Recommended Action
Adopt resolutions appointing three members to the Arts Commission.
Executive Summary
The City Council is being asked to appoint three members to the Arts Commission, which
advises the City Council on arts and culture related matters and implementation of the arts
element of the Carlsbad General Plan.
The commission consists of seven members appointed by the Mayor and confirmed by the City
Council. Members must be residents of Carlsbad and normally serve four-year terms, unless
appointed to fill an unexpired term.
Explanation & Analysis
Commissioner Lauren Barker was appointed to the Arts Commission in April 2016, to fill the
expired term of Commissioner Sibylla Voll for a term ending in March 2020. Commissioner
Barker was reappointed in April 2020 with a term ending in March 2024. There is currently a
scheduled vacancy on the Arts Commission for a term ending in March 2028. Commissioner
Barker is not eligible for reappointment.
Commissioner Gita Nassiri was appointed to the Arts Commission in April 2020, to fill the
expired term of Commissioner Joan Markovits with a term ending in March 2024. There is
currently a scheduled vacancy on the Arts Commission for a term ending in March 2028.
Commissioner Nassiri is eligible for and seeking reappointment.
Commissioner Nora George was appointed to the Arts Commission in August 2021, to fill the
unexpired term of Commissioner Michaela Chamberlain for a term ending in March 2024.
There is currently a scheduled vacancy on the Arts Commission for a term ending in March
2028. Commissioner George is eligible for and seeking reappointment.

The City Clerk’s Office received six applications from residents wishing to serve on the Arts
Commission. In keeping with City Council Policy No. 88, the Mayor has chosen the following
three applicants to advance in the process and interview with the full City Council:
• Michelle Breyer – District 2
• Nora George – District 3 – seeking reappointment
• Gita Nassiri – District 3 – seeking reappointment
Exhibit 2 contains the applications of the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Arts Commission are subject to the provisions of California’s Political Reform
Act of 1974 and must file statements of economic interest each year and complete two hours of
ethics training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of three members to the Arts Commission, the City Clerk’s Office
will update the commission roster and coordinate the oaths of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

Here is my letter to be given to the Mayor and City Council prior to the March meeting.
Dear Mayor Blackburn and esteemed City Council Members,
My name is Michelle Breyer and I am honored to be a finalist for the Carlsbad Arts Council position. I have been an
active member of Carlsbad since moving here in 1986 and absolutely love our community and all that it has to offer.
just retired in January and am looking to volunteer my time, experience, and expertise. I am organized, dependable, and
a very hard worker. I get along well with others and have learned to be diplomatic yet assertive through my many years
of teaching Middle School.
I began my career at La Costa Meadows Elementary where I taught 3rd and 6th grade. During the 4 years I was home
with babies I wrote multiple thematic units or instructional books for educators which were then adopted by many
schools in our region. After having kids, I moved to San Marcos Middle School in 1998 and began an extensive and
comprehensive Studio Art program utilizing Art Appreciation and responses, Art and Cultural History, as well as teaching
skills in drawing, painting, printmaking, sculpture, collage, and metal tooling. I also began a class-based lnstagram
Account for families and other art teachers around the world. Upon retiring we had over 14,000 followers that I worked
with to help utilize the projects and steps demonstrated on our account. You can see the types of projects we did
@smms_studio_art. I have a degree in Sociology and Diversified Liberal Arts from UCLA, a Multiple Subject, Art,
Language Arts, and History teaching credential, as well as a Masters in Education for Curriculum and Instruction
Over the years I have volunteered and worked with programs in different capacities. For several years I worked with
Tonya Rodzach to put together the Family Arts Carnival section of ArtSplash. We developed the activities, organized and
gathered all supplies, organized the student volunteers from multiple schools, set-up, and cleaned-up. We worked with
the ArtSplash committee and enjoyed this community event tremendously. For several years, while my kids were at
Kelly School, I acted as the Arts in Education liaison to attend the monthly meetings and report back to the campus to
help implement the activities, resources, and events. More recently, I have volunteered at Leo Carrillo Ranch for the Dia
De Los Muertos celebrations. I have lent decorations, dressed up, and helped others with costumes and make-up for
the event. Last year I painted a thematic banner to donate to the venue to use year after year. I currently plan to
become a regular volunteer at the Ranch and enjoy other opportunities they offer.
I do not enter this position with any personal agenda other than to help the city fulfill its vision of promoting the Arts for
all of our community members. I hope that together we can make some wonderful things happen for our great city!

Council reappointment to Arts Commission
Thank you fo r your consideration to reappoint me to the Arts Commission. We are in the initial stages of several ve ry
exciting, high profile projects, such as the Chestnut underpass and Veteran's Park, and I would be honored to continue
to work on them. I will not be able to attend the March 19th council meeting as I will be in LA visiting some art
museums with my daughter during her spring break from university. However, I am happy to answer any questions you
may have about my qualifications or activities on the Art Commission via phone or email. Meanwhile, I encourage you to
stop by the Cannon Gallery to check out the Rock and Roll Hall of Fame's collection from Baron Wolman, former Rolling
Stone Magazine photographer -it is excellent and last weekend's reception was a HUGE success .. kudos to all our staff!

Mayor Blackburn and City Council members:
Thank you for considering my application for appointment to the Arts Commission . I have had the pleasure and privilege
of serving on the Arts Commission for the past four years. During this time, in addition to attending the regular
Commission meetings, I have had the opportunity to serve on the Growth Management Committee and the selection
panel for the public art at Fire Station 2. During the Covid pandemic, I observed the City and the cultural arts staff
recognize the importance of arts and entertainment during a challenging time, and effectively provide arts and
entertainment to the community despite the constraints.
If selected, I look forward to providing my perspective and input on the importance of the arts and culture in
Carlsbad. Arts and entertainment not only bring the community together, but they also attract tourism and benefit the
City economically. My family and I look forward to attending the TGlf concerts in the summer, as well as enjoying
other events and programs offered by the cultural arts office, including the Village Arts Association art display
collaborations, the events at the Schulman Auditorium, the public arts displays, and the exhibits at the Cannon
Gallery. Thank you for increasing the number of TGIF concerts for 2024!
