EXECUTIVE SUMMARY
Pramira Inc. has prepared this noise study compliance report for General Dynamics/ AT&T
regarding site FA 10090933. The site address is 1966 Olivenhain Road, Carlsbad, California
92009. This project proposes the installation of a backup 30kw diesel generator at an existing
AT&T wireless facility. The purpose of this report is to determine whether the proposed equipment
is in compliance with City of Carlsbad municipal noise limits on sound emitted from the operation
of the installed equipment.
These results are based on construction drawings dated May I 5, 2023 as provided to Pramira Inc.
Any changes to the equipment configuration or other material aspects of the site design may
change the noise emission levels and therefore may change the compliance outcomes in this report.
STATEMENT OF COMPLIANCE AND NOISE ANALYSIS
After calculations and assuming complete accuracy and repeatability with respect to the equipment
manufactures' published specifications, the proposed equipment configuration will not exceed the
City of Carlsbad noise limits of 65 dBA for Office (0) land use.
The City of Carlsbad prescribes its noise standards in the Carlsbad Municipal Code and its Noise
Guidelines Manual. 1 The noise guidelines identify standards for aUowable noise exposure for
outdoor areas in the table below.2

The proposed site is within Office zoning area (0),3 and therefore the allowable noise exposure
for outdoor areas will be 65 dBA. Based on acoustic analysis and modeling using the equipment
manufactures' specifications, the proposed installation complies with The City of Carlsbad noise
limits.

Decibels (dB)
A decibel expresses a logarithmic ratio between a given value and a reference value. In the case of
dB sound pressure level (SPL), the reference value is 20 micro Pascals, the threshold of human
hearing. Although noise levels can vary depending on environmental conditions, representative

Most municipalities specify Sound Pressure Level (SPL) in units dBA. With respect to this
methodology, dBA is defined as a Sound Pressure Level measurement expressed in decibels
relative to 20 micro Pascal with an "A weighted" filter applied. An A weighted filter is designed
to emulate a person's sensitivity to sound pressure at a given frequency, therefore yielding better
correlation between measurement and human perception.

Sound Divergence
Single source SPL will decay in a free-field according to the inverse square law that states for
every doubling of the distance from the sound source, a 6dB loss will incur. When the sound
pressure level LI, at distance RI from a point source is known, the sound-pressure level L2 at
another distance R2 is calculated by the following equation:
L2 = Ll -20log(R2/RI) 4
Example: If a noise source is 80 dBA at I-meter distance, the level will be 74dB at 2 meters and
68dB at 4 meters distance from the source.
Summing Multiple Sound Sources
After the SPL of each individual source is calculated based on the listening position, the total SPL
of multiple incoherent sound sources in a free-field is calculated by the following equation:

Transmission Loss
Transmission Loss (TL) is the loss as sound passes through a barrier. In particular, TL can be
defined as the difference between SPL on the source side of the barrier and the receiver side of the
barrier and is express in the equation below:

Absorption Coefficient
Physical materials and barriers have absorption coefficients which describes the extent to which
sound is attenuated when passing through the material. It is important to note the absorption
coefficients (n) are based on a linear scale and TL values are based on a logarithmic scale. To unify
both scales we define -r as the transmission coefficient, the amount of sound that passes through a
material where -r = 1 ~ a. We relate -r to TL in the following equation:

Measurement Period
There are various methods for acquiring sound measurements over a period of time. For the
purposes of this methodology a linear time average or Leq is used in accordance with most
municipalities. Leq is the equivalent continuous sound level in decibels, equivalent to the total
sound energy measured over a stated period of time. LAeq is a linear time averaged measurement
with an A weighted filter applied to the spectrum of the measurement.
