SUBJECT: CUP-184 -Request for a Conditional Use Permit
to construct and operate a 160' high communica-
tions antenna on the northeast side of Squires Dam
Reservoir.
I. PROJECT DESCRIPTION
The proposed project involves the construction of a
160' high cable television relay tower, two 16' dia-
meter satellite antennas at ground level, and a 320 sq.
ft. masonry block equipment building, all located in a
circular area, 280' in diameter, as shown on Exhibit A.
The site is located at the end of Sunny Creek Road
about l½ miles east of El Camino Real, between Palomar
Airport Road and Tamarack Avenue on Carlsbad Municipal
Water District Squires Dam Property. This property is
vacant except for an existing 300' high radio tower and
an adjacent 500 sq. ft. block house owned by station
KKOS on the northwestern side of the reservoir. This
existing tower was approved by the Planning Commission
per CUP-144, dated November 9, 1977. Additionally, the
site for the proposed tower is generally level and will
require only about 50 cubic yards of grading.
II. ANALYSIS

existing and future surrounding land uses with
respect to visual impacts, broadcast frequency
interference, and the objectives of the general
plan?
2) Does the project meet the required findings for a

Discussion
The proposed site for CUP-184 is one of the highest and
most isolated areas in Carlsbad, and as such it is
ideal for communication reception and transmission. A
portion of this property is being utilized for this
purpose presently by radio station KKOS with no apparent

negative effects. The surrounding land is largely
agricultural to the west and vacant land with· natural
vegetation in all other directions. The general plan
has designated the area surrounding and including the
site as open space and nearby Low Density Residential.
Staff feels that since this project would be a desir-
able public service that the tower would be more com-
patible with the existing and future land uses at this
site than at other less desirable sites. Also, the
extreme topography surrounding the project prevents the
tower from creating any serious visual impacts on
future residential areas.
A staff concern was possible broadcast frequency inter-
ference with an adjacent sensitive receiving antenna
and laboratory operated by the U.C.S.D. Department of
Electrical Engineering. This department has indicated,
however, that the erection of this tower would not
interfere with their reception.
Staff has found that the requested use is desirable for
the development of the community, is essentially in
harmony with the various elements and objectives of the
general plan, and is not detrimental to the existing
uses or to uses permitted in the zone. Further, the
proposed site is adequate in size and shape to acco-
modate the use, and that since the project is unmanned,
no traffic impact upon the area will result.
III. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project
will not have a significant impact on the environment
and therefore has issued a Negative Declaration on
November 14, 1980.
IV. RECOMMENDATION
It is recommended that·the Planning Commission· Al?l?ROVE
the Negative Declaration issued by the Planning Director
and adopt Resolution No. 1731,· APPROVING CUP-184, based
on the findings and subject to the conditions contained
therein.
