REQUESTED ACTION: Investigate the need to establish an ALL-WAY STOP at the
intersection of Glasgow Drive and Middleton Drive.
BACKGROUND:
The subject intersection serves the adjacent residential neighborhoods and Calavera
Conununity Park, whose entry/exit driveway is the west leg of the Glasgow
Drive/Middleton Drive intersection (see Exhibit I). During sporting events and concerts
at the park, this intersection can be congested with pedestrians, and vehicles. Residents
on the east side of Glasgow Drive, and event attendees parking on the east side of
Glasgow Drive must cross Glasgow Drive as pedestrians going to and from the events.
DATA:
Glasgow Drive and Middleton Drive are unclassified in the Circulation Element of the
General Plan but function as local streets. Glasgow Drive features curb and gutter,
sidewalk and street lights on both sides of the street. It has a curb-to-curb width of 40
feet with a single travel lane in each direction, separated by a painted double yellow
centerline. On-street parking is allowed on both sides of Glasgow Drive. Middleton
Drive features curb and gutter, and sidewalk on the south side but no sidewalk and street
lights only on the north side of the street. Middleton Drive has a curb-to-curb width of32
feet, and is not striped. On-street parking is allowed on the south side of Middleton
Drive, but prohibited on the north side.
Traffic control on Glasgow Drive is provided by a traffic signal at the intersection of
Carlsbad Village Drive and Glasgow Drive and STOP signs on Glasgow Drive at
Edinburgh Drive. Pedestrians on Middleton Drive and the east side of Glasgow Drive
wanting to access Calavera Community Park at a controlled crossing must travel 875 feet
to the traffic signal at Carlsbad Village Drive or 1200 feet to the STOP sign at Edinburgh
Drive. The only other pedestrian crossing options across Glasgow Drive are the
uncontrolled but legal pedestrian crossings at Artesian Way, Esker Way and Woodstock
Street. There have been no reported collisions at the subject intersection for the past
three years.
As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at
the subject intersection. The analysis is based on Section 2B.07 of the California Manual
on Uniform Traffic Control Devices (MUTCD) which specifies the consideration of
minimum traffic volumes, accident history, vehicle/pedestrian conflicts, sight distance
restrictions and other criteria to determine whether or not an ALL-WAY STOP is
justified at a particular location. A 24-hour approach count was conducted on August 3,
2011, the results of which are shown on Table I.

The intersection of Glasgow Drive and Middleton Drive did not meet the California
MUTCD criteria based on minimum traffic volumes or collision history.
Staff conducted field measurements of the existing sight distance conditions at the subject
intersection. The posted speed limit on Glasgow Drive is 30 miles per hour and the
minimum stopping siffiht distance required for 30 miles per hour is 200 feet. However,
the critical speed (85 percentile) speed on Glasgow Drive is 34 miles per hour. The
minimum stopping sight distance required for 35 miles per hour is 250 feet. The results
of the sight distance evaluation conducted by staff are shown in Table 2 and Exhibit 2
and consider the minimum stopping sight distance requirements for 30 and 35 miles per
hour.

The sight distance limitations from the park driveway are due to the fact that the park
driveway is located on the inside of the horizontal curve on Glasgow Drive.

It should be noted that these sight distance measurements were taken during a week-day
when there were no vehicles parked on either side of Glasgow Drive. During heavily
attended sporting events and TGIF Jazz Concerts, parking demand commonly exceeds
the on-site parking lot capacity, resulting in vehicles parking adjacent to the subject
intersection. Vehicles parking adjacent to and near the subject intersection would reduce
the available sight distance from both the park driveway and Middleton Drive. Section
2B.07 of the California MUTCD allows consideration of an ALL-WAY STOP at
"locations where a road user, after stopping, cannot see conflicting traffic and is not able
to reasonably safely negotiate the intersection unless the conflicting cross traffic is also
required to stop. "
Staff members attending sporting events and TGIF Jazz concerts at the park over the
years have observed large numbers of pedestrians crossing Glasgow Drive at the subject
intersection and the other intersections and at various midblock locations. During these
events, conflicts were observed by staff at this intersection between pedestrians and
vehicles. Section 2B.07 of the California MUTCD allows consideration of an ALL-
WAY STOP when there is a "need to control vehicle/pedestrian conflicts near locations
that generate high pedestrian volumes. " The city has installed ALL-WAY STOPs at
other locations nearby school locations as a result of similar analyses. These locations
include Camino de las Ondas and Hidden Valley Road adjacent to Pacific Rim
Elementary School, Calle Acervo adjacent to Olivenhain Pioneer Elementary School and
Calle Acervo near La Costa Canyon High School, and the pending installation at Monroe
Street and Gayle Way adjacent to Carlsbad High School.
Based on these findings, staff recommends that an ALL-WAY STOP be established at
the intersection of Glasgow Drive and Middleton Drive to assign the right-of-way
between vehicles and pedestrians. In conjunction with installing STOP signs on both legs
of Glasgow Drive at Middleton Drive, staff also recommends installation of marked
crosswalks across all four legs of this intersection.
RECOMMENDATION:
Based on the findings contained in this report, the Traffic Safety Coordinating Committee
recommends the installation of an ALL-WAY STOP at the intersection of Glasgow Drive
and Middleton Drive.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the stop control as recommended.
