CALL TO ORDER: 4:01 p.m.
ROLL CALL: Sheffler, DeForest, McBride, Moran.
Absent: Schatt.
ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
INVOCATION: None.

PLEDGE OF ALLEGIANCE: Trustee McBride led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the regular meeting held Oct. 25, 2023 .
ACTION: Minutes of the Regular Meeting held Oct. 25, 2023 were approved.

PRESENTATIONS: None.
PUBLIC COMMENT:
Christine Dicken commented on a program she would like sponsored by the Carlsbad City Library.
Ms. Dicken requested an agenda item be added to the next meeting for library &dministration to
report on the library's program proposal process. Also, inquired if there is a plan to use the Friends
of the Carlsbad Library money more aggressively.

DEPARTMENTAL REPORTS:
1. LIBRARY REPORTS FOR OCTOBER, NOVEMBER, AND DECEMBER 2023-Receive the Narrative
Reports and Statistical Reports for October, November, and December 2023. (Staff con.tact:
Sheila Crosby and Katie Nye, Library & Cultural Arts)
Recommendation: Receive the reports.
The board received the reports.
2. QUARTERLY TECHNOLOGY REPORT -Receive the Quarterly Technology Report. (Staff
contact: Sheila Crosby, Library & Cultural Arts)
Recommendation: Receive the report.

3. FISCAL YEAR 2022-23 BUDGET POLICIES AND TIMELINES -Receive the FY 2024-25 budget
policies and timelines report. {Staff contact: Fiona Everett, Library & Cultural Arts)
Recommendation: Receive the FY 2024-25 budget policies and timelines report.
The board received the report.
Vice Chair Sheffler inquired as to when the library board will receive the final budget. Director
Smithson responded the board will receive a budget update in April and board concurrence
takes place in May.
4. SEMI-ANNUAL DONATION REPORT -Receive the semi-annual donation report for the first
six months of FY 2023-24. {Staff contact: Debbie Jo McCool, Library & Cultural Arts)
Recommendation: Receive the semi-annual donation report.
The board received the report.
5. NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT -Receive a report from the
North Sari Diego County Genealogical Society. {Staff contact: Sheila Crosby, Library & Cultural
Arts)
Recommendation: Receive the report.
The board received the report.
Representative Genean Dunn reported the so~iety did not have any programs during the
month of December but did have their first in person holiday party since 2019; installation
of new officers; upcoming programs; memoir writing class that meets for 10 weeks at the
Georgina Cole Library; spring seminar "Treasure from the Attic, How My Search Began"; and
the society is sponsoring a field trip to the Salt Lake City Family History Library in April.
Trustee Moran commented on how well represented the genealogy programs are in the
patron comments.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS
ACTION: Minute Motion by Trustee DeForest, seconded by Trustee Sheffler to add a future
agenda item reviewing the library's program approval process.
Motion passed, 3/1/1 (Trustee Moran -No, Trustee Schatt -Absent).

Trustee McBride shared her enthusiasm for the 2024 Carlsbad Reads Together book selection
"The Maid" and the process staff used in choosing books with input from the community.
Trustee Moran reported the Carlsbad Library and Arts Foundation is in sound financial health;
the foundation will be supporting upcoming library events; a future speaker series; and the
foundations appreciation for the board's attendance at the recent holiday celebration.
DIRECTORS COMMENTS: Library & Cultural Arts Director Suzanne Smithson commented on the
following:
• 2024 Carlsbad Reads Together information shared noting that the in-person author event
with Nita Prose will be held on April 18
• Winter Reading Program
• TGIF 2024 will return to nine concerts
• Fleet Science Center three month workshop partnership beginning
• William D. Cannon Art Gallery exhibit "Rock & Roll Hall of Fame: Images of an Era" is now
open with a reception on Feb. 24
• Library Board of Trustees planned vacancies
• Friends of the Carlsbad Library sales are returning to pre-pandemic levels and book
donations are increasing. The Friends are donating $15,000 in support of Carlsbad Reads
Together this year.
