SUBJECT: CUP 204(Bl -Sf. PATRICK'S CHUR.OI PARKING LOT -Request to amend
an existing Conditional Use Permit 204 to allow a 12,400 square foot
parking lot addition which adds 27 (net) parking stalls at St. Patrick's
Church, 3821 Adams Street, in the R-1 Zone and in Local Facilities
Management Plan Zone 1.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3213
APPROVING CUP 204(8) based upon the :findings and subject to the conditions contained
therein.
II. PROJECT DESCRIPTION AND BACKGROUND
This application is for the addition of 27 net parking spaces at St. Patrick's Church to be
located on a site recently acquired by the church immediately north of the existing parking
lot. There will be no intensification of existing uses or addition of new uses. When the
new parking is constructed, there will be a total of 169 spaces to serve the church.
The original St. Patrick's Church was constructed on the site in the 1960's. Existing CUP
204 (approved August 12, 1981) allowed removal of a single family house and
construction of a new church on the site. CUP 204(A) allowed the addition of two
classrooms at the church school. The building which formerly housed the church now
serves as a multi purpose building called the Parish Center. Examples of uses which take
place in the Parish Center are Parish meetings, bingo games and Alcoholics Anonymous
meetings. The Parish Center will not be used at the same times as the church to the extent
that the combined uses will exceed a demand for 169 parking spaces.
There are single family residences to the north and east of the parking lot site. To the west
is a church playground and south of the site is the existing St. Patrick's Church parking lot.

A. Is adequate parking provided for this facility?
8. Can the four required findings for a Conditional Use Permit be made?
1. Is the requested use necessary or desirable for the development of the
community, not detrimental to existing uses or to uses specifically permitted
in the zone in which the proposed use is to be located?
2. Is the site adequate in size and shape to accommodate the conditional use?
3. Will all the yards, setbacks, walls, fences, landscaping and other features
necessary to adjust the requested use in the neighborhood be provided and
maintained?
4. Is the street system adequate to handle all traffic generated by the
conditional use?
C. Is the proposal consistent with the Mello II segment of Carlsbad,s Local Coastal
Program?
DISCUSSION
A Compat11>ility of Use
The site is located in the R-1 (single family residential) zone. Churches and
accessory uses such as the proposed parking lot are allowed with approval of a
conditional use permit.
B. Adeguacy of Parlcing
The following table assesses parking based on the number of seats, which is the
more restrictive standard required by the Zoning Ordinance

Based on the above table there will be a surplus of 19 spaces ( under zoning
ordinance standards) for this facility when the church is full.
As required by the Zoning Ordinance Section 21.44.020(24), the table analyzes
parking based on the number of seats. There are currently 142 spaces on the site.
However, the church is requesting expansion of the parking lot to accommodate use
of facilities. The church and the Parish Center will not be used at the same time by
a use of such intensity to exceed the spaces provided (as confirmed by the Church).
This is essential because adequate parking does not exist for the full use of both
buildings at one time.
Conditional Use Permit Findings
1. Desirability of use
CUP 204 found the church use desirable, in harmony with the General Plan
and not detrimental to surrounding uses. The expanded parking lot will not
change the church use and will be beneficial to surrounding uses by
providing more private off-street parking.
2. Adequacy of Site
The site is adequate because it is large enough to accommodate the church,
setbacks and parking lot which has been designed according to ordinance
standards.
3. Yards, Fenc~ Landscaping and Other Features
There is an existing five foot high block wall along the western and northern
boundaries of the new parking area. The application has been conditioned
to require an evergreen (Escallonia) hedge along the eastern boundary of the
new lot to screen it from the residence to the east ( condition # 31 of
attached resolution).
4. Is the street system adequate to handle the traffic generated by the
conditional use?
While the street system is now adequate to handle the traffic generated by
the church use, the new lot will improve the ability of surrounding streets to
handle traffic by reducing parking demand on those streets.

D. Local Coastal Program
With the approval of a Conditional Use Permit, churches and accessory uses such
as the proposed parking lot are considered compatible with the single family
residential development allowed for this area by the Mello II Segment of the Local
Coastal Program.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that according to Section 15311(b) of the CEQA
Guidelines, the placement of a small parking lot accessory to an existing use is exempt from
environmental review. Therefore, a Notice of Exemption was issued on April 11, 1991.
SUMMARY
The proposed project complies with all the findings required for a Conditional Use
Permit and is exempt from environmental review, therefore staff recommends
approval of CUP 204(B).
