The Hensch's were informed that warrants were not met to install a multiway stop at the three above mentioned intersections. Subsequently, the Hensch's requested that this matter be scheduled for review by the Traffic Safety Commission (see email attached). DATA: Sierra Morena A venue is a public street that is not classified on the Circulation Element of the General Plan. Sierra Morena A venue intersects Trieste Drive to the north, follows a curvilinear alignment through a residential area, and terminates after a 90 degree turn at Milano Drive to the south (see Exhibit 1). Constructed more than 25 years ago, Sierra Morena Avenue is a fully-improved residential street with curb, gutter, sidewalks and street lights. The roadway cross-section is a curb-to-curb width of 40 feet. Sierra Morena A venue meets the California Vehicle . Code definition of a Residence District and has been posted with "SPEED LIMIT 25" signs and "25" pavement legends. There are single-family homes with driveway access on both sides of Sierra Morena A venue and a small neighborhood playground on the west side of the street. Sierra Morena Avenue has one travel lane in each direction, is 0.93 miles in length, and has centerline grades up to 11.98%. Sierra Morena Avenue is controlled by a yield sign at Trieste Drive. Stop signs have been installed on the three side streets intersecting Sierra Morena Avenue, which are Chestnut Avenue (N) & (S), and Valewood Avenue. Staff previously Erepared an Engineering and Traffic Survey for Sierra Morena A venue and found the 85 percentile speed (the speed at which 85 % of all vehicles traveled at or CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 3, 2007 ( continued) ITEMNO. 6A below) to be 32 miles per hour. The 85th percentile speed for residential streets is commonly in the low 30's. Traffic studies were conducted and 24-hour approach volumes obtained on September 19, 2007 for each leg of the three intersections. The hourly volume measured over the 24- hour period is provided in Tables A, B and C that follow this report. Stop Sign Warrants The primary purpose of a stop sign is to assign right-of-way to drivers as they approach an intersection. Stop signs are not intended to be used as a means for reducing speed. In general, they are installed in a manner that will minimize the number of vehicles having to stop and to provide for acceptable intersection operations. Warrants (criteria) have been formulated for use in the evaluation of need for an all-way stop sign location. The City of Carlsbad follows guidelines and warrants established by the California Manual on Uniform Traffic Control Devices. The California Manual on Uniform Traffic Control Devices lists the warrants which must be met to justify the installation of a stop sign. One of the arguments against the use of unnesessary stop signs is the concept of traffic control device uniformity. A stop sign used at an intersection where a full stop is vitally needed to prevent right-angle collisions should not be considered at locations where drivers are not faced with any unusual or unexpected conflicts. The collision history of an intersection has to be examined carefully as unwarranted stop signs do not necessarily prevent collisions. Unwarranted stop signs or the indiscriminant use of stop signs can create a substantial inconvenience for the motorist. For example, at the intersection of a heavily traveled street with a street having substantially less volume, the length of time overall that vehicles must wait increases. A significant delay results to the large number of drivers on the major road while minimal delay is experienced on the side street. One of the reasons to not install unwarranted stop signs is the concern that if a stop sign seems to imply a nuisance regulation, observance of this regulatory device deteriorates and safety at intersections where the stop signs must be complied with can become compromised. Drivers have a tendency to ignore unwarranted stop signs. The behavior that results includes rolling through or running the stop sign. A lowered level of compliance leaves other drivers and pedestrians vulnerable to drivers that are not bringing their vehicles to a complete stop before proceeding through the intersection. ( ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 3, 2007 ITEMNO. 6A ( continued) Other consequences of unwarranted stop signs include the increase in air pollution and noise pollution associated with vehicles decelerating to a stop unnecessarily, idling, and then accelerating from a stop. The California Manual on Uniform Traffic Control Devices indicates that an all-way stop should ordinarily be used only where the volume of traffic on intersecting roads is approximately equal. Warrants for an all-way stop as provided in the California Manual on Uniform Traffic Control Devices are: A. Where traffic control signals are justified, the multiway stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. A crash problem, as indicated by five or more reported crashes within a 12-month period that are susceptible to correction by a multiway stop installation. Such crashes include right-turn and left-tum collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches averages at least 300 vehicles per hour for any 8 hours of an average day, and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour, but 3. If the 85th percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the above values. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. ( ( CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: December 3, 2007 ( continued) Stop Sign Warrant Analysis ITEMNO. 6A Staff conducted a multiway stop warrant analysis for the intersections of Sierra Morena Avenue/Chestnut Avenue (N) & (S), and Sierra Morena AvenueNalewood Avenue. The warrant analysis forms are attached. The four warrants as contained in the California Manual on Uniform Traffic Control Devices can be summarized as follows: Criteria A -Interim Traffic Control Measure Criteria B -Accident Experience Criteria C -Minimum Traffic Volumes Criteria D -Combination of Criteria A multi way stop is not warranted at the three intersections on Sierra Morena A venue based on the results of the warrant analyses, as indicated in Table 1 below. A crash problem is typically indicated by five or more reported traffic collisions at an intersection within a 12-month period of a type that are susceptible to correction by an all-way stop, such as right and left tum accidents, as well as right-angle collisions. Corner Sight Distance Sight distance is the length of road that is visible to the driver. At an intersection, corner sight distance is provided to allow the driver of a vehicle stopped on the minor street to view approaching vehicles on the intersecting road and decide when to enter or cross the intersection. Corner sight distance is based on the design speed of the roadway. Sierra Morena A venue has a design speed of 25 miles per hour. As provided in the Caltrans Highway Design Manual, the corner sight distance value necessary for the 25 mile per hour design speed on Sierra Morena Avenue is given as 275 feet. Staff measured the existing comer sight distance from the minor side streets (Chestnut Avenue (N) & (S), & Valewood Avenue) in both directions on Sierra Morena Avenue. The driver position on the minor side street was assumed to be 10 feet back from the curb projection on Sierra Morena Avenue. The existing measured comer sight distances (all of which exceed the minimum corner sight distance of 275 feet) are indicated in Table 2 that follows. Peak hour (7:00 am to 8:00 am) manual vehicle turning movement and pedestrian counts were conducted at all three intersections to quantify the number of pedestrians crossing Sierra Morena Avenue during the peak hour. During the morning time period, one adult pedestrian was observed to cross Sierra Morena A venue at Chestnut A venue (S), and no pedestrians were observed to cross at Chestnut Avenue (N), or at Valewood Avenue. Turning movement and pedestrian count sheets are attached. Staff also conducted peak hour (7:00 am to 8:00 am) delay studies on October, 17, 2007, October 16, 2007, & October 11, 2007 at the three intersections. This study was performed to determine the length of delay experienced by vehicles waiting at the stop sign on the side streets (Chestnut Avenue (N) & (S), and Valewood Avenue) for a gap in traffic before turning onto Sierra Morena A venue. Staff recorded the arrival & departure time of each vehicle at the stop sign on the side street during the peak hour to determine the amount of time vehicles must wait for an adequate gap in the major street traffic (Sierra Morena A venue). The studies found that during the peak hour, there were zero seconds of delay at both Chestnut Avenue (N) and at Valewood Avenue, and there was 2.54 seconds of delay per vehicle at Chestnut Avenue (S). The peak hour delay study results confirm that there is no issue of delay for side street traffic at these three intersections. Multiway stop warrant criteria requires a minimum of 30 seconds delay per vehicle during the peak hour as a minimum threshold. Conclusion After obtaining the traffic data and analyzing the multi-way stop warrants criteria, it was found that none of the four warrants are satisfied to establish a multiway stop at the intersections of Sierra Morena A venue/Chestnut A venue (N), Sierra Morena A venue/Chestnut A venue (S) and Sierra Morena A venueN alewood A venue. The Carlsbad Residential Traffic Management Program, approved by the City Council in May 2001, does not authorize the installation of unwarranted stop signs as a traffic calming measure. Please let the appropriate people know that we will looking into how that can be achieved. Also, we would like to have copy of the report _that shows how many cars travel on Sierra Morena on a given day and there approximate speeds. I believe that a speed counter was placed on a light pole and counted the cars and their speed.
