BACKGROUND: The subject intersection serves the adjacent residential neighborhoods of La Costa Valley and is adjacent to El Camino Creek Elementary School, whose secondary access point is located approximately 120 feet south of the subject intersection (see Exhibit!). During the school year, this intersection can be congested with pedestrians, bicyclists and vehicles. This request was made by a concerned resident and supported by El Camino Creek Elementary School and the La Costa Valley Master Homeowner's Association. DATA: Both Paseo Aliso and Via Adelfa are unclassified in the Circulation Element of the General Plan but function as local streets. Paseo Aliso is a curvilinear street and features grades that vary from 1.5% near Calle Barcelona to as much as 10% near the subject intersection. Paseo Aliso features curb and gutter, sidewalk and street lights on both sides of the street. It has a curb-to-curb width of 48 feet with a single travel lane in each direction, separated by a two-way left turn lane. On-street parking is allowed on both sides of Paseo Aliso. Via Adelfa features curb and gutter, sidewalk and street lights on both sides of the street. Via Adelfa has a curb-to-curb width of 40 feet, and is not striped. On-street parking is allowed on both sides of Via Adelfa. Traffic control on Paseo Aliso is provided by a traffic signal at the intersection of Paseo Aliso and Calle Barcelona and an ALL-WAY STOP installation Paseo Aliso and Camino Robledo. Access to El Camino Creek Elementary School occurs primarily at the vehicular driveway to the school, of which the ingress leg is located on Paseo Aliso approximately 500 feet south of Via Adelfa. Secondary access to the school is provided at a gate located approximately 120 feet south of Via Adelfa, which is open to students in the mornings and afternoons. Parents and children living in the single-family homes east of Paseo Aliso walking to El Camino Creek Elementary School from Via Adelfa must try to negotiate an uncontrolled crossing at the intersection or walk uphill, away from the school, approximately 240 feet to the ALL-WAY STOP at Camino Robledo. Other pedestrians utilize the trail that runs along the southerly boundary of the La Costa Valley development and terminates at Paseo Aliso between Via Adelfa and the school entry driveway. The lack of a nearby controlled crossing makes pedestrian crossing of Paseo Aliso for trail users difficult, especially considering the grade of the roadway. On December 2, 2011, there was an injury accident involving a pedestrian at the intersection of Paseo Aliso and Via Adelfa. This remains the only reported collision at the subject intersection for the past five years. As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at the subject intersection. The analysis is based on Section 2B.07 of the California Manual on Uniform Traffic Control Devices (MUTCD), which specifies the consideration of different factors including traffic and pedestrian volumes to determine whether or not an ALL-WAY STOP is justified at a particular location. A 24-hour approach count was conducted on January 31, 2012, the results of which are shown on Table I. As part of the analysis, staff conducted turning movement counts to quantify the pedestrian volumes on a typical school morning and school afternoon. The turning movement counts were conducted on January 31, 2012 and the results are summarized in Table 2 and 3. Section 2B.07 of the California MUTCD allows consideration of an ALL-WAY STOP when there is a "need to control vehicle/pedestrian co,iflicts near locations that generate high pedestrian volumes. " An elementary school can be considered a location that generates high pedestrian volumes and the city has installed ALL-WAY STOPs at other locations nearby school locations as a result of similar analyses. These locations include Camino de las Ondas and Hidden Valley Road adjacent to Pacific Rim Elementary School, Calle Acervo adjacent to Olivenhain Pioneer Elementary School and Calle Acervo near La Costa Canyon High School, and the pending installation at Monroe Street and Gayle Way adjacent to Carlsbad High School. Staff conducted field measurements of the existing sight distance conditions at the subject intersection. The posted speed limit on Paseo Aliso is 25 miles per hour and the minimum stopping sitt distance required for 25 miles per hour is 150 feet. However, the critical speed (85 h percentile) speed on Paseo Aliso is 34 miles per hour. The minimum stopping sight distance required for 35 miles per hour is 250 feet. Sight distance from Via Adelfa looking to the north towards Camino Robledo was measured to be approximately 280 feet. Sight distance from Via Adelfa looking to the south was measured to be approximately 900 feet. Based on these findings, the Traffic Safety Coordinating Committee recommends that an ALL-WAY STOP be established at the intersection of Paseo Aliso and Via Adelfa to assign the right-of-way between vehicles and pedestrians. In conjunction with installing STOP signs on both legs of Paseo Aliso at Via Adelfa, staff also recommends installation of a marked crosswalk across the south leg of Paseo Aliso at Via Adelfa. This new crosswalk will serve as a controlled crossing for the many students and parents that walk to El Camino Creek Elementary School. A pedestrian ramp on the west side of Paseo Aliso at Via Adelfa must be installed to accommodate disabled access (see Exhibit 2). NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance to establish the stop control as recommended. This makes it dangerous to cross Paseo Aliso to access or leave the school. To help resolve this situation, we request consideration for implementation of a safe pedestrian crossing and accompanying flashing light signage for pedestrians crossing to/from the east side of Paseo Aliso as well as east of Via Adelfa and south of Camino Robledo. We understand there are fiscal and staffing resources required to research and implement a new pedestrian crossing. We appreciate your serious consideration particularly because a child was recently hit by a vehicle (please reference Carlsbad Police Case number 11-07322). In addition, a child from each of our families has narrowly missed being hit by a car. Please bear in mind that El Camino Creek serves approximately 850 students during the week as well as multiple sporting and educational activities throughout weekends and school breaks. The school's principal, Carrie Brown, and I are fully supportive of this request for a pedestrian crossing. Maintaining a safe environment is a primary goal at El Camino Creek. Unfortunately, I have personally witnessed near accidents on the Paseo Aliso side of our school involving pedestrians crossing to reach the school. I routinely receive inquiries about why we do not have a safe crossing. I appreciate your consideration of this important request to implement a pedestrian crossing.
