REQUESTED ACTION: Install a yield sign on westbound Janis Way at Donna Drive to
assign right-of-way.
BACKGROUND:
In a telephone call to staff, Mr. Tannen expressed concern about the ability to see
vehicles on Donna Drive that are approaching the intersection of Janis Way when viewed
by westbound drivers on Janis Way. He suggested that a yield sign be installed on
westbound Janis Way at Donna Drive.
Shortly after Mr. Tannen's request, staff received a telephone call from another citizen
that suggested an all-way stop be established at the Donna Drive/Janis Way intersection.
DATA:
Donna Drive and Janis Way are local streets in the northwest quadrant that are located
easterly of Carlsbad High School. Donna Drive has a posted 25 mile per hour prima facie
speed limit, serves as a collector street, and has a curb-to-curb width that varies between
36 feet and 40 feet. The 24-hour two-way average daily traffic volume on Donna Drive
northerly of Chestnut Avenue obtained in November 2006 was 1,079 vehicles.
The Donna Drive/Janis Way intersection is uncontrolled and is located about 0.2 miles
north of Chestnut Avenue. It is a four-leg intersection with Janis Way terminating in a
cul-de-sac easterly of Donna Drive. Cross-gutters, for drainage purposes, installed on
Donna Drive in an east-west orientation on both the north and south sides of Janis Way
create a "dip" in the road and function as a speed break. Drivers in both directions on
Donna Drive approaching the Janis Way intersection are advised of the cross-gutters by
placement of a "DIP" advisory sign on Donna Drive.
Each stop sign request received by staff results in a traffic study being undertaken.
Stop signs can cause substantial inconvenience to drivers and should be used only where
warranted. One of the conditions at an intersection that may warrant consideration of
installing a stop sign on the minor street is when the safe approach speed to the
intersection is less than 10 miles per hour.
The safe approach speed to the intersection on the minor leg is typically evaluated when
there is a request to install a stop sign only on the minor street at an intersection. For the
purpose of this report, the lower volume street which is Janis Way, will be considered the
minor street and Donna Drive will be considered to be the major street.

Corner sight distance is an important design feature. Drivers stopped on the minor road
should have sufficient sight distance when departing to turn right or left, or to cross the
intersection when a vehicle on the major road comes into view. Drivers approaching the
subject uncontrolled intersection consisting of four legs have right-of-way assignment
based upon the rules of the road. However, the driver should have an unobstructed view
of the entire intersection and sufficient length along the intersecting street for the driver
to anticipate and avoid conflicts with approaching vehicles.
When a driver on the minor street is traveling towards the major street, they reach a
decision point where it is necessary to determine if braking to a stop is required because
of a vehicle on the major street approaching the intersection may constitute a conflict.
The decision point on the minor street must allow the driver sufficient distance to view to
the driver's right and left an approaching vehicle that is on the major street. The operator
of the vehicle on the minor street, generally not having the right-of-way, can then initiate
actions to slow, stop, or avoid a conflict with other vehicles, as necessary, when the
proper clear sight triangle is provided (see Exhibit 2).
For the analysis of local streets, the minor street decision point is assumed to be 50 feet
from the intersection conflict point when the vehicle on the minor street has an approach
speed of 10 miles per hour. In general, a distance of 155 feet (stopping sight distance for
25 miles per hour) along the major street, in this case Donna Drive, must be provided to
minor street drivers to view vehicles approaching the intersection. If the vehicle on the
major street cannot be seen from the decision point on the minor street, a stop sign can be
considered for installation on the minor street.
At the subject intersection, the driver on westbound Janis Way has sight distance limited
to 76 feet when looking to the south. For eastbound drivers on Janis Way, the corner sight
distance is limited to 92 feet when looking to the south for northbound vehicles
approaching on Donna Drive. Limitations to sight visibility exist on the southeast and
southwest corners of the intersection due to a fence and several pine trees, respectively.
Consequently, the 10-mile per hour safe approach speed criteria is not being met and a
STOP sign can be considered for installation on both legs of Janis Way. Due to sight
distance limitations, a yield sign would not be the appropriate control for the minor street.
Staff conducted a stop warrant analysis (worksheet attached) to determine if the
intersection should be considered for all-way stop. Traffic volumes approaching the
intersection over a 24-hour period are low, as indicated on Table A. Because of the low
volumes and the absence of a collision history at the intersection, warrants are not met to
consider establishing an all-way stop at the Donna Drive/Janis Way intersection.
Stop signs are not recommended for Donna Drive at Janis Way. As previously indicated,
vehicle speeds on Donna Drive are reduced at Janis Way by the cross-gutters on
Donna Drive.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends the installation of a stop sign on
both legs of Janis Way at its intersection with Donna Drive and that no stop signs be
installed on Donna Drive at Janis Way.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the stop signs as recommended.

Where traffic cqntrol signals are justified, the MUL TIWAY STOP is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the traffic
control signal.
A crash problem, as indicated by 5 or more reported crashes within a 12-month period that are
susceptible to correction by a MUL TIWAY STOP installation. Such cra~hes include right-turn and left-
