This memorandum provides information related to the fluoride in the water for the Carlsbad
Municipal Water District (CMWD) in response to a recent customer inquiry.
Background
The CMWD purchases 100% of its treated drinking water from the San Diego County Water
Authority (SDCWA). This drinking water is treated by the Metropolitan Water District of Southern
California (MWD) at its Skinner Treatment Plant in Riverside County and by the SDCWA.
The water then flows to the SDCWA's Twin Oaks treatment plant in San Diego County where it is
blended with desalinated water from the Carlsbad Desalination Plant before it enters the CMWD
potable water distribution system.
Discussion
Fluoride is a naturally occurring mineral found in surface water, as well as groundwater, at levels
that range from 0.1 to 0.4 parts per million. Fluoride levels in treated water that the CMWD
purchases from the SDCWA have been adjusted by the MWD and the SDCWA to the optimal
range for dental health of 0.7 to 0.8 parts per million in accordance with recommendations from
the California Department of Public Health and the U.S. Centers for Disease Control and
Prevention.
The CMWD does not add fluoride and has no control over the addition of fluoride to the treated
water that it purchases. All agencies that take treated water from the SDCWA receive optimized
fluoride. The CMWD's drinking water meets or surpasses all state and federal requirements.
California Assembly Bill 733, signed into law by Governor Pete Wilson in 1995, authorized the
California Department of Health Services to adopt regulations that require water suppliers with
10,000 or more service connections or customers to fluoridate the water in their public water
