REQUESTED ACTION: Update on La Costa A venue Improvement Plan
BACKGROUND:
La Costa Avenue between El Camino Real and Rancho Santa Fe Road is currently
classified as a secondary arterial and has direct access to residential units. There are two
through lanes in each direction of travel and a two-way left tum lane on most of this
section of La Costa A venue. Staff has received complaints about traffic safety issues and
concerns that excessive vehicle speeds have negatively impacted residents' quality of life.
Staff will use a consultant team to conduct a public outreach program and work with the
community to develop the La Costa A venue Improvement Plan. This plan is intended to
enhance the residential character of the area while maintaining this roadway section as a
main east-west corridor.
DATA:
On February 8, 2011, the City Council directed staff to implement interim measures to
address the traffic safety concerns raised by residents on La Costa A venue. In response,
staff has installed:
1. Speed feedback signs to reduce vehicle speeds through the neighborhood.
2. Traffic warning signs in advance of residential driveways.
The City Council also directed staff to develop an interim striping plan for La Costa
Avenue between El Camino Real and Rancho Santa Fe Road. The proposed interim
striping plan will be reviewed as part of the public outreach program for the La Costa
A venue Improvement Plan. Staff will subsequently submit the interim striping plan for
review by the Traffic Safety Commission before taking it to City Council for approval.
