REQUESTED ACTION: Investigate the need to establish an ALL-WAY STOP at the
intersection of Pio Pico Drive and Stratford Lane.
BACKGROUND:
The subject intersection is located in the northwest quadrant of the city close to City Hall
(see Exhibit 1). Due to the geometric configuration of the intersection and the prevalence
of parked cars on the east side of Pio Pico Drive, sight distance from Stratford Lane is
limited and access to Pio Pico Drive can be difficult. The request was submitted by a
resident of Carlsbad. In the period between 2002 and 2012, staff has received nine
separate complaints regarding either sight distance or the speed of vehicles at the subject
intersection.
DATA:
Pio Pico Drive and Stratford Lane are unclassified in the Circulation Element of the
General Plan. Pio Pico Drive features curb and gutter, sidewalk and some street lights on
east side of the street but only concrete curb on the west side. It has a curb-to-curb width
of 34 feet with a single travel lane in each direction, separated by a painted double yellow
centerline. On-street parking is allowed only on the east side of Pio Pico Drive to serve
the many businesses that exist on the east side of the street. The 1-5 freeway is directly
adjacent to Pio Pico Drive on the west side.
Stratford Lane features curb and gutter, and sidewalk on both sides of the street and
primarily serves single family residences. As is the case on many of the older streets in
this part of the city, street lights are not present on this portion of Stratford Lane.
Stratford Lane has a curb-to-curb width of 34 feet, and is not striped. On-street parking is
allowed on both sides of Stratford Lane. Traffic control on Pio Pico Drive is provided by
a traffic signal at the intersection of Carlsbad Village Drive and an ALL-WAY STOP at
the intersection of Las Flores Drive.
As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at
the subject intersection. The analysis is based on Section 2B.07 of the California Manual
on Uniform Traffic Control Devices (MUTCD) which specifies the consideration of
minimum traffic volumes, accident history, vehicle/pedestrian conflicts, sight distance
restrictions and other criteria to determine whether or not an ALL-WAY STOP is
justified at a particular location. A 24-hour approach count was conducted on March 7,
2012, the results of which are shown on Table 1.

In the past five years, there has been one reported collision at the subject intersection.
Based on traffic volumes and collision history, the intersection of Pio Pico Drive and
Stratford Lane did not meet the California MUTCD criteria for ALL-WAY STOP
installation.
Staff also conducted field measurements of the existing sight distance conditions at the
subject intersection. The posted speed limit on this portion of Pio Pico Drive is 25 miles
per hour and the minimum stopping sight distance required for 25 miles per hour is 150
feet. Critical speeds on this portion of Pio Pico Drive have not been measured but based
on the critical speed of Pio Pico Drive, south of Carlsbad Village Drive, staff believes
that the critical speed is most likely higher than 25 miles per hour. The results of the
sight distance evaluation conducted by staff are shown in Table 2 and consider the
minimum stopping sight distance requirements for 25 miles per hour.

Parking demand on this portion of Pio Pico Drive is very high. Staff has already
implemented portions of red curb on the east side of Pio Pico Drive just to the north of
Stratford Lane and just to south of Stratford Lane to improve sight distance at the
expense of parking removal. Section 2B.07 of the California MUTCD allows
consideration of an ALL-WAY STOP at "locations where a road user, after stopping,
cannot see conflicting traffic and is not able to reasonably safely negotiate the
intersection unless the conflicting cross traffic is also required to stop. "
RECOMMENDATION:
Based on the findings contained in this report, the Traffic Safety Coordinating Committee
recommends the installation of an ALL-WAY STOP at the intersection of Pio Pico Drive
and Stratford Lane.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the STOP control as
recommended.
