SUBJECT: CT 80-44/CUP-190, SUDAN INTERIOR MISSION -Request
for a modification in the grading of a previously
approved tentative tract map and conditional use
permit on property generally located southwest of
the intersection of Palomar Airport Road and Laurel
Tree Road in the R-1-10,000(Q) zone.
DISCUSSION
Staff has recently been informed by Mr. Ladd that there has
been a greater demand for living accommodations for retired
missionaries than first anticipated. Mr. Ladd has indicated
that the Sudan Interior Mission would like to eventually add
five additional duplexes to the previously approved project,
for a total of 32 dwelling units. This would still be sub-
stantially below the number of units that could be constructed
on this site according to the zoning and general plan.
No immediate change in the phasing of this project is anticipated.
All that would be involved at this time would be an alteration
in the grading that will provide available building space
for future construction. The applicant is aware that the
construction of five additional duplexes would require a
modification of the approved tentative map and conditional
use permit for this project, which would have to be approved
by the Commission at a public hearing.
Staff feels that there would be no problem with the applicant
grading for the construction of additional units at this
time as long as he is aware that this does not constitute
actual approval of an expansion of the previously approved
project.
RECOMMENDATION
Staff recommends that the Commission allow the applicant to
grade for the construction of five additional duplexes, but
inform the applicant that he must amend. CT 80-44/CUP-190 to
construct any additional buildings.

A survey of the potential eligible retirees of the Sudan
Intuior Mission indicates the need for more living
accomodations than the 22 originally requested and
approved by you -~he Planning Commission -and the
City Council.
No immediate change in the planned Phaze building schedule
is involved. Involved is a minor alteration in the gXad.ing
which will make available building spaces for future use
as needed.
Request is therefore made for an increase of five duplexes -
10 living units -a total capacity of J2 living units,
This is well within the permissible 50 allowable under our
Rl-10,000-Q (RLH-0 to 4 per acre) density,
