SUBJECT: CUP-202, HOME SAVINGS AND LOAN -Request for approval
of a Conditional Use Permit to construct a savings and
loan office with a drive-thru facility on the northeast
corner of Elm Avenue and Madison Street in the C-2
zone.
I. PROJECT DESCRIPTION AND PAST HISTORY
The applicant is proposing to construct a 3400 square foot
savings and loan office with a drive-thru facility on a vacant
.48 acre parcel located as described above. The subject
property is level, devoid of vegetation and was previously
occupied by a service station. This site is located within the
city's Redevelopment Area and is surrounded by commercial uses.
Construction of the proposed project will eliminate two large
curb-cuts along Elm Avenue.
This project was reviewed and approved by the Housing and
Redevelopment Advisory Committee at their meeting of April 13,
1981. The Committee felt that this project was in conformance
with the goals and the design and land use criteria established
for the Redevelopment Area, and, therefore, approved the
project.
II. ANALYSIS
Planning Issues
1. Can the four findings, required for approval of a
Conditional Use Permit, be made?
a) That the requested use is necessary or desirable
for the development of the community, is
essentially in harmony with the various elements
and objectives of the general plan, and is not
detrimental to existing uses or to uses
specifically permitted in the zone in which the
proposed use is to be located1
b) That the site for the intended use is adequate in
size and shape to accommodate the use1
c) That all of the yards, setbacks, walls, fences,
landscaping, and other features necessary to adjust
the requested use to existing or permitted future
uses in the neighborhood will be provided and
maintained;
d) That the street system serving the proposed use is
adequate to properly handle all traffic generated
by the proposed use.
Discussion
As proposed this project is in conformance with the goals of the
general plan and would not be detrimental to the existing uses
in the area. The subject property is located along the Elm
Avenue corrid~r and according to the redevelopment plan for the
Carlsbad Village area, the goal of the Elm Avenue corridor is to
create a strong financial and commercial center. The major
urban design feature of this special treatment area is to
encourage and improve general circulation and utilize a high
degree of landscaping and pedestrian orientation. As proposed
this project complies with these objectives.
The site is adequate in size and shape to accommodate the
proposed project. As shown on the attached exhibits, all of the
yards, setbacks, landscaping and other features necessary to
adjust the requested use to existing and permitted future uses
in the neighborhood will be provided and maintained. The number
of proposed parking spaces exceeds the requirement of the Zoning
Ordinance. The number of vehicle stacking spaces in the drive-
thru lane appears to be adequate for a savings and loan type
facility.
It appears that the street system serving the proposed savings
and loan office will be adequate to properly handle all traffic
generated by this project. The Commission should be aware that
the alley at the rear of the site will also be utilized by
traffic entering and exiting the drive-thru window of the La
Jolla Bank facility. Staff feels that at busy times this may
cause some minor congestion in the alley, but this should not be
a significant problem. The Redevelopment Advisory Committee
recommended that the City Engineer consider requiring a right
turn only restriction for the alley. The Engineering Department
believes that this would be difficult to enforce by signing and
should be considered when median islands are considered for Elm
Avenue in the future.
Overall, staff believes all the required findings for approval of
a Conditional Use Permit can be made for this project. Staff is
therefore recommending approval of CUP-202 .

IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that this project will not
have a significant impact on the environment and therefore
issued a Negative Declaration on May 27, 1981.
V. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
Negative Declaration issued by the Planning Director, and ADOPT
Resolution No. 1824, approving CUP-202, based on the findings
and subject to the conditions contained therein.

RE: DRB l#ll (H<N: SAVINGS AND LOAN)
At their meeting of April 13, 1981, the Housing and Redevelopment Advisory Committee
found ORB #11 (Home Savings and Loan) consistent with the Village Area Design
Manual and recommended approval subject to the foilowing conditions:
1. Approval of a Sign Program prior to issuance of a building permit.
2. Approval of a landscape plan prior to issuance of a building perm.it.
3. Approval of a C.U.P. by the City Planning Commission.
Also, that the alley be the only curb cut on the block due to the fact that the
applicant is giving up two (2) curb cuts he already had. In addition, recommendation
to the City Engineer that there be a right tum only out of the alley. The Committee
also directed to send forward.to the Planning Commission.
Motion on this proposal was made by Member Ward, seconded by Member Helton.
Motion carried 7-2. Member Carney absent, Member Chriss voted no.

Street.
PROJECT DESCRIPTION: Conditional Use Permit to allow for the
construction of a savings and loan office with a drive-thru teller.
Construction of the proposed savings and loan office will require
approximatley 2,025 cubic yards of grading.
The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implementation
of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for th~
subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on
file in the Planning Department, City Hall, 1200 Elm Avenue, Carlsbad,
CA. 92008. Comments from the public are invited. Please submit
comments in writing to the Planning Department within ten (10) days of
date of issuance.
