EAST, STE. 220 CARLSBAD, CA 92010 City of Carlsbad APR 11 2024 Planning Division Ccicyof Carlsbad SUBJECT: PRE 2024-0021 (DEV2024-0003) - PRELIMINARY HOUSING DEVELOPMENT (SB-330) PRE-APPLICATION -CARLSBAD BLVD BEACH HOMES APN: 210-062-09-00 Dear Mr. Moeller, The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre­ application for the CARLSBAD BLVD BEACH HOMES project, application no. PRE 2024-0021, submitted on March 26, 2024. The CARLSBAD BLVD BEACH HOMES project consists of two (2) three-story condominium units approximately 35-feet in height. The parcel is currently an undeveloped vacant lot located off Carlsbad Boulevard. A total of 8 vehicular parking spaces are proposed through a combination of visitor and private garage parking. The CARLSBAD BLVD BEACH HOMES project qualifies as a housing development project pursuant to paragraph (2) of subdivision (h) of Section 65589.5 of the Government Code. City staff has determined the items submitted with the subject SB-330 preliminary housing development pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary application is therefore "deemed submitted" as of March 26, 2024. As such, pursuant to Government Code Section 65589.5, the CARLSBAD BLVD BEACH HOMES project shall be subject only to the ordinances, policies, and standards adopted and in effect as of March 26, 2024. Pursuant to Government Code Section 65941.1, the city looks forward to the submittal of the development application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days from the "deemed submitted" preliminary application date of March 26, 2024, or no later than September 22, 2024.
