever a site is located within a Scenic Preservation or
Floodplain Overlay Zone. The proposed project is located within the El Camino Real Scenic Corridor Overlay Zone. The El Camino Real Corridor Development Standards were adopted in 1984. The intent of these standards were to maintain and enhance the appearance of the roadway
by setting standards for setbacks, signs, building height, grading, and design. The document is
also intended to further the goals of the Land Use and Scenic Highways Elements of the General
Plan and the objective of preserving unique city resources as they relate to highways. The proposed project is in Area 5 (Sunfresh Rose Company to Olivenhain Road) of the El
Camino Real Corridor, which is the longest of the five segments. This portion contains the most
diverse land uses and expansive views. The area is dominated by the La Costa Resort
development, various residential, commercial, office and visitor serving land uses. The topography offers views of the surrounding hills and valleys. Batiquitos Lagoon is a predominant physical feature along a major portion of the roadway, which the project would not
impact. Much of the existing development reflects a Spanish architectural theme. The project
complies with the design theme in that the proposed equipment room would maintain the “Old
California/Hispanic” architectural theme by using similar building materials as the existing residential buildings. The proposed project is consistent with the development standards and intent of those standards with regard to aesthetic considerations. Each of the requirements and
responses to the requirements is addressed in Table 2, below.

F. Growth Management
The proposed WCF is located in Local Facilities Management Plan Zone 6. Installation of the
facility on the existing site and monthly facility maintenance visits will not result in increased
public facilities demands; therefore, the proposal will not exceed performance standards for public facilities.
V. ENVIRONMENTAL REVIEW
The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental
documents pursuant to Section 15303 (Construction and installation of small new equipment
facilities or structures) of the state CEQA Guidelines. Additionally, as Sprint PCS must comply
with FCC regulations, radio frequency emissions from the proposed facility are below levels established as acceptable by the FCC, and are therefore not considered a health hazard. In making this determination, the City Planner has found that the exceptions listed in Section
15300.2 of the state CEQA Guidelines do not apply to this project.

SUBJECT: Response to Planning Issues Attachment A
This letter provides additional information responding to the City Planning Departments
concerns about the location of the proposed site. Sprint has worked with the City
Planning Department in finding a preferred site that would meet the coverage objectives
for Sprint as well as integrate with its surroundings. Sprint request that the City move
forward in scheduling the subject property for Planning Commission due to the lack of
viability, lack of adequate coverage, and uninterested owners.
The site selection process included the review of the commercial property located within
the Bressi Development project, the new housing project located on the east side of El
Camino Real at its intersection with Cassia Road, the property just north of the new
residential development at Cassia Road, the ROW Light Pole on El Camino Real, the
existing SDG&E steel tower located near the northwest comer of Poinsettia and its
intersection with El Camino Real and thesubject property as well as the intersection of El
Camino Real and Alga road.
Site Candidate 1-Commercial Property at Bressi Ranch
This property was reviewed for its ability to cover the new Bressi Ranch Development as
well as the valley floor to the south of this mesa. The property had good propagation on
the mesa and moderate propagation in the valley and El Camino Real. This site was not
chosen as a viable candidate as there were no plans at the time of review for any
commercial development within this footprint. Sprint determined that it was not plausible
to design a new vertical element within this area without any understanding ofthe future
design and footprint to be utilized within this commercial area.
Site Candidate 2-6250 El Camino Real

This property is roughly one mile north of the coverage area and is a medical park consisting
of a two story building. Due to the distance to the coverage area and the low rooftop
elevation this location would have significant shadowing by the grade to the south on El
Camino towards both Poinsettia Lane and the golf course. Another site wo"uld also be needed
to meet the coverage objective
Site Candidate 3-6286 El Camino Real
Also roughly one mile north of the coverage area and is a pre school consisting of a single
story building with a small tower on the NW corner. Due to the distance to the coverage area
and the low rooftop elevation this location would have significant shadowing by the grade to
the south on El Camino towards both Poinsettia Lane and the golf course. Another site would
also be needed to meet the coverage objective

Site Candidate 4-6210 Cassia Road
This animal hospital location is'% of a mile from the coverage area and due to the elevation
change along south El Camino Real there would also be significant shadowing by the ridge
along Poinsettia Lane. Another site would also be needed to meet the coverage objective.
Site Candidate 5-6220 Cassia Road
This property across the street from Candidate 4 is a professional building located'% of a mile
from the coverage area and due to the elevation change along south El Camino Real there
would also be significant shadowing by the ridge along Poinsettia Lane. Another site. would
also be needed to meet the coverage objective.
Site Candidate 6-998 El Camino Real
This property is located next door to an existing Sprint site SD03XC153 as shown on the
provide map. This location is too far south to provide any coverage near Swallow lane or
Poinsettia Lane. The proposed site is needed at Swallow lane with the existing site.
Site Candidate 7-SDG&E Steel Tower at northwest comer of El Camino Real and
Poinsettia
This potential site had good coverage along El Camino Real and the Bressi Development
but the coverage in the valley to the south of the Bressi Development was poor.
Additionally, the new residential development under construction at the time of review
seemed to create an access and location issue relative to the residential development.
This site was not pursued
Candidate 8-Subject property
This site was reviewed for its ability to provide adequate coverage across the Bressi
Ranch Development, the valley south of the Bressi Ranch Development and along El
Camino Real. Because of the ability to gain a greater height on the steel tower as opposed
to all of the other candidates except Candidate 4 this site is superior in its ability to
provide the coverage necessary. This site is a discouraged site but this type of site is
discouraged because ofits proximity to residential uses. The landlord for this site is both
SDG&E and the Home Owner's Association for the adjacent condominium project. The
project was notified and voted by proxy overwhelmingly to lease space to Sprint/Nextel
for the proposed project thereby negating the main reason these types of installations are
discouraged. The antennas will be strapped to the existing steel tower and the radio and
power equipment will be located within a proposed equipment shelter designed to match
the architecture and color of the adjacent condominium building. Additionally, there are
mature bushes adjacent to the proposed location of the shelter, which will provide ample
screening along with the additional proposed new landscaping and vines.
CUPlZ-13/SUPlZ-02 SDG&E Steel Pole
Right Of Way (ROW) Light Standards
Sprint could not locate in the ROW on El Camino Real because it would not provide
Sprints coverage objective. Sprint is pro'viding coverage to the north, east, and south.
The proposed location is on a hillside on an existing tower that allows Sprint to provide
coverage on the north and south side of the hill. The ROW site is located at the bottom of
the hill and it would not allow Sprint to provide coverage to the northern area.
The project proposes to mount 6 antennas onto an SDG&E steel pole and the antennas
are painted to match the steel pole. The antennas do not protrude but hug the pole as close
as possible and integrates with the pole making look as if it is a part of the steel
pole. The antennas are mounted at a height from top of antenna 50 feet. The antennas
are mounted at this height to meet the RF's calculations of clearance from solid
interference and the FCC standards. The building located to the north at approximately
33 feet has to be taken into consideration and based of the RF calculation the lowest
antenna must be located at a height of 40 feet. The hinges on the panel antennas will not
be fully extended because if they were the radio frequencies of the antennas would shoot
to the ground. The antennas can not mount to the pole directly based on the
requirements of SDG&E. The antennas must be mounted to a steel plate and pipe
mounting the antenna 4 inches away from the pole. The antennas would not extend more
than l foot from the face of the pole.
Sprint request that the City of Carlsbad Planning Department can support this project.
Sprint has spent more than three month pursuing the preferred site recommended by the
City and was not successful in finding an interested owner. Sprint request that the project
move forward and be scheduled for the first Planning Commission meeting in April
or earlier. Please consider our request.
