BACKGROUND: Prior to May 20, 2004, the Caltrans Traffic Manual was used by agencies throughout California as the manual that established the engineering guidelines, policies, and procedures for traffic functions. The traffic manual was superceded when the California Department of Transportation adopted the FHW A Manual on Uniform Traffic Control Devices (MUTCD) 2003 Edition as amended by the MUTCD 2003 California Supplement. DATA: The Caltrans Traffic Manual was intended to be used by agencies as an aid in the development of solutions to various traffic situations. The manual was in substantial conformance with the Manual on Uniform Traffic Control Devices (MUTCD) that is published by the Federal Highway Administration (FHW A). On May 20, 2004, the California Department of Transportation adopted the Federal Highway Administration's Manual on Uniform Traffic Control Devices (MUTCD) 2003 Edition as amended by the MUTCD 2003 California Supplement. This action was taken pursuant to the recommendation of the California Traffic Control Devices Committee (CTCDC) and the provisions of the California Vehicle Code Section 21400. The MUTCD and California Supplement will provide essentially the same traffic information as was contained in the Caltrans Traffic Manual. Staff regularly uses this information when evaluating such issues as signing and striping needs or warrants for stop signs, traffic signals, and Adult Crossing Guards. With the Caltrans Traffic Manual having been in substantial confo1mance with the MUTCD, staff expects a seamless transition from use of the former document to exclusive use of the MUTCD and California Supplement.· Staff has been using the provisions and requirements of the MUTCD and California Supplement since May 20, 2004. NECESSARY CITY COUNCIL ACTION: The City Council will be asked to adopt the Federal Highway Administration's (FHW A) Manual on Uniform Traffic Control Devices (MUTCD) 2003 Edition as amended by the MUTCD 2003 California Supplement by resolution.
