PATRICK'S CHURCH Request for approval of a conditional use permit to remove an existing single family house and construct a new sanctuary for the ex- isting St. Patrick's Church on property located on the northwest corner of Adams Street and Tamarack Avenue in the R-1 zone. I. PROJECT DESCRIPTION The applicant requests approval of a conditional use permit to construct a new sanctuary for the existing St. Patrick's Church on a 3.46 acre site. The application also includes removal of a single family residence presently owned by the church. The new sanctuary would have a seating capacity of 750 people and, along with it, the applicant proposes a library, choir room, children's room, large court yard area and a 60' high church spire. The existing church consists of 19,206 square feet of building area. The new facilities would add 9,800 square feet of building area for a total of 29,006 square feet for the church. Present- ly, 89 parking spaces are located on the site and, as condi- tioned, an additional 36 spaces would be added to accomodate the new facility. The total building and parking coverage is 43%: the remaining 57% of the site would consist of landscaping and open areas. II. ANALYSIS Planning Issues 1) Is the parking conveniently located to users of the church facility? 2) Would the proposed 60' church spire have a detrimental effect on the surrounding area? 3) Can all the findings for a conditional use permit be made? III. DISCUSSION As shown by Exhibit "A", the majority of parking for the new sanctuary is located on the extreme north end of the 3.46 acre site, on the opposite side of the lot from the location of the proposed sanctuary. Although some parking would be provided ad- jacent to the new sanctuary, at capacity, most people would have to park in the northernmost parking lot which is a distance of over 360 feet from the sanctuary. As an alternative, many people· would likely park along Adams Avenue and Tamarack Avenue. Staff's primary concern is the relationship of the sanctuary to the parking areas. Without a significant reduction in the size of the new facility or a major modification of the existing facility, inconvenient parking seems to be an inherent problem with this site. Although staff has concerns with the location of the parking areas, it may be acceptable given the nature of the use and the fact that the peak use time of the church on Sunday mornings will not coin- cide with peak use times on Tamarack and Adams. The Commission should be aware that most people would likely park along Adams Street rather than the northernmost parking lot because of the greater convenience of these spaces. The second issue with this project is the proposed 60' high church spire. This structure will be approximately twice the height of the sanctuary and is located on the corner of the lot at the intersection of Tamarack and Adams. Section 21.46.020 of the zone Code allows towers and similar structures to exceed the 35' height limit. The conditional use permit process, however, allows the Commission to regulate height of such structures to ensure that it is in substantial harmony with the surrounding neighborhood. As a point of background, the Commission approved a similar spire as part of a conditional use permit for the Mormon Church located on the southwest corner of Monroe and Chestnut in Decem- ber 1977. The Mormon spire is 58'10" in height measured from the floor level of the church. Staff believes the height of the St. Patrick's Church spire is excessive and would have adverse visual impacts on surrounding properties. Staff suggests that the Commission field inspect the Mormon Church spire prior to the public hearing for this item, since its visual impacts would be similar to the St. Patrick's spire. The Commission has the discretion to place any height limit on the spire as deemed necessary to ensure that it is in sunstantial harmony with the surrounding neighborhood. Staff recommends that the Planning Commission adopt a condition of approval reducing the height of the spire to 45', a reduction of 15'. Staff believes at this height, the spire is in scale with -2- the church structure. A graphic presentation will be given at the Planning Commission meeting demonstrating this. Staff feels the project meets all other findings of a conditional use permit. The church will be in harmony with the community and surrounding neighborhood and the site is adequate in size and shape to accomodate the proposed use. Also, staff has found the street system is adequate to properly handle traffic generated by the proposed use. IV. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment and, therefore, has issued a Negative Declaration, dated July 24, 1981. V. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Nega- tive Declaration issued by the Planning Director and adopt Resol- ution No. 1845 APPROVING CUP-204, based on the findings and sub- ject to the conditions contained therein.
