Recommended Action
Adopt a resolution approving a Fiscal Year 2023-24 Capital Improvement Program Project
charter for the construction of four new outdoor pickleball courts at Calavera Hills Community
Park and four new outdoor pickleball courts at Stagecoach Community Park and authorizing the
City Manager or designee to appropriate $300,000 from the Public Facilities Fee Fund to the
Fiscal Year 2023-24 Capital Improvement Program Budget for the scoping, initial design and
final design phases of this project.
Executive Summary
The City Council approved the 2023-2030 Parks & Recreation Department Master Plan Update
at its regular meeting on Sept. 26, 2023. At the conclusion of the presentation of that item, the
City Council acknowledged the public’s expressed interest for more outdoor pickleball courts in
the city’s parks inventory. By a motion, which carried unanimously, the City Council directed
staff to prioritize the construction of new pickleball courts without the conversion or removal of
tennis courts (Exhibit 2, page 5).
Staff explored numerous existing park sites throughout the city in all four park districts. Staff
then narrowed the assessment to 10 options, ranging from four courts to eight courts each, at
five community parks. These larger and widely accessible community parks were considered
viable sites for new outdoor pickleball courts because they contained similar active amenities
and included significant supporting infrastructure, such as restrooms and parking lots.
Staff recommend the City Council approves a Fiscal Year 2023-24 Capital Improvement Program
Project charter for the construction of four new outdoor pickleball courts at Calavera Hills
Community Park (Exhibit 4, page 3) and four new outdoor pickleball courts at Stagecoach
Community Park (Exhibit 4, page 4), and appropriating funds from the Public Facilities Fee Fund
for the first three phases of the project. The charter is the document that provides the
background, need and funding for a new project in the Capital Improvement Program.

As the city has grown and new residential development has taken place, the demand for park
amenities, such as pickleball courts, has increased. The addition of these eight new pickleball
courts would respond to the public’s current demand for this amenity and substantially
broaden the service area coverage for this sport. The Parks & Recreation Commission and the
Senior Commission voted to support staff’s recommendation
The City Council’s approval is required to add a new project to the FY 2023-24 Capital
Improvement Program, and to authorize the appropriation of the associated funds for the
project to the Fiscal Year 2023-24 Capital Improvement Program Budget.
Explanation & Analysis
The 2023-2030 Parks & Recreation Department Master Plan Update identified the need for at
least eight additional outdoor pickleball courts to be built to meet the recommended service
levels for the current demand for this amenity. (Exhibit 3, page 2) Public input received during
the master plan update process also provided support for a high priority ranking for additional
outdoor pickleball courts (Exhibit 3, page 3).
Chapter 9, Strategic Recommendations, of the 2023-2030 Parks & Recreation Department
Master Plan Update includes the following Parks Strategy, for the Short Term [0-3 Years],
specific to pickleball courts (Exhibit 2, page 4):
Seek City Council direction on whether to pursue the construction of outdoor
pickleball courts at an existing park to address the current demand.
On Sept. 26, 2023, the City Council directed staff to prioritize the construction of new pickleball
courts without the conversion or removal of tennis courts. In response to that direction, staff
completed an assessment of multiple park sites and prepared a recommendation for
consideration by the Parks & Recreation Commission and the Senior Commission, and for
approval by the City Council.
Staff first identified multiple existing park sites that could accommodate a footprint for a
minimum of four and a maximum of eight new outdoor pickleball courts without displacing
other significant uses. Staff then narrowed the focus of their assessment to 10 options, at five
community parks: Calavera Hills, Stagecoach, Aviara, Alga Norte and Poinsettia (Exhibit 4,
page 1). The options were assessed using the following criteria (Exhibit 3, page 2):
•Park location and amenity service area
•Scope of construction tasks
•Proximity to residents
•Proximity to habitat
•Impacts on other uses and amenities
•Racquet sport complex opportunities
•Availability of supporting infrastructure
•Rough order of magnitude project costs
Based on the results of those assessments, staff recommend coupling two of the options into a
single fiscal year 2023-24 Capital Improvement Program Project charter and constructing four
new outdoor pickleball courts at Calavera Hills Community Park and four new outdoor
pickleball courts at Stagecoach Community Park (Exhibit 1, Attachment A).

These eight new outdoor pickleball courts, in two additional park districts, along with the
existing six pickleball courts at Poinsettia Community Park, would address the current service
level need and increase the service area by providing more courts citywide (Exhibit 5). Such a
Capital Improvement Program Project would have an anticipated schedule of 24 to 28 months
through the completion of construction.
In the meantime, the six outdoor pickleball courts at Poinsettia Community Park will be
available for open play, and the gymnasiums at the Calavera Hills, Stagecoach and Pine Avenue
Community Centers will be available for indoor programmed play. Additionally, several local
privately-owned outdoor and indoor pickleball courts are currently available to the public for a
recommended donation or fee, including St. Michael’s Pickleball and Pickleball Club of Carlsbad.
The inclusion of outdoor pickleball courts in the Robertson Ranch Park refined conceptual
design could further address the projected service level need for this amenity and increase the
service area. The Robertson Ranch Park Capital Improvement Program Project is presently in
the community engagement phase. Three conceptual design alternatives were released for
public review on Jan. 25, 2024. The three alternatives include six to nine pickleball courts at
Robertson Ranch Park. The park’s refined conceptual design, construction documents,
estimated costs, and anticipated construction schedule have not yet been prepared.
Commissions’ recommendations
Several emails were received (Exhibit 6) in response to a city newsletter that was distributed on
Jan. 19, 2023, as a notification of the upcoming commissions and City Council meetings at
which this item would be discussed. Staff made a presentation on the proposed new courts to
the Parks & Recreation Commission on Jan. 22, 2024. Given the popularity of the sport
expressed by the senior community during the review of the 2023-2030 Parks & Recreation
Department Master Plan update, staff made a similar presentation to the Senior Commission
on Feb. 1, 2024. Both commissions voted to recommend the City Council approve a Capital
Improvement Program Project charter for the construction of four new outdoor pickleball
courts at Calavera Hills Community Park and four new outdoor pickleball courts at Stagecoach
Community Park.
Fiscal Analysis
The proposed Capital Improvement Program Project has an estimated total cost of $2 to $2.4
million. Staff are recommending the appropriation of $300 000 from the Public Facilities Fee
Fund to the Fiscal Year 2023-24 Capital Improvement Program Budget for the scoping,
conceptual design and final design phases of the project. Staff will request a separate
appropriation from the Public Facilities Fee Fund for the construction phase of the project in
the Fiscal Year 2024-25 Capital Improvement Program Budget once final design plans and
specifications and a comprehensive construction estimate are completed. The Public Facilities
Fee Fund has a current available balance of approximately $32.7 million.
Under the terms of City Council Policy No. 17, public facilities fees may be used for the purpose
of acquiring, building, improving, expanding and equipping public property, and for public
improvements and facilities, including but not limited to parks and other similar projects as the
City Council may deem necessary and appropriate. Use of the fees for the pickleball courts will
help meet the current demand for these facilities, as documented in the 2023-2030 Parks &
Recreation Department Master Plan update, which is reasonably related to development and

consistent with the requirements of Government Code Section 66000 et seq. Information about
this project will be included in the city’s next annual financial information report, in accordance
with Government Code Section 66006.
As noted in the Explanation & Analysis section above, on Sept. 26, 2023, the City Council
directed staff to prioritize the construction of new pickleball courts without the conversion or
removal of tennis courts. Although it is not being pursued by staff, a potential Capital
Improvement Program project to convert two tennis courts to eight pickleball courts at
Poinsettia Community Park would have an estimated total cost of $300,000 and an anticipated
schedule of 10 to 12 months through the completion of construction.
Next Steps
Staff will pursue securing a design firm to conduct the scoping, conceptual design and final
design phases of the project. Once a conceptual design is completed, staff will complete an
environmental review of the project and obtain all necessary permits to construct eight
outdoor pickleball courts at the two existing community parks.
Environmental Evaluation
In accordance with Public Resources Code Section 21065, approval of a Capital Improvement
Program Project charter for the construction of eight new outdoor pickleball courts at two
existing community parks, and appropriation of funds for its initial phases, does not require
environmental review because it does not constitute a project within the meaning of the
California Environmental Quality Act in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment. The addition
of the Capital Improvement Program Project charter does not have a legally binding effect on
future discretionary actions to approve the project. Once the Capital Improvement Program
Project charter is approved, the project will be subject to compliance with any existing or
required discretionary permits and environmental review consistent with CEQA requirements.

PROGRAM PROJECT CHARTER FOR THE CONSTRUCTION OF FOUR NEW
OUTDOOR PICKLEBALL COURTS AT CALAVERA HILLS COMMUNITY PARK
AND FOUR NEW OUTDOOR PICKLEBALL COURTS AT STAGECOACH
COMMUNITY PARK AND AUTHORIZING THE CITY MANAGER OR DESIGNEE
TO APPROPRIATE $300,000 FROM THE PUBLIC FACILITIES FEE FUND TO THE
FISCAL YEAR 2023-24 CAPITAL IMPROVEMENT PROGRAM BUDGET FOR THE

WHEREAS, concurrent with staff's recommendation for a Fiscal Year 2023-24 Capital
lmprovement Program Project charter for the construction of four new outdoor pickleball courts at
Calavera Hills Community Park and four new outdoor pickleball courts at Stagecoach Community Park,
staff are recommending the appropriation of $300,000 from the Public Facilities Fee Fund to the Fiscal
Year 2023-24 Capital lmprovement Program Budget for the scoping, conceptual design and final design
phases of the project; and
WHEREAS, use of Public Facilities Fees for pickleball courts will help meet the current demand
for these facilities, as documented in the 2023-2030 Parks & Recreation Department Master Plan
update, which is reasonably related to development and consistent with the requirements of

In response to Council Member Acosta’s inquiry, Parks & Recreation Director Lancaster gave
an overview of the 10 minute walkability to the parks map.

explained that Agua Hedionda Lagoon south shore is included in the Trails Master Plan and
referenced as Hub Park.

In response to Council Member Acosta’s inquiry, Parks & Recreation Director Lancaster
explained that a separate item will be brought back for the City Council’s consideration
regarding pickleball.
In response to Council Member Acosta’s inquiry, Next Practice Partners Founder and CEO
Bhatt explained how the survey was utilized and how many participants came from each zip
code.
In response to Mayor Pro Tem Bhat-Patel’s inquiry, Parks & Recreation Director Lancaster
explained that converting a tennis court to a pickleball court can be done but would be highly
expensive.
Motion by Council Member Acosta, seconded by Mayor Pro Tem Bhat-Patel, to request staff
to return with options for a park in the Southwest Quadrant in the Planning Area F.
Council Member Burkholder explained that the motion seemed to be moving forward while
ignoring a transportation project along with the state and other entities.
Mayor Blackburn explained that he would not be supporting the motion.
Motion by Council Member Acosta, seconded by Mayor Pro Tem Bhat-Patel, to request staff
to return with options for a park in the Southwest Quadrant. Motion failed, 2/3 (Blackburn,
Burkholder, Luna – No).
City Attorney McMahon explained that the item already states that there is a bring-back item
regarding pickleball courts.
Motion by Mayor Blackburn, seconded by Mayor Pro Tem Bhat-Patel, directing staff to
prioritize the construction of new pickleball courts without the conversion or removal of
tennis courts as part of the returning item for City Council’s consideration. Motion carried
unanimously, 5/0.

11. GENERAL FUND SURPLUS POLICY: APPROVAL OF FISCAL YEAR 2022-23 BUDGET

Adoption of Resolution No. 2023-251 approving the fiscal year 2022-23 budget carryforward
requests and appropriation of funds to fiscal year 2023-24 and authorizing capital outlay
purchases; and
2) Adoption of Resolution 2023-252 approving the restriction of General Fund reserves in
fiscal year 2023-24 to fund the initial contribution to a Section 115 Trust; and
3) Adoption of Resolution No. 2023-253 approving the use of the fiscal year 2022-23 General

9.2 STRATEGIC ACTION PLAN
Consistent with the 2015 Parks & Recreation Department Master Plan, this update provides
recommendations for the department to implement over the short-term, 0-3 years, long-term,
4-7 years, and on an ongoing basis.
The strategies are based on several factors, including the Carlsbad Community Vision, the
Carlsbad Strategic Plan (2023-2028), the annual Carlsbad Capital Improvement Program, a wide
array of community and stakeholder input, Parks & Recreation Department staff input
(throughout the process, including a visioning workshop), and the consulting team’s expertise.

9.2.1 COMMUNITY INPUT AND VISIONING OUTCOMES

Hi Parks & Rec department.
I really appreciate all the work the city is doing to add pickleball courts in Carlsbad. I first
moved to Carlsbad in 1989 and my wife and I have frequently used the facilities at variousCarlsbad parks for both Adult sports leagues and for various classes for our kids while they
were growing up.
Like many, Pickleball was a sport that my family started playing during the beginning part ofthe Covid pandemic. It started with a net in our Cul De Sac until we were confident enough to
play at Poinsettia Park. Due to crowds and wait times, my wife and I tried to find ideal timeswhere we didn't have to wait too long. When the wait was going to be over 20 minutes, we
started exploring other locations, including every public court we could find in Oceanside,Vista, Encinitas, and San Marcos. We obviously prefer playing closer to home but the wait
times at Poinsettia can be brutally long and very frustrating if we get paired with a beginner orare playing against someone who is a beginner themselves. While we all started somewhere,
waiting for 20 minutes to play only to have someone who is unable to hit the ball back overthe net is disappointing.
I see that the map suggests 4 - 8 courts at Stagecoach park. I really hope that the city seriously
considers more than 4 courts at Stagecoach park since there is a serious lack of courtavailability for residents in the south part of the city.
I would also hope that the city considers not making all courts "Open Play" like Poinsettia. I
know the "Open Play" is easy since they run themselves but there are very few locationswhere a family or a foursome can go and play in a non competitive environment. It would be
great if a Carlsbad resident could reserve a court for 90 minutes or even 2 hours. To preventabuse, the resident should have to check in at the front desk or some other way to prove it is
them playing at the court rather than sharing their login credentials and allowing a nonCarlsbad resident to reserve the court or even worse, not showing up and preventing others
from using the court. In the future, if enough courts are available in the area, maybe thereservation system wouldn't be needed and it could simply be first come first serve with a 90
minute max or something similar like the tennis courts.

After reviewing the email below an options, so many folks I know locally feel we need manymore pickleball options. Currently if you work a traditional 9-5 job weekdays, Poinsettia is theonly evening option in Carlsbad. From 530 well into the evening the wait between games isroutinely 20-30 mins. Bobby Riggs in Encinitas is hard to get reservations (and costs $) andcottonwood isn't lighted (plus it's messy).
I'm also noticing open tennis courts all the time... Poinsettia and elsewhere.
So many HOAs line tennis courts for 2 pickleball courts ans have quality pickleball nets onwheels.
While the plans are being figured out and before the 2 years and $2+ million is spent, why notspend a few $thousand (at the most) and line the Poinsettia courts for pball and buy some nets?

I started playing pickleball in September 2022 and now play 6-10 hours per week At age 60, I’m probably inthe best aerobic health of my life, and it’s been like a snowball: I’m volunteering more and participating more,getting to know dozens of people in the community I would never have met.
Please create more courts! The plan below sounds great. By the way, the eight friends I forwarded the emailbelow to were VERY enthusiastic, except for the two skeptics who simply doubted we would see new courtsin the proposed two years. Feel free to prove them wrong!

Right on!! However Your plan will take more than 2 years which may be optimistic! I see the City
Council doesn’t want to “taken away from tennis players.“ Gymnasiums share between Basketball,
Volleyball, badminton and now pickleball. How does the tennis elite get away with not sharing?!?!?
Many tennis plays like me have converted solely to pickleball lowering the demand for tennis courts.
While the net tennis growth may still be increasing, it’s noting to the exponential growth of
pickleball!!!
You must have a study that shows when tennis courts have high use and low use. I can tell you right
now at 8:00 AM weekdays tennis use is 10% if at all and us retired pickleball players are out there at
7:00 AM with full courts! Tennis will need to share with pickleball in off hours!!!
Take our High Schools? Sage would be a perfect location to do hybrid courts. I have seen a real
expansion for school age kids wanting to play pickleball. Is it fair there are no on campus courts for
them? Then afterhours could be use by the public?
Suggestion:
1. I know the Council studied ways to share tennis courts for pickleball and tennis.
a. Convert at locations with more than 2 tennis courts, like Carlsbad High, Sage High,
Stagecoach Park, Poinsettia Community Park etc.
b. Set times when Pickleball can be played or when tennis has priority.
I saw this hybrid setup at the Holua Racquet & Paddle located in Kailua-Kona. It converts 2 tennis
courts into 4 pickleball courts using portable nets. However can be converted back to tennis in 10
seconds and the lines are not too disruptive for either game.

As a 40+ year resident of Carlsbad and part of an avid pickleball family, I would like to
encourage Carlsbad Parks and Recreation to recommend the addition of outdoor
pickleball courts at all the locations being considered. At a very minimum, I hope
Carlsbad Parks and Recreation will recommend and pursue at least 4 new outdoor
pickleball courts at Calvera Hills and Stagecoach Community Parks.
I have been watching the sport of pickleball grow all over the United States for thepast several years. One of Pickleball's great appeals is the social aspect. Unlike
tennis, the sport is quick and easy to learn and folks at all levels enjoy watching,
playing, discussing and having fun with it. I know lots of avid tennis players that have
switched to pickleball and love it. I see tennis courts all over Carlsbad sitting emptyand people waiting 45 minutes to get a 15-minute game of pickleball.
Please bring more courts to Carlsbad!!!

Hi, I think it's important for Carlsbad leadership to understand the difference between Pickleball andother park amenities such as tennis. There's no doubt that the city needs more pickleball courts butit's critical to prioritize adding courts to Poinsettia Park rather than constructing new courts at otherparks. The reason is that Pickleball thrives from "open play". This is the main reason the sport isgrowing faster than any other in the history of sports. It truly is an awesome and unique feature tocome to a public park, put your paddle in line and play your game with complete strangers.Strangers quickly become frequent visitors, make friends and get hooked on Pickleball. PoinsettiaPark already attracts players of all levels but there are simply not enough courts for players to playwith others of similar level. An additional 4 courts would solve all the problems and create apremier pickleball venue for Carlsbad. With 10 courts total we could dedicate 6 courts to "socialplay" and 4 courts for "competitive play". On the social side we could dedicate one of the 6 courts tobeginners or families that are new to the game and don't need to struggle against experienced socialplayers who currently dominate the social court play at Poinsettia Park. On the "competitive" side ofthe venue with 4 courts we could dedicate one court to be the top court or true "king of the hill"court and the other 3 can be lower level competitive challenge courts. We are blessed with manygreat players in this area and unfortunately many are choosing to setup private games elsewherebecause the level of play on the current 2 "challenge courts" at Poinsettia Park is just too wide.Additional "challenge courts" or "competitive courts" will attract more quality players at higherlevels because it will be much easier to divide players by level of play. If Carlsbad decides to only build new courts at other parks it will divide the pool of players into"private" or "semi-private" groups who arrange to meet at different parks similar to how tennisplayers arrange games today. This of course is counter to the (in my opinion) the best aspect ofpickleball which is the social aspect. I, like many others, have met many, many people of all agesand abilities playing Pickleball at Poinsettia Park. Creating a venue that attracts even more peoplewho love to play is great for the community. Diving this pool of players by spreading the courtsaround town works against the social aspect of the game. My wife and I have travelled around the country playing pickleball and I can tell you that in mostplaces where people have quite a few parks to choose from the experience is very different than atPoinsettia Park. People at these other parks arrive with their own groups and have absolutely nointerest in playing with others, meeting others, competing with others. Regardless of what the rulesstate at the various venues people don't follow them because everyone is doing the same thing. Onlynew players or tourists to those parks even notice that there is a problem. In conclusion, we are definitely very lucky to have Poinsettia Park and all the people that participateon a regular basis. This is an opportunity to make Poinsettia Park even better and create one of thebest pickleball venues anywhere in the country.

Background
A 2023 study by the Sports & Fitness Industry Association showed that pickleball was the
fastest growing sport in the country for the fifth year in a row, with nearly one in five
Americans playing at least once in the past 12 months. Carlsbad built its first six courts in
2019 after pickleball emerged as a top priority during the creation of the city’s previousParks & Recreation Department master plan.

Most recently, community members requested more pickleball courts as part of the public
input process for an updated Parks & Recreation Department Master Plan. When
approving the plan last September, the City Council asked staff to prioritize moving forwardwith finding locations for the construction of new pickleball courts. The possibility ofconverting or sharing tennis courts was discussed at the September meeting, but the CityCouncil decided to focus on new courts dedicated to pickleball so nothing would be taken
away from tennis players. The same Sports & Fitness Industry Association study found
that participation in all racquet sports had increased over the previous year for the first time
since 2015.
Recommended locationsStaff are recommending four new courts atCalavera Hills Community Park and four
new courts at Stagecoach Community
Park. Added to the six existing courts at
Poinsettia Community Park, this proposal
would make 14 courts total, spread among
north, central and south Carlsbad. The City
of Oceanside has 11 outdoor courts
dedicated to pickleball, Vista has eight, and
San Marcos has two. Pickleball is also

the best fit with the selection criteria, which included:
Geographic diversity (spreading courts out in different locations of the city)
Distance from nearby residents and habitat areas (pickleball can be noisy)
Locations that would not significantly affect existing park uses or programs
Locations adjacent to existing tennis courts to create a racquet sports complex (like

Availability of parking, restrooms and other infrastructure

Andre Agassi has it right in this interview from today’s WSJ (see attached): “I think pickleball and
tennis can play very happily in the same sandbox”!
I’m still shocked at the definitive City Council decision to do nothing in the 0 - 3 year timeframe (a
big “maybe” to deliver new courts in 2-1/2 years). It was made all to clear by the comments from
commissioners. This has to be reconsidered, gyms are multi-purpose with many sports and events,
sports fields too. Why not tennis courts?? There are many examples where tennis and pickleball
share. AND it is very low cost for various was to add stripes and use portable nets when tennis
courts are not in demand.
I think the council should share the studies they did before making this short sighted decision.
Currently Carlsbad residents are forced to drive to Encinitas, Oceanside & Vista to find courts OR
deal with long wait times at Poinsettia to just play one game and then wait again…rinse/repeat.

Right on!! However Your plan will take more than 2 years which may be optimistic! I see the City
Council doesn’t want to “taken away from tennis players.“ Gymnasiums share between Basketball,
Volleyball, badminton and now pickleball. How does the tennis elite get away with not sharing?!?!?
Many tennis plays like me have converted solely to pickleball lowering the demand for tennis courts.
While the net tennis growth may still be increasing, it’s noting to the exponential growth of
pickleball!!!
You must have a study that shows when tennis courts have high use and low use. I can tell you right

now at 8:00 AM weekdays tennis use is 10% if at all and us retired pickleball players are out there at
7:00 AM with full courts! Tennis will need to share with pickleball in off hours!!!
Take our High Schools? Sage would be a perfect location to do hybrid courts. I have seen a real
expansion for school age kids wanting to play pickleball. Is it fair there are no on campus courts for
them? Then afterhours could be use by the public?
Suggestion:
1. I know the Council studied ways to share tennis courts for pickleball and tennis.
a. Convert at locations with more than 2 tennis courts, like Carlsbad High, Sage High,
Stagecoach Park, Poinsettia Community Park etc.
b. Set times when Pickleball can be played or when tennis has priority.
I saw this hybrid setup at the Holua Racquet & Paddle located in Kailua-Kona. It converts 2 tennis
courts into 4 pickleball courts using portable nets. However can be converted back to tennis in 10
seconds and the lines are not too disruptive for either game.
The pickleball community can’t wait over 2 years, tennis player need to share NOW! AND at minimal
time and cost!!!

Please share this resident input for the upcoming meeting to discuss adding Pickleball courts in Carlsbad.
We live very close to the pickleball courts at Ponsettia park and have never once been able to use them. On any given
evening there are 30-50 people waiting. So to play pickleball, we have to drive to other cities and pay private fees, even
though we have courts within walking distance that our tax dollars support.
The very frustrating part of this is that in the north county community people are coming from all over to use these
courts because they are free.
In addition to the city adding more Pickleball courts, they should also consider a way to make them exclusive or
prioritized for Carlsbad residents. Or come up with some kind of online reservation system like other Pickleball courts
utilize.

I would like to provide my input regarding the additional pickleball courts proposed at our parks. I would not like to see
courts added to Alga Norte Park fora number of reasons:
1. per the city's consideration ... "distance from nearby residents and habitat areas(pickleball can be noisy)Alga Norte
already has a dog park, skate park, aquatic center, and ball fields which cause increased noise 2. When there are aquatic
events or numerous baseball and soccer events, the parking is totally full leaving other activity parking difficult.
3. Alicante road has increase traffic with many people going over the 30 mile per hour limit and going through the Stop
signs at the park without parking.

I am a Carlsbad resident and l'm very excited to see news of new Pickleball courts being built in our city! My
understanding is there will be four put in at Calavera Hills and an additional four at Stagecoach Park. That is wonderful
and will help some of the congestion that we experience at Poinsettia Park courts.
I would love more courts to be built at Alga Norte Park and/or Aviara park, as well.
The last time I played at Poinsettia, the wait time was lengthy in between games, due to so many people there waiting
to play. I spoke with a few different people there who were from Oceanside and La Jolla. They commented that Carlsbad
really has it dia led in on courts, so they come here to play. I agree that Carlsbad is a fabulous place ! It would be
wonderful, however to have additional courts to decrease the wait time and increase the playtime !

First let me thank you for the time and consideration you put into the community park usage options in Carlsbad. lt's
appreciated and hopefully others in the community thank you as well. I persona Ily enjoy many of the parks current
aspects, but do have a request.
While I appreciate the popularity of pickleball right now and think there should definitely be courts made available, l'm
incredibly disappointed there's repeatedly no consideration of flat paved trails or non-skateboard skating areas in the
City of Carlsbad. lf you could take just one of the pickleball courts and just make a flat cement rectangle instead, those of
us who roller skate and roller blade for exercise would have a place to go in Carlsbad, and not get run over by the
skateboard kid dos in the current skateparks in town. I know the surrounding towns of Oceanside and Escondido have
skate rinks that are overbooked and l'm quite surprised that Carlsbad doesn't have this kind of space available for
residents of Carlsbad . lf a cement rectangle isn't acceptable, then why not pave a flat path in one of the parks so roller
skaters/bladers can skate?
Look -l'm an old lady skater who started skating back in the 70s and I just want to have someplace quiet and local to go
roll around, instead of driving to Murrieta or Claremont Mesa to a rink, or having to find a flat path in O'side or Mission
Bay to roll circles on - I definitely do not want to go to a skatepark! I went to the Robertson Ranch first meeting.and I
think people downvoted skating on the survey because they want no more skateparks. Skating is different than
skateparks and Carlsbad doesn't currently have a dedicated skate place -and it should.

Hella Carlsbad City Council -please add this letter to the 2/1 3/24 City Council
meeting regarding agenda item #1 0 (Options for construction of pickleball
courts at existing parks).
I appreciate that the City is making sure to include additional outdoor pickleball
courts at facilities around Carlsbad. Adding courts to Calavera Hills and
Stagecoach Community Park is a step in the right direction. However, l'd like to
point out additional places that could be utilized to spread out the availability
of facilities throughout the city that would/could relieve a lot of the congestion
of the current courts at Poinsettia Park and the community center indoor
facilities.
l'd like to suggest a more fiscally responsible way that Carlsbad could create
even more courts than the 14 you are about to adopt (Carlsbad has the
potential to add 78 courts with just paint!). Paint Pickleball lines on existing
tennis & basketball courts for shared use. Carlsbad has many dedicated tennis
courts that are unused a greater portion of time than basketball courts or
existing pickleball courts . These courts are:
Calavera Hills (2 tennis courts & 1 basketball court)
La Costa Canyon Park (2 tennis courts & 1 basketball court)
Stagecoach Park (4 tennis courts)
Alga Norte Park (1 basketball court)
Poinsettia Park (10 tennis courts, 2 basketball courts, and 6 pickleball courts)
Aviara Community Park (empty grassy "gathering area" on the NW Corner of the
park even though there is a grassy area by the playground)
lf the City of Carls bad just painted shared lines on the existinq tennis &
basketball courts (and provided portable nets -or encouraged residents to
bring their own portable net) that are already cemented around the city they
could add up to 4 pickleball courts per tennis court and 2 per basketball court:
Calavera Hills = 10 pickleball courts (on the 2 tennis courts & 1 basketball
court)
La Costa Canyon Park = 1 0 pickleball courts (on the 2 tennis courts & 1
basketball court)
Stagecoach Park= 1 6 pickleball courts (on the 4 tennis courts)
Alga Norte = 2 pickleball court (on the 1 basketball court)
Poinsettia Park = 40 pickleball courts (on the 1 0 tennis courts)
Aviara Community Park would need to have courts built on the grassy gathering
area.
Seventy-eight (78) additional courts would relieve Poinsettia Park of the
overwhelming burden to provide open play courts to the entire community. Not
everyone wants to play an open format, we like to gather our own friends and
show up for an hour or two someplace and play our own rotation of games.
Having to rubber band your 4 paddles together and wait fora court, to then
play one game, then go sit out for another 30 minutes waiting for your turn on
the next available court -nota good use of resident's time at recreation
facilities. These 78 courts would also be spread out around the city and
residents could use facilities that are much doser to their own homes, reducing
the congestion at Poinsettia Park for parking during all the other sporting
events that take place at that facility (ie: football, soccer, baseball).
As an example of what Carlsbad could do, just look to Encinitas at Cottonwood
Creek Park and the wonderful way they are using the 2 tennis courts to also
make 8 pickleball courts available -just WOW! The posted rules allow for
tennis & PB to play cohesively and without argument. Court l tennis has
priority and Court 2 Pickleball has priority -meaning if you are the 5th group of
people playing pickleball and someone shows up to play tennis you must vacate
the court for them if you are on court side #1. lf 2 sets of tennis groups are on
the 2 tennis courts and pickleball players show up to play, then the tennis
players on court #2 must vacate the courts for pickleball players.
The City of Encinitas also has a rectangular painted ½ basketball court at
Olympus Park that has pickleball painted on it fora shared court (they provide a
lock box with a code you get from the city to use the provided portable net).
Shared sport court lines allow for multi-use facilities at a reduced cost to the
city and an enhanced recreational use for residents.

1 learned when I attended the Parks and Recreation meeting a few weeks ago that you had instructed them to focus only
on building new Pickleball courts in the projected new parks. As I spoke with several people involved with plans for the
new parks at the event at Faraday Center for public feedback on the projected pa rks this last Saturday,I was told you
specifically stated you did not want any existing courts modified for Pickleball.
I find your decision distressing for several reasons ....
1) ltwould be a lot kinder to the environment to use already paved land, than covering new unpaved ground for
additional courts.
2j Seldom are more than one or two of the 9 quarts at the high school in use du ring the week. lf you designated a couple
quarts closest to the school, (to avoid noise, inconveniencing residence on Valley Street), to multi use, there would be
very little cost involved and that would provide many residents living nearby, a place to play.
3) The sport is becoming wildly, popular and courts plan ned for the new parks won't be available for 4 to 5 years.
Carlsbad residents will need to drive further and wait longer to play while already paved tennis courts remained under
utilized ..
On behalf of a cad re of Carlsbad citizens who en joy the sport, I urge you to reconsider your decision to not designate a
few of the underused, tennis courts to mixed use.

More Multi-purpose or permanent pickleball courts
Carlsbad residents who enjoy the nation's fastest growing sport can weigh in on locations for new outdoor
pickleball courts at the City Council meeting on Tuesday. The City Council gave staff direction to identify
options for adding stand-alone outdoor pickleball courts (versus converting or sharing tennis courts) when it
approved the Parks & Recreation Department Master Plan Update last September.
People are still scratching their heads as to why multi-purpose courts or converting tennis courts into
permanent pickleball courts were not discussed in more detail and approved at the prior city council meeting?
How does this create a turf war? Parks and Recreation's own survey showed Poinsettia Park tennis courts are
underutilized. People were very disappointed and confused by the mayor's unilateral decision.
It has become very obvious that none of the Carlsbad city leaders play pickleball and they have not taken the
time to visit the courts and see firsthand how popular and crowded these courts are for 14 hours a day, 7 days
a week. Saturday afternoon, there were 20 people waiting to play pickleball on the challenge courts and 32
people waiting to play on the social courts. Not to mention, there were 24 people actually playing pickleball.
There were 7 EMPTY tennis courts and only 6 people playing tennis during this same time period. By the way,
more and mo re tennis players are converting to pickleball.
According to the Parks & Recreation Master Plan, the number of tennis courts and pickleball courts needed to
support the needs of the constituents are as follows. Recommended Service Levels for tennis courts for 2022:
1.00 court per 4,000 people = 29 tennis courts, there are currently 32 tennis courts. Recommended Service
Levels for pickleball courts for 2022: 1.00 courts per 8,000 people = 15 pickleball courts; we have 6 pickleball
courts. 2027 there should be 23 pickleball courts based on 1.00 courts per 8,000 people. Being that Parks and
Recreation has agreed with the data that Pickleball is the fastest growing sport and continues to grow at a very
fast rate, the number of courts per population should change to at least 1.00 court per 3,635 the same as
tennis (2027 population 116,972/3,635 = 32 pickleball courts needed now.
The Pickleball community has been asking for 3 years for more pickleball courts. We are going to have to wait
another 2+ years for 8 brand new pickleball courts , which will not meet the current needs or future needs. Why
do we have to wait 5 years or more to get more pickleball courts? Why does Parks and Recreation and the City
of Carlsbad move so slowly?
Parks and Recreation has done some of their homework and I quote; "The City of Oceanside has 11 outdoor
courts dedicated to pickleball, Vista has eight, and San Marcos has two. Pickleball is also available at private
facilities, such as racquet sports clubs and churches." How many pickleball courts does the city of Encinitas
have? How niany multi-purpose courts does the city of Vista, San Marcos, Oceanside and Encinitas have? All
of these cities have multi-purpose courts to allow tennis and pickleball to be played. Carlsbad has no multi-
purpose courts.
Why do all of these cities have multi-purpose courts and Carlsbad has ZERO? People have given up going to
the City Council meetings to discuss pickleball because the city leaders are not listening to their constituents.
The city leaders are doing what they want to do, it is so disappointing and sad.
A tennis court can be converted into a multipurpose pickleball/tennis court in less than 2 weeks with new
cutting-edge sound absorbing material that will create noise at a level very similar to the sound of tennis. The
existing sound barrier on the fence only reduces the noise by 10 decibels. The new sound barrier will reduce
the noise by 33 decibels, check out www.soundseal.com. With everything included, the cost to create 8 multi-

purpose courts is around $70,000. A permanent conversion of 2 tennis courts into 8 pickleball courts with
cutting-edge sound absorbing material attached to the existing fence perimeter would cost around $120,000
and take about 6 weeks. We are not talking about having to wait 2+ years for 8 pickleball courts and we are not
talking about spending millions of dollars to build 8 new pickleball courts. Having a total of 14 pickleball courts
in 2026 or 2027 will not meet the demand or recommended service levels, which will be at least 23 permanent
pickleball courts.
The pickleball community is 100% behind playing on multi-purpose courts as proven by all the ether cities
creating multi-purpose courts.
Being that there are 3 extra tennis courts over the recommended service levels, why not convert 2 of the
Southeast facing tennis courts at Poinsettia into pickleball courts now and build two more new tennis courts at
Poinsettia or another location in the future?
The pickleball community is willing to cover the $120,000 cost to convert 2 of the tennis courts now. No out of
packet expense for the City of Carlsbad.
