An application for construction permit(s) has been submitted in your name listing you as the owner-builder of the

The City of Carlsbad ("City") is providing you with this Owner-Build er Acknowledgment and Verification form
to inform you of the responsibilities and the possible risks associated with typical construction activities issued
in your name as the Owner-Builder.
The City will not issue a construction permit until you have read and initialed your understanding of each
provision in the Property Owner Acknowledgment section below and sign the form. An agent of the owner
cannot execute this notice unless you, the property owner, complete the Owner's Authorized Agent form and
it is accepted by the City of Carlsbad.
INSTRUCTIONS: Please rea d and initial each statement below to acknowledge your understanding and
verification of this information by signature at the bottom of the form. These are very important construction
related acknowledgments designed to inform the property owner of his/her obligations related to the requested
permit activities.
I. .#t«/i understand a frequent practice of unlicensed contractors is to have the property owner obtain an "Owner•
Builder" building permit that erroneously implies that t he property owner is providing his or her own labor and
material personally. I, as an Owner-Builder, may be held liabl e and subject to serious financial risk for any injuries
sustained by an unlicensed contractor and his or her employees while working on my property. My homeowner's
insurance may not provide coverage for those injuries. I am willfully acting as an Owner-Builder and am aware of
the limits of my insurance coverage for injuries to workers on my property.
II. /2~nderstand building permits are not required to be signed by property owners unless they are responsible
for the construction and are not hiring a licensed contractor to assume this responsibility.
Ill. ~understand as an "Owner-Bui lder" I am the responsible party of record on the permit. I understand that I
may protect myself from potential financia l risk by hi ring a licensed contractor and having the permit filed in his
or her name instead of my own.
IV. ('.:7Wunderstand contractors are required by law to be licensed and bonded in California and to list their license
numbers on permits and contracts.
V. /2Wi understand if I employ or otherwise engage any persons, other than California li censed contractors, and
the total value of my construction is at least five hundred dollars ($500), including labor and materials, I may be
considered an "employer" under state and federal law.

VI. ~ understand if I am considered an "employer" under state and federal law, I must register with the state
and federal government, withhold payroll taxes, provide workers' compensation disability insurance, and
contribute to unemployment compensation for each "employee." I also understand my failure to abide by these
laws may subject me to serious financial risk.
VII. ~I understand under California Contractors' State License Law, an Owner-Builder who builds single-family
residential structures cannot legally build them with the intent to offer them for sale, unless all work is performed
by licensed subcontractors and the number of structures does not exceed four within any calendar yea r, or all of
the work is performed under contract with a licensed general building contractor.
VIII. #Wiunderstand as an Owner-Builder if I sel l the property for which this permit is issued, I may be held liable
for any financial or personal injuries sustained by any subsequent owner(s) which result from any latent
construction defects in the workmanship or materials.

Revenue Service, the United States Small Business Administration, the Cal ifornia Department of Benefit
Payments, and the California Division of Industrial Accidents. I also understand I may contact the California
Contractors' State License Board (CSLB) at 1-800-321-CSLB (275 2) or www.cslb.ca.gov for more information
about licensed contractors.

Licensed contractors are regulated by laws designed to protect the public. If you contract with someone who
does not have a license, the Contractor's State License Board may be unable to assist you with any financial loss
you may sustain as a result of a complaint. Your only remedy against unlicensed Contractors may be in civil court.
It is also important for you to understand that if an unlicensed Contractor or employee of that individual or firm
is inj ured while working on your property, you may be held liable for damages. If you obtain a permit as Owner-
Builder and wish to hire contractors, you will be responsible for verifying whether or not those contractors are
properly licensed and the status of their workers' compensation coverage.

Specifications
1. All work shall conform to the 2019 Edition of the California Building Code and the
Standards of the City of Carlsbad.
2. Contractor shall be responsible for all temporary shoring, making field measurements
before fabrication. Contractor shall check and verify all dimensions prior to construction.
3. All work shall be done in a safe and workmanlike manner and shall comply with the •
rules and regulations of Cal-OSHA,
4. New lumber shall be No.1 Douglas fir.
5. Plywood shall be exterior grade CC.
6. Timber connectors shall be Simpson, hot dipped Galvanized 2 ounces per square foot,
or stainless steel.
7. Bolts and Screws shall be hot dipped galvanized or stainless steel.
8. Galvanized flashings arround all connections.
9. Portland cement shall conform to ASTM C150 and shall be Type V, sulfate resistant.
10. Concrete shall be 6 sacks per cubic yard, with a minimum strength of 4500 psi at 28
days. Water cement ratio shall be 0.45 or less.
11. Reinforcing steel shall be deformed bars per ASTM A6 l 5, Grade 60.
12. All reinforcing steel, anchor bolts and other inserts shall be secured in position and
inspected by City Inspector prior to pourinf concrete. Lap all bars 40 diameters.
13. Provide concrete chairs in grade beams, footings and floors to secure reinforcing steel
in place.
14. Contractor shall notify inspector prior to starting excavation or grading work.
15. Extend al excavations for footings below natural grade as shown in the Structural
Plans.
16. All Excavations for footings must be inspected and approved by inspector prior to

2.0 USES
Hardy Framee Panel, Hardy Framee Brace Frame,
Hardy Frame® Post, Hardy Frame® Bearing Plate, and
Hardy Frame• Saddle are steel components intended to
resist vertical (gravity) loads and horizontal in-plane or
out-of-plane wind or earthquake loads in wood-framed or
cold-formed steel (CFS) light-framec;t construction. The
panels, frames and components are an alternative type of
construction to conventional wood frame and CFS frame
construction, pennitted in Chapters 22 and 23 of the IBC
and Chapter 6 of the IRC. The panels, frames and
components are limited to use within light-framed wood or
CFS construction complying with the code. Installations
indude concrete or masonry foundations, raised or upper
wood floors, and portal frames. The Hardy Frame• Panels
. and Brace Frames may be used under the IRC when either

3.0 DESCRIPTION
3.1 Hardy Frame• Panel and Hardy Frame• Brace
Frame:
3.1.1 General: The Hardy Fram_. Panel and Hardy
Frame• Brace Frame are prefabricated vertical and
lateral force-resisting products for use in wood and CFS
light-frame construction. Both product types are designed to
resist in-plane and out-of-plane lateral wind or earthquake
loading while supporting vertical gravity loads. When used
within a seismic force-resisting system (SFRS) defined as
Item A.16 in Table 12.2-1 of ASCE/SEI 7-16 and ASCE/SEI
7-10 (Item A.13 in Table 12.2-1 of ASCE/SEI 7-05), the
Panel and Braced Frame Assemblies, induding the anchor
bolts, are identified as being the designated energy
dissipating mechanism (DEDM). The anchorage into the
concrete foundation, connection to the top track and cold-
formed steel top track (collector) are Capacity Protected
Components. See Figure 3 Detail 2/P-BF. The Hardy
Frame•Panel is a one-piece, CFS, C-shaped panel that is
enclosed at the top and bottom with CFS channels as
described in the approved quality documentation. The
Hardy Frame• Panel in Balloon Watt applications consists
of two Panels that are stacked in a continuous one piece,
shop-welded assembly at the top to bottom channel
interface. The Hardy Frame•Brace Frame is a rectangular
CFS frame with a single diagonal member and CFS vertical
studs spaced at 16 inches (406 mm) on center as described
in the approved quality documentation.
3.1.2 Hardy Framee Panel and Brace Frame HFX and
HFXJS Series: The Hardy Frame•HFX series is intended
for single or multi-story wood frame construction with net
heights that are typically equal to standard wood stud
heights, except for the 9 inch (229 mm) Panel width, which
is usually 1 ½ inch (38 mm) greater than a standard wood
stud height. The HFX series may be installed in a
cantilevered condition over concrete, or masonry
foundations, raised wood floors, wood, or steel beams, and
may be stacked up to two stories when the lower story is
placed on a rigid base, such as a concrete foundation.
However, when similarly installed using a HFX series panel
that has been fabricated with identical conditions at both the
top and bottom of the panel, the panel may be installed in a
fixed-fixed condition (moment resistance at top and bottom

Specifications
1. All work shall conform to the 2019 Edition of the California Buildihg Code and the
Standards of the City of Carlsbad.
2. Contractor shall be responsible for all temporary shoring, making field measurements
before fabrication. Contractor shall check and verify all dimensions prior to construction.
3. All work shall be done in a safe and workmanlike manner and shall comply with the·
rules and regulations of Cal-OSHA,
4. New lumber shall be No. l Douglas fir.
5. Plywood shall be exterior grade CC.
6. Timber connectors shall be Simpson, hot dipped Galvanized 2 ounces per square foot,
or stainless steel.
7. Bolts and Screws shall be hot dipped galvanized or stainless steel.
8. Galvanized flashings arround all connections.
9. Portland cement shall conform to ASTM Cl50 and shall be Type V, sulfate resistant.
10. Concrete shall be 6 sacks per cubic yard, with a minimum strength of 4500 psi at 28
days. Water cement ratio shall be 0.45 or less.
11. Reinforcing steel shall be deformed bars per ASTM A615, Grade 60.
12. All reinforcing steel, anchor bolts and other inserts shall be secured in position and
inspected by City Inspector prior to pouring concrete. Lap all bars 40 diameters.
13. Provide concrete chairs in grade beams, footings and floors to secure reinforcing steel
in place.
14. Contractor shall notify inspector prior to starting excavation or grading Y{Ork.
15. Extend al excavations for footings below natural grade as shown in the Structural
Plans.
16. All Excavations for footings must be inspected and approved by inspector prior to
pouring concrete.
17. Sill plates shall be 8" minimum above grade.

CONTROL DEVICES TO WORKING ORDER TO THE SATISFACTION
OF THE CITY INSPECTOR AFTER EACH RUN-OFF PRODUCING
RAINFALL.
3. THE OWNER/CONTRACTOR SHALL INSTALL ADDITIONAL EROSION
CONTROL MEASURES AS MAY BE REQUIRED BY THE CITY
INSPECTOR DUE TO INCOMPLETE GRADING OPERATIONS OR
UNFORESEEN CIRCUMSTANCES WHICH MAY ARISE.
4. ALL REMOVABLE PROTECTIVE DEVICES SHALL BE IN PLACE
AT THE END OF EACH WORKING DAY WHEN THE FIVE (5)
DAY RAIN PROBABILITY FORECAST EXCEEDS FORTY PE CENT
( 40%). SILT AND OTHER DEBRIS SHALL BE REMOVED AFTER
EACH RAINFALL.
5. ALL GRAVEL BAGS SHALL CONTAIN 3/4 INCH MINIMUM
AGGREGATE.
6. ADEQUATE EROSION AND SEDIMENT CONTROL AND PERIMETER
PROTECTION BEST MANAGEMENT PRACTICE MEASURES MUST
BE INSTALLED AND MAINTAINED.
7. THE CITY INSPECTOR SHALL HAVE THE AUTHORITY TO ALTER
THIS PLAN DURING OR BEFORE CONSTRUCTION AS NEEDED
TO ENSURE COMPLIANCE WITH CITY STORM WATER QUALITY
REGULATIONS.
