DATE: November 12, 2021 SUBJECT: Marja Acres Residential Master Water Meters and Private Domestic Water System Sizing Background The Marja Acres project is located in the north-central portion of the City of Carlsbad. It is situated along El Camino Real to the southeast of Kelly Drive. The majority of the proposed 24 acre development will consist of 248 townhome residential units spread amongst several clusters where a master water meter is proposed for each cluster. The 17 different clusters vary from containing six units up to 34 units. This was achieved by calculating the typical number of WFUs for the townhome residential units. Using Chart A- 103.1(1) in the 2019 California Plumbing Code, a flow rate in gpm can be calculated from the WFUs. Using the City of Carlsbad's meter capacity ranges, a meter size and type can be determined from the flow rates in gpm. The WFU tabulation, Chart A-103.1(1) in the 2019 California Plumbing Code, and the City of Carlsbad meter flow rate range are all attached to this memorandum. The breakdown for each townhome cluster is summarized in Table 1 below. The City primarily follows the AWWA standards for Cold Water Meters. As mentioned earlier, an e- mail correspondence stating this requirement from the City of Carlsbad is attached to this memorandum. The size for the master meters for the Marja Acres townhome clusters shall be either 1.5- inch positive displacement, 1.5-inch turbo, or 2-inch turbo depending on demand and unit quantities. Typical available pressures at the public water meter connections are expected to range between 60 psi and 70 psi. These 1.5-inch or 2-inch meter sizes are required based on a single meter supplying a respective townhome cluster. If a townhome cluster's private water system consists of a "looped" system with two meter connections then two smaller size meters could be utilized in lieu of the single larger meter. This two meter setup for a townhome cluster is not analyzed within this memorandum. Private Domestic Water System giziri Using the WFUs and flow rates for each townhome cluster as shown in Table 1, a worst case scenario was analyzed for the 2-inch meter and 1.5-inch meter clusters in regard to domestic demand onsite. The highest calculated domestic water demand for a 2-inch meter and 1.5- inch meter cluster respectively were inputted at the furthest distance from the public connection. This was done along the townhome cluster's main water distribution line and, to be conservative in the analysis, the entire flow was calculated across the entire piping length. Hydraulic calculations are attached to this memorandum confirming that a 6-inch diameter main cluster distribution water line can provide adequate service to the 2-inch meter clusters and 4-inch diameter main cluster distribution water line can provide adequate service to the 1.5-inch meter clusters. Residual pressure under maximum domestic demands is greater than 45 psi at the furthest unit's connection. Jesse Kleist November 12, 2021 Page 4 It is recommended to oversize the individual unit's supply laterals due to the low expected working pressures (45 to 50 psi) within the private water systems throughout the Marja Acres site.
