REQUESTED ACTION: Remove the existing signs located on Marina Drive that prohibit
on-street parking during street sweeping hours.
BACKGROUND:
In 1991, staff received a letter (attached) from Lindsay Management Services on behalf
of the Bristol Cove Property Owners' Association asking to have signs installed to
prohibit on-street parking during street sweeping hours. Signs were eventually installed to
prohibit parking during street sweeping hours on Marina Drive. Mr. Biernacki has
submitted a letter and petition asking that the signs be removed. This request was
initiated after vehicles that were not removed from Marina Drive during street sweeping
hours received citations for the parking violation.
DATA:
Marina Drive is a short cul-de-sac street that intersects Park Drive. As shown on
Exhibit 1, Marina Drive is situated between Bayshore Drive and Cove Drive.
Marina Drive is about 300 feet in length with six driveways that limit the availability of
on-street, parallel parking spaces. Driveway and street sweeping sign locations on
Marina Drive are depicted on Exhibit 2.
Vehicles must be removed from Marina Drive to facilitate efficient street sweeping
during the hours of 8:00 a.m. to 12:00 noon on the second and fourth Tuesday of each
month. Drivers that remove vehicles from Marina Drive for street sweeping purposes are
allowed to park their vehicle on Park Drive southerly of Neblina Drive and northerly of
Cove Drive during the street sweeping time. Street sweeping signs that have been posted
on Park Drive between Neblina Drive and Cove Drive are shown on Exhibit 3.
These signs were installed on Park Drive due to the high number of parked vehicles that
inhibit efficient street sweeping.
The original request to install signs to prohibit parking on Marina Drive during street
sweeping hours was initiated in 1991 by the Bristol Cove Property Owners Association
through their property management company. Staff is not aware if Mr. Biernacki has
formally contacted the Bristol Cove Property Owners Association regarding his request.
Signs to indicate no parking during street sweeping hours have been posted in several
locations in Carlsbad, primarily in the northwest quadrant of the city. These locations
have large volumes of parked vehicles on the street that virtually prohibit the sweeper
from being able to properly sweep the street. The parking prohibition signs were installed
in response to citizen complaints about the lack of street sweeping.

Requests for signs to be installed to prohibit on-street parking during street sweeping
hours is primarily complaint driven. Each request that is received to install parking
prohibition signs is carefully studied. Depending upon location, there may be some type
of community outreach before the signs are installed.
The requirement to remove vehicles from a street that is scheduled to be swept represents
an inconvenience and impact to those residents living on the affected street. Vehicles that
are not removed are cited and the resulting fine is $50. However, trash and debris
accumulating in the street gutter if the street is not swept becomes a nuisance, as well as a
potential health and safety issue, and violation of the NPDES permit when debris washes
into the storm drain system.
Several options are available for consideration with respect to the Marina Drive parking
prohibition during street sweeping, as follows.
1. Do not remove the signs. Residents will be required to continue to relocate their
vehicles from Marina Drive on the second and fourth Tuesday of each month to
facilitate street sweeping on Marina Drive.
2. Remove the parking prohibition signs. It is anticipated that due to the high
demand for on-street parking in the Bristol Cove area, Marina Drive will not be
able to be swept if signs are removed. Complaints about the lack of street
sweeping on Marina Drive may result. With signs having been previously
installed on Park Drive to prohibit on-street parking during street sweeping hours,
there will be additional demand on Marina Drive dming those hours for any
available on-street parking spaces.
3. Adjust street sweeping days on Park Drive to a schedule that alternates the days
that each side of the street is swept. This arrangement would allow one side of
Park Drive to be available for on-street parking for the day that Marina Drive is
swept. An adjustment to the street sweeping contract to alter the street sweeping
schedule would be· required. As stated, there is a heavy demand for on-street
parking on both sides of Park Drive in the vicinity of Marina Drive currently.
Allowing parking to be available on one side of the street during street sweeping
hours will provide some convenience with respect to the distance a vehicle must
be moved. However, parking capacity on-street is limited. Unfortunately, not all
owners of vehicles will benefit by having parking available on only one side of
Park Drive that is in close proximity to Marina Drive.
4. Remove signs for a six month trial period and monitor impacts.

The Traffic Safety Coordinating Committee recommends that the option to alter the street
sweeping schedule on Park Drive be explored further to allow parking on one side of
Park Drive at the same time that Marina Drive is being swept. It is further recommended
that the existing signs that designate the parking prohibition on Marina Drive during
street sweeping not be removed.
NECESSARY CITY COUNCIL ACTION:
No City Council action is required to adjust the days and hours for street sweeping on
Park Drive.
