REQUESTED ACTION: Investigate the need to establish an ALL-WAY STOP at the
intersection of Monroe Street and Gayle Way.
BACKGROUND:
The subject intersection serves the local neighborhood and is directly adjacent to
Carlsbad High School (see Exhibit 1 ). During the time period before and after school and
during certain events at the high school, this intersection can be congested with
pedestrians, bicyclists and vehicles.
DATA:
Gayle Way and this portion of Monroe Street are unclassified in the Circulation Element
of the General Plan. Monroe Street features curb and gutter, sidewalk and street lights on
both sides of the street. It has a curb-to-curb width of 40 feet with a single travel lane in
each direction separated by a painted centerline. On-street parking is allowed on both
sides of Monroe Street. Gayle Way features curb and gutter but no sidewalk and no
street lights on either side of the street. Gayle Way has a curb-to-curb width of 40 feet
and is not striped.
Traffic control on Monroe Street is provided by an ALL-WAY STOP at the intersection
of Monroe Street and Basswood A venue and a traffic signal at the intersection of Monroe
Street and Chestnut Avenue. Pedestrians on Gayle Way wishing to access the swimming
pool complex or the high school must travel 700 feet to the ALL-WAY STOP at Monroe
Street and Basswood A venue or 1400 feet to the traffic signal at Monroe Street and
Chestnut A venue for a controlled crossing across Monroe Street or negotiate the
uncontrolled, unmarked pedestrian crossing at the subject intersection.
As part of this request, staff conducted an analysis to establish an ALL-WAY STOP at
the subject intersection. The analysis is based on Section 2B.07 of the California Manual
on Uniform Traffic Control Devices (MUTCD) which specifies the use of vehicular and
pedestrian volumes as well as other criteria to determine whether or not an ALL-WAY
STOP is justified at a particular location. A 24-hour approach count was conducted on
October 13, 2010, the results of which are shown on Table 1.

Staff also conducted an analysis of the collision history at the subject intersection and
found that there have been no reported collisions in the past two years. The minimum
volume and collision thresholds per the requirements of the California MUTCD were not
met at the subject location.
Staff conducted turning movement counts on October 14, 2010 for the one-hour period
before the start of the school day and for the one-hour period after school ends. The
results of the turning movement counts are provided on Exhibits 2 and 3. The morning
turning movement count showed that 45 pedestrians crossed Momoe Street at Gayle
Way. The afternoon turning movement count showed that 56 pedestrians crossed
Momoe Street at Gayle Way. Conflicts were observed by staff at this location between
pedestrians and vehicles during both time periods observed. Section 2B.07 of the
California MUTCD allows consideration of an ALL-WAY STOP when there is a "need
to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes." The city has installed ALL-WAY STOPs at other locations nearby school
locations as a result of similar analyses. These locations include Camino de las Ondas
and Hidden Valley Road adjacent to Pacific Rim Elementary School, Calle Acervo
adjacent to Olivenhain Pioneer Elementary School and Calle Acervo near La Costa
Canyon High School.

Based on these findings, the Traffic Safety Coordinating Committee recommends that an
ALL-WAY STOP be established at the intersection of Monroe Street and Gayle Way to
assign the right-of-way between vehicles and pedestrians. In conjunction with installing
STOP signs on both legs of Monroe Street at Gayle Way, a yellow school crosswalk
would be installed across the north leg of Monroe Street at Gayle Way and across Gayle
Way at Monroe Street. This would delineate the preferred crossing location for
pedestrians. To accommodate disabled pedestrians, one curb ramp would need to be
installed on the west side of Monroe Street.
RECOMMENDATION:
Based on the findings contained in this report, the Traffic Safety Coordinating Committee
recommends the installation of an ALL-WAY STOP at the intersection of Monroe Street
and Gayle Way.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to establish the stop control as recommended.
