SUBJECT: CUP-183 -ST. MICHAEL'S EPISCOPAL CHURCH -Request
for a Conditional Use Permit for expansion of a
church located on the northwest corner of Carls-
bad Boulevard and Cedar Avenue.
I . PROJECT DESCRIPTION AND BACKGROUND
The proposed project involves the addition of approxi-
mately 2600 square feet to the existing parish hall at
St. Michael's Church on the northwest corner of Carls-
bad Boulevard and Cedar Avenue. The site consists of
a level 1.37 acre parcel that has a church, parish
hall, chapel and classrooms located on it. All por-
tions of the property not occupied by buildings or
parking are heavily landscaped. The construction of
the proposed additions to the parish hall will reduce
the size of the landscaped courtyard between the church
and the parish hall, however, approximately 7500 square
feet of landscaped area will still remain after the
construction takes place.
Previous Conditional Use Permit (CUP No. 39) was approv-
ed for the subject property on April 23, 1968 by the
Planning Commission. This Conditional Use Permit allow-
ed the expansion and use of the existing church faci-
lities, a reduction in the number of required parking
spaces from 78 to 54 and construction of a 4480 square
foot parish hall and administration building.
II. ANALYSIS
Planning Issues
1) Is the site adequate in size and shape to accomo-
date the intended expansion of use?
2) Will the requested expansion require a greater
number of parking spaces then already provided?
3) Will the expansion be compatible with surrounding
properties and land uses?

Discussion
As presently built, the church facility is different than
the site plan that was approved by CUP-39 in 1968. A 4600
square foot parish hall and an addition to the existing church
originally approved by CUP-39 was not built. CUP-39 also
allowed one church to reduce the number of required parking
spaces from 78 to 54. In 1974, the church obtained a .74
acre parcel immediately to the north of the classroom building
and constructed a parking area with 39 parking spaces. When
added to the 29 parking spaces provided adjacent to the parish
hall this would provide the church with a total of 68 parking
spaces.
When the new construction which is being requested under
Conditional Use Permit 183 is completed the size of the parish
hall will be slightly less than the size of the parish hall
approved by CUP-39. Also, the new construction will not reduce
the number of on-site parking spaces available to the members
of the congregation. In fact there will be 14 more parking
spaces than were approved by CUP-39 in 1968.
The proposed expansion of the parish hall should not increase
the demand for parking spaces. When calculating the number of
parking spaces required for the church in 1968, staff felt that
the greatest demand for parking would occur on Sundays when
religious services were being held at the church building. As
provideded at the present time the subject site has more than
adequate parking for the church. The parish hall would not be
utilized at the same time that the church was being used.
According to a church representative the parish hall would be
used for weeknight meetings and social events following the
Sunday morning church services.
It appears that the church is compatible with surrounding
properties and the requested expansion should in no way
adversely impact the area. Staff is recommending as a
condition of approval that certain street improvements be
required in conjunction with the requested expansion.
III. RECOMMENDATION
It is recommended that the Planning Commission adopt Resolution
No. 1707 APPROVING CUP-183, based on the findings and subject
to the conditions contained therein.
