Receive a report from the Chief of Police regarding recent events in the City of Carlsbad.

This action has no fiscal impact.

This action does not require environmental review because it does not constitute a project within
the meaning of the California Environmental Quality Act under California Public Resources Code
Section 21065 in that it has no potential to cause either a direct physical change in the

promoted within the P.D:

•Corporals – Elson Molina and Joshua Gilworth
•Dispatch Supervisor – Caitlyn Smith ( City of

SB54 and recent Panga Boat
•On Saturday April 13th, at approximately
10:35a.m, a boat came on shore (Carlsbad Village
Drive/Ocean St).
•Occupants of boat were seen by
witnesses running toward vehicles on
Ocean St.
•Limitation on Immigration Enforcement

•Officer Mike McKinney was attacked without
provocation or warning
•Suspect currently in custody on Attempted Murder
of a Police Officer & Committing a Felony while on
Bond
•Although suffering from a severe head injury,
Officer responded immediately
