BACKGROUND
Location and Description of Property
The subject property is a two-acre parcel located on the south side of
Camino Vida Roble just west of Yarrow Drive, in the Palomar Airport Business
Park. The property contains an existing telephone company structure and
adjacent parking area, encompassed by chain link fence. The rear or southern
half of the site is vacant, and will not be altered by the proposed expansion.

A Declaration of Negative (Non-Significant) Environmental Impact has been
issued on this project for the foll~wing reasons:
1. The project will involve no grading or alteration of the
existing land fom.
2. The expansion is needed to meet future telephone switching capacity
needs for the area. •
3. The project wi 11 occur on the already developed portion of the site,
and will not affect the presently unimproved area.
History and Related Cases
The existing electronic switching station facility was constructed in 197S.
A Conditional Use rennit for the facility should have been required at that
time, but wa~ not, due to an apparent staff oversight or misinte11,rctution of

Discussion
Section 21.42.010(2)(J) allows for certain public utility uses in all zones
subject to the issuance of a conditional use pennit. The primary reason for
a conditional use pennit is to allow.the City to impose conditions on certain
uses that have the potential to be offensive so that they can be canpatible
with their surrounding. This application before you today is for a telephone
switching station in the P.M. Zone. This use would be allowed in any zone subject
to a conditional use pennit. If this use were proposed for an R-1 Zone,
canpatibility ~d be more of an issue. Granting this conditional use pennit
will allow the existing facility at Palanar Airport Business Park to expand.
'lhe existing facility has not been a problem, the use seems to be canpatible
with the business and industrial uses around it.
Staff Reccmnendation ,.,.
That this conditional use pennit be approved based on the following findings
and subject to the follow:iog conditions: •
Findings
a) 'lhe subject use is desirable for the develo:rmmt of the carmmity, is
essentially in hanmny with the various elements and objectives of the
general plan, and is not detrimental to existing uses or to uses specifically
pennitted in the zone on 'tllhich the proposed use is to be located becausa
the expansion is needed to provide additional switching capcity to meet
future telephone service requirements if Carlsbad is to be developed pursuant
to the general plan.
b) There is adequate space available at the building site for such expansion.
c) That all of the yards, setbacks, walls, fences, landscaping, and other
features necessary to adjust the requested use to existing or pennitted
future uses in the neighborhood will be provided and maintained becuase
it is a condition of approval of this conditional use penni.t.
d) That the street system serving the proposed use is adequate to properly
handle all traffic generated by the proposed use.
Conditions
a) This approved is granted for the property identified in the
application and for the project as shown on Exhibit "A" dated
8/9/78. ,·
b) That the proposed expansion comply with all codes and regulations
of the City of Carlsbad.
c) Outside storage is permitted in accordance with the conditions of
the P-M Zone.
d) That suitable landscaping irrigation be provided in conformance
with a plan approved by the Planning Department. Said plant~
incorporate water conservation measures and to be approved prior
to the issuance of building permits.
