of a Site Development Plan and Conditional Use
Permit to develop a commercial office building
and drive-thru bank on property generally located
on the southeast corner of El Camino Real and La
Costa Avenue in the C-1-Q Zone.
I. PROJECT DESCRIPTION
The applicant is proposing to develop a 20,325 sq.
ft. commercial office building on a 1.34 acre parcel,
located, as described above. The ground floor, 7,575
sq. ft. would be a drive-thru Security Pacific Bank
and the second level, 12,750 sq. ft., would be leas-
able office space.
Access to the office building would be from La Costa
Avenue by means of a driveway shared with the previously
approved Burnett Plaza De La Costa Real project.
II. ANALYSIS
Planning Issues
1) Is the general layout of the building, parking
areas and on-site circulation acceptable?
2) Can the mandatory finding for approval of a
conditional use permit be made? Specifically:
a) That the requested use is essentially in
harmony with the various elements and objec-
tives of the general plan, and is not detri-
mental to existing uses or to uses specifi-
cally permitted in the zone in which the
proposed use is to be located;
b) That the site for the intended use is ade-
quate in size and shape to accommodate the
use;
c) That all of the yards, setbacks, walls,
fences, landscaping, and other features
necessary to adjust the requested use to
existing or permitted future uses in the
neighborhood will be provided and maintained;
d) That the street system serving the proposed
use is adequate to properly handle all traffic
generated by the proposed use.
Discussion
The proposed bank/office building site is the corner
parcel contiguous to the approved, yet not constructed,
Plaza De La Costa Real shopping center. As a condition
of approval of that project, the Planning Commission
directed that access to the subject parcel be provided
from the shopping center.
The general lay-out of the proposed office building has
been designed utilizing the common driveway off La Costa
Avenue. The on-site circulation and parking relate well
to the building. Parking requirements would be exceeded
and the drive-thru area would provide adequate, safe
stacking of vehicles.
The proposed bank would provide a desirable service to
the community. The location, in a neighborhood commercial
center, would seem to be appropriate and convenient. The
office/bank use would be compatible with other uses in
the center. The shopping center itself, is separated,
topographically, from surrounding residential uses, and
should, therefore, not have any adverse affects on these
properties.
The lot is adequate in size and shape to accomodate the
proposed use. Approximately 13% of the parcel will actu-
ally be utilized for the building site. Landscaping will
comprise an additional 30%. Twenty-five ft. setbacks
off La Costa Avenue and 20 ft. setbacks from El Camino Real
and landscaping will help preserve the scenic qualities
of these streets while retaining a neighborhood atom-
sphere.
Both La Costa Avenue, a secondary arterial and El Camino
Real, a prime arterial, are designed to carry a high
volume of traffic. This street system would be able
to accomodate any increase in traffic generated by the
proposed use.
In 1977, the entire shopping center property underwent a
general plan amendment to change the designated land use
to neighborhood commercial. At that time, potential
traffic impacts were analyzed and suggested mitigation
measures incorporated within the Burnett Site Develop-
ment Plan for Plaza De La Costa Real~
Staff does not anticipate any detrimental effects from
approval of this site development plan and conditional
use permit.
III. RECOMMENDATION
It is recommended that the Planning Commission adopt
Resolution Nos. 1727 and 1728, approving SOP 80-10/CUP-180,
based on the findings and subject to the conditions con-
tained therein.
