SUBJECT: CUP-193 -CIRCUS VARGAS -Request to hold an
annual three-day circus event at the Plaza Camino
Real Shopping Center in the C-2 Zone.
I. PROJECT DESCRIPTION
The applicant is requesting to hold an annual three-day
circus event in the parking lot to the west of the
shopping center buildings off of Marron Road at the
Plaza Camino Real Shopping Center. The circus is
operated by Circus Vargas and is proposed to be con-
ducted on January 27, 28, and 29, 1981. On the first
evening, the circus will have only one show, from 8 to
10 P.M. on January 28 and 29th, the circus will have a
number of shows, running from noon to 10 P.M.
II. ANALYSIS
Planning Issues
1) Can the subject property adequately handle the
proposed circus with a minimal impact on the
property, adjacent streets and adjoining pro-
perties?
2) What conditions of approval should be applied to
the proposed CUP to make the temporary event run
smoothly and protect adjacent property and City
interests?
III. DIS'CUSSION
This is a request to hold an annual three-day circus
event in the westerly parking lot at the Plaza Camino
Real Shopping Center in the area more specifically
described-above on January 27, 28 and 29, 1981. Last
year the circus was held at Car Country on Paseo Del
Norte, north of Palomar Airport Road. The previous
year (1979), the circus was conducted at Plaza Camino
Real Shopping Center but in the parking lot area at the
easterly end of the shopping center adjacent to El
Camino Real. Staff feels that the proposed location
for this year's event is a better location since it is
removed from the more heavily traveled streets at the
shopping center such as El Camino Real, it has several
access points and plenty of parking and should not
adversely affect circulation within the shopping
center. For these reasons, staff believes that the
subject property can adequately handle the circus event
at the location being proposed with a minimal impact on
the property, adjacent streets and adjoining properties.
However, in order to ensure that the circus event runs
smoothly and to protect adjacent properties and City
interests, staff is reconnnending a number of conditions
of approval regarding adequate security, police and
fire protection, sanitary facilities and liability
insurance.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that his project
is categorically exempt from environmental review
according to Section 19.04.070(£) (3) of the Environ-
mental Protection Ordinance.
V. RECOMMENDATION
It is recommended that the Planning Commission ADOPT
Resolution No. 1750, APPROVING CUP-193 based on the
findings and subject to the conditions contained
therein.
