SUBJECT: CUP-178, BANK OF AMERICA NT&SA -Conditional Use
Permit for a banking facility.
I. Project Description and Background
The applicant is proposing a 3456 square foot bank on
the southwest corner of Camino Vida Roble and El Camino
Real. The bank will be a one-story modular building,
served by 25 on-site parking spaces.
The subject 2.84 acre site has been previously graded,
and is therefore relatively flat and devoid of any
significant vegetation. The easternmost portion of the
property consists of a 50 foot l½:l slope which rises
from the site to El Camino Real.
The property is zoned planned industrial (P-M), requiring
a Conditional Use Permit for" ... uses, limited to the
sales of goods and services required for the convenience
of occupants of the P-M zone." Thus, a Conditional Use
Permit is necessary for a bank in this zone.
II. Analysis
Planning Issues
1. Is the proposed bank limited to a service required
for the convenience of occupants of the P-M zone?
2. Has the project been well designed?
O-iscussion
The city's zoning code is fairly restrictive with
regard to both permitted and conditional uses in the
P-M zone. As previously discussed, retail and service
businesses are permitted by Conditional Use Permit,
only if limited to goods and services required for
occupants of the zone. The proposed bank complies
with this requirment since it provides a two-fold
service for the occupants of the Palomar Industrial
Park. Specifically, the bank would provide convenient
personal banking services for employees-of the 355 acre
park, in addition to serving the financial needs of
many businesses also in the park.
The applicant has indicated that the proposed bank is a
temporary facility, and that a future permanent
quarters is proposed on the northern portion of the
subject property (see Exhibit "A" dated April 29,
1980). However, this Conditional Use Permit addresses
only the proposed "temporary" bank since this building
will be utilized for a minimum of three to five years
(as constructed, it could be permanent), and since the
"permanent" facility poses several concerns regarding
size and setbacks. Therefore, a new application would
be required for the "permanent" bank. However, in
general, the location of the permanent bank appears
to be acceptable.
Since the subject property is located at the corner of
a major entrance to the industrial park, the design of
the project is an important consideration. As proposed,
the project is well designed considering both the
buildings and site layout. Sufficient on-site landscaping
will be provided, as will an ample buffer along El
Camino Real. The parking design provides safe and
efficient circulation, and the applicant is proposing
25 parking spaces, which exceeds the nine spaces required
by code.
As conditioned, the project will provide a necessary
service in this area, in addition to maintaining the
high quality of design which has been established in
the Palomar Airport Business Park.
I. Recommendation
Staff recommends that the Planning Commission adopt
Resolution No. 1634, APPROVING CUP-178, based on the
findings and subject to the conditions contained therein.
