CITY COUNCIL Special Meeting
CALL TO ORDER: 9:34 a.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Luna.
PLEDGE OF ALLEGIANCE: City Attorney Cindie McMahon led the Pledge of Allegiance.
PUBLIC COMMENT ON AGENDA ITEM: None.
DEPARTMENTAL AND CITY MANAGER REPORTS:
1. REVIEW OF DEPARTMENT SERVICES AND RESOURCES – Receive a presentation about the resources
currently allocated to city departments and how they are used to provide services to the community.
(Staff contact: Scott Chadwick, City Manager’s Department)
City Manager’s Recommendation: Receive the presentation.
City Manager Scott Chadwick provided an overview of the agenda item and stated that the purpose of
the meeting is part of the process in developing the City of Carlsbad fiscal year 2024-25 budget. He
further explained that the City Council would be provided information relating to the city’s current use
of resources including:
• Each city department’s fiscal year 2023-24 budget and staffing levels.
• A description of core services provided by each department.
• Other programs and services that support city priorities.
• Department output and other key performance indicators.
Police Chief Mickey Williams provided an overview of the Police Department’s budget, staffing, core
services and operations (PowerPoint Presentation on file in the Office of the City Clerk).
Fire Chief Michael Calderwood provided an overview of the Fire Department’s budget, staffing, core
services and operations (PowerPoint Presentation on file in the Office of the City Clerk).
Mayor Blackburn declared a recess at 10:59 a.m.
Mayor Blackburn reconvened the meeting at 11:06 a.m. with all Council Members present.
Deputy City Manager, Public Works Paz Gomez provided an overview of the Utilities, Transportation,
Fleet & Facilities, Environmental Sustainability and Construction Management & Inspection
Departments’ budgets, staffing, core services and operations (PowerPoint Presentation on file in the
Office of the City Clerk).
Mayor Blackburn declared a recess at 11:28 a.m.
Mayor Blackburn reconvened the meeting at 11:50 with all Council Members present.

Deputy City Manager, Community Services Gary Barberio provided an overview of the Parks &
Recreation, Housing & Homeless Services, Community Development, and Library & Cultural Arts
Departments' and Real Estate division budgets, staffing, core services and operations (PowerPoint
Presentation on file in the Office of the City Clerk).
Deputy City Manager, Administrative Services Laura Rocha provided an overview of the Finance,
Human Resources, Information Technology and Innovation & Economic Development Departments'
budgets, staffing, core services and operations (PowerPoint Presentation on file in the Office of the
City Clerk).
Assistant City Manager Geoff Patnoe provided an overview of the City Clerk Services, City Manager,
and Communications & Engagement Departments' budgets, staffing, core services and operations
(PowerPoint Presentation on file in the Office of the City Clerk).
City Attorney Cindie McMahon provided an overview of the City Attorney Department's budget,
staffing, core services and operations (PowerPoint Prese ntation on file in the Office of the City Clerk).
City Manager Scott Chadwick expressed his appreciation for City Council's participation in the meeting
and stated that the City Council would be receiving an update on the 5-year Strategic Plan on Tuesday,
Feb. 6, 2024.
