This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2019 CBC, which adopts the 2018 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2018 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.
GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR
new complete sets of plans. For expeditious processing, corrected sets can be
submitted in one of two ways:
a) Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA
92008, (760) 602-2700. The City will route the plans to lnterwest and the
Carlsbad Planning, Engineering and Fire Departments.
b) Bring IY:KJ.. corrected set of plans and calculations/reports to lnterwest,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-
1468. Deliver all remaining sets of plans and calculations/reports directly
to the City of Carlsbad Building Department for routing to their Planning,
Engineering and Fire Departments.
NOTE: Plans that are submitted directly to lnterwest only will not be
reviewed by the City Planning, Engineering and Fire Departments until
review by lnterwest is complete.
2. Plans may be submitted in electronic format, subject to the jurisdiction's
approval. If so, they must have restrictions removed from the security settings.
Electronic plans with restrictions to markups, printing, or stamping will not be
approved.
Electronic plans must be submitted back to the jurisdiction's building
department and will then be routed to lnterwest. ONLY submit FULL complete
and combined sets of plans, uploading multiple single sheets will not be
allowed. Make sure all plans and ca lc packages, spec. reports, etc. are labeled
clearly and can be read what they are and WHAT SUBMITTAL they go with.
DO NOT SEND documents directly to lnterwest as they will not be accepted.
3. Provide item-by-item responses on an 8-1/2-inch by 11-inch sheet(s) clearly
and specifically indicating where and how each correction item has been
addressed (vague responses, such as "Done" or "See plans," are
unacceptable).
PLANS
4. The Building Code Data Legend stipulates the building is a Type Ill, but also a
Type VB. Please advise on what the building type is for the project.
SITE PLAN
5. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in CBC Section 714."
FIRE BARRIERS
6. A 1-Hr fire barrier is required between tenant spaces. CBC 402.4.2.1. Please
confirm that the existing wall between spaces complies.
EXITS
7. The plans shall designate the number of occupants to be accommodated on
every floor, and in all rooms and spaces. Section 107.2.3.
8. Please provide an exit analysis plan (may be 8½" x 11" or any convenient
size). Show in this analysis the occupant load of each area, the general exit
flow patterns (using arrows), accumulated occupant loads and required exit
widths. Section 107.2.3.
9. Exits should have a minimum separation of one-half the maximum overall
diagonal dimension of the building or area served. Section 1007.1.1 . Where a
building is equipped throughout with an automatic sprinkler system , the
separation distance may be reduced to one-third of the diagonal.
10. Note on the plans: "All egress doors shall be readily openable from the egress
side without the use of a key or special knowledge or effort." Section 1010.1.9.
In lieu of the above, in a Group B, F, Mor S occupancies (or places of religious
assembly or Group A occupancies having an occupant load of 300 or less), you
may note on the plans "Provide a sign on or near the exit door, read ing THIS
DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED." This
signage is only allowed at the main exit. Section 1010.1.9.4.
EXIT SIGNS/ILLUMINATION
11 . Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1013.1 .
12. Show that the means of egress path will be lighted with at least one-foot candle
at floor level. Section 1008.
13. Show separate sources of power may be required for exit illumination. Review
Section 1008.3.
FIRE EXTINGUISHING
14. Specify on the plans that portable fire extinguishers will be installed in the
building in accordance with Section 906.
MISCELLANEOUS LIFE/SAFETY
15. Please provide notes on the plans to show the suspended ceilings in Seismic
Design Categories D, E & F comply with ASCE 7-16 Section 13.5.6.2.2 as
follows:
a. The width of the perimeter supporting closure angle or channel shall be
not less than 2.0 in. unless qualified perimeter supporting clips are
used .
b. Closure angles or channels shall be screwed or otherwise positively
attached to wall studs or other supporting structures. Perimeter
supporting clips shall be qualified in accordance with approved test
criteria per Section 13.2.5.
c. Perimeter supporting clips shall be attached to supporting closure angle
or channel with a minimum of two screws per clip and shall be installed
around the entire ceiling perimeter.
d. In each orthogonal horizontal direction, one end of the ceiling grid shall
be attached to the closure angle, channel, or perimeter supporting
clip. The other end of the ceiling gird in each horizontal direction shall
have a minimum 0.75-in clearance from the wall and shall rest upon and
be free to slide on a closure angle, channel, or perimeter supporting
clip.
e. Ceiling areas over 2500 ft.2 must have seismic separation joints or full
height partitions.
f. Ceilings without rigid bracing must have 2" oversize trim rings for
sprinklers and other ceiling penetrations.
DISABLED ACCESS REVIEW LIST
DEPARTMENT OF STATE ARCHITECT-TITLE 24
The following disabled access items are taken from the 2019 edition of California
Building Code, Title 24. Per Section 1.9.1, all publicly and privately funded public
accommodations and commercial facilities shall be accessible to persons with
disabilities.
REMODELS, ADDITIONS AND REPAIRS
16. When alterations, structural repairs or additions are made to an existing building,
that building, or portion of the building affected, is required to comply with all of
the following requirements, per Section 11 B-202.4:
• The area of specific alteration, repair or addition must comply as "new"
construction.
• A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
• The path of travel shall include the existing parking .
• Existing toilet and bathing facilities that serve the remodeled area must be
shown to comply with all accessibility features.
• Existing drinking fountains (if any) must be shown to comply with all
accessibility features.
• Existing public telephones (if any) must be shown to comply with all
accessibility features.
• Existing signage.
a) Exceptions:
i) When the adjusted construction cost is less than the current
valuation threshold (currently $170,466), the cost of compliance
shall be limited to 20% of the adjusted construction cost. Section
11 B-202.4, Exception 8. If this exception is chosen, please provide
documentation to show how the money will be spent. Priority
should be given to those elements that will provide the greatest
access. The order of priority shown below should be followed :
• An accessible entrance.
• An accessible route to the altered area.
• At least one accessible restroom for each sex.
• Accessible telephones.
• Accessible drinking fountains.
• When possible, additional accessible elements such as parking,
storage, and alarms.
ii) When the adjusted construction cost exceeds the current valuation
threshold (currently $186,172), the enforcing agency may grant an
Unreasonable Hardship. If granted, compliance shall be provided
by equivalent facilitation or to the greatest extent possible without
creating an unreasonable hardship; but in no case shall the cost of
compliance be less than 20% of the adjusted construction cost.
The use of this exception requires that the Unreasonable
Hardship be ratified by the City Council or Board of
Supervisors. Section 11 B-202.4, Exception 8.
iii) For areas under the control of a single tenant, the obligation to
provide access may not be evaded by performing a series of small

an area has been altered without providing an accessible path of
travel to that area, and subsequent alterations of that area, or a

SANITARY FACILITIES
19. As per California Assembly Bill AB 1732 Section 1, Article 5: 118600:

identified as all-gender toilet facilities by signage that complies with Title
24 of the CA Code of Regulations and designated for use by no more
than one occupant at a time or for family or assisted use.
CONTROLS AND OPERA TING MECHANISMS
20. Note on the plans that controls and operating mechanisms shall comply with the
requirements of Section 11 B-309.
21 . The highest and lowest operable parts of all controls, dispensers, receptacles,
and other operable equipment shall be placed within 48" of the floor but not lower
than 15" for forward approach (or within 54" but not lower than 9" if side
approached). Electrical and communication system receptacles on walls shall be
mounted no less than 15" above the floor. Section 11 B-308.
SIGNAGE
22. Per Section 1013.4, tactile exit signs shall be required at the following locations:
a) Each grade-level exit door. The tactile exit sign shall have the word ,
"EXIT."
23. Where permanent identification is provided for rooms and spaces, raised letters
shall also be provided and shall be accompanied by Braille. Section 11B-216.2.

Maximum 2,500 fpm) CMC 511.2.
b) Please provide a front section detail for the hood showing the relative
dimensioned locations for the hood, duct, ceiling, equipment and
overhead construction framing of the floor or ceiling detailing minimum
clearances. Be sure to describe the construction materials
(combustible, limited combustible or non-combustible) used adjacent to
the hood and duct. CMC 507.3.

2. Regarding required cleanouts for horizontal and vertical grease ducts, please
address the following items per CMC 510.3.3:

3. Fire-extinguishing equipment shall include both automatic fire-extinguishing
systems as primary protection and portable fire extinguishers as secondary

dishwashing machine. Shall be installed above equipment and dishwashers
that generate steam, heat, and products of combustion, and where grease or

b) Dishwashing machines with a self-contained condensing system listed in
accordance with UL 921 and installed in a space where the HVAC
system has been engineered to accommodate the latent and sensible
heat load emitted from such appliances as approved by the Authority
Having Jurisdiction. Such equipment shall be provided with an
interlocking device to prevent opening of the appliance prior to
completion of its cycle.
5. Listed dishwashing machines in accordance with UL921 for reduced emissions
do not require a hood. Please include documentation of compliance with UL921
or provide a hood to the dish washing room within the kitchen. CMC 508.1.1
6. For each walk-in cooler/freezer (separate calculations), please provide
calculations that show compliance with CMC 1104.2 "Refrigerant Concentration
Limit" for the worst-case concentration/area scenario (i.e. please see CMC
Table 1102.3 for allowable quantities).
7. Please show on mechanical plans the location/mounting details for walk-in
cooler/freezer evaporators/condensing units within the plans.
8. Please provide the location of stop valve on the refrigeration system containing
more than 6.6 pounds of refrigerant in compliance with CMC 1110.1.
9. Provide specs for walking freezer/cooler on next submittal.

10. Provide on mechanical plans mounting details for MAU unit.
11 . Duct smoke detectors shall comply with UL 268A, shall be labeled by an
approved agency, approved and listed by California State Fire Marshal, and shall be
installed in accordance with the manufacturer's installation instructions. Where fire-
detection or alarm systems are provided for the building , the smoke detectors shall be
supervised by such systems in an approved manner and installed in accordance with
NFPA 72 and the California Building and Fire Codes. Please provide UL compliance
on plans. CMC 608.1
12. On proposed mechanical plans, please provide duct type, material, R-value.
13. Appliances shall be located with respect to building construction and other
equipment so as to permit access to the appliance. Sufficient clearance shall
be maintained to permit cleaning of heating surfaces; the replacement of filters,
blowers, motors, burners, controls, and vent connections; the lubrication of
moving parts where necessary; the adjustment and cleaning of burners and
pilots; and the proper functioning of explosion vents, where provided . Provide
access to services FC and MAU and access dimensions on plans. CMC 304.1
14. Please provide fan coils details installation on plans showing condensate
overflow protection details on plans. Where an equipment or appliance is
installed in a space where damage can result from condensate overflow, other
than damage to replaceable lay-in ceiling tiles, a drain line shall be provided
and shall be drained in accordance with Section 310.1. An additional protection
method for condensate overflow shall be provided in accordance with one of
the following:
• A water level detecting device that will shut off the equipment or
appliance in the event the primary drain is blocked. CMC 310.2
• An additional watertight pan of corrosion-resistant material, with a
separate drain line, installed beneath the cooling coil, unit, or the
appliance to catch the overflow condensate due to a clogged primary
condensate drain.
15. Buildings of more than 15' in height shall have an inside means of access that
meets the design requirements of CMC 304.3.1.1. Please provide City approval
for use of an outside ladder is required.
16. Roof access ladders require landings at no greater a separation of 18',
measured from floor level. CMC 304.3.1.2
17. Exhaust duct with flammable vapors, fumes, or dusts shall terminate not less
than 30 feet from a property line, 10 feet from openings into the building, 6 feet
from exterior walls or roofs, 30 feet from combustible walls or openings into the
building that are in the direction of the exhaust discharge, and 10 feet above
adjoining grade. Please provide distance on roof plans accordingly. CMC
502.2.2
18. Provide location on mechanical plans for proposed gas water heater. Outdoor
combustion air shall be provided through opening(s) to the outdoors in
accordance with the methods in Section 701.6.1 or Section 701 .6.2. The
dimension of air openings shall be not less than 3 inches. [NFPA 54:9.3.3].
Please provide on plans combustion air and vent duct size, routing and

PLUMBING COMMENTS
PLUMBING (2019 CALIFORNIA PLUMBING CODE)
19. Proposed gas water heater shall comply with California Low Nox requirements.
Please provide on plans.
20. Please provide dishwashing machine specs on plans. Domestic dishwashing
machines shall comply with UL 749. Commercial dishwashing machines shall
comply with NSF 3 and UL 921. CPC 414.1
21 . Commercial dishwashing machines shall discharge indirectly through an air
break or direct connection. The indirect discharge for commercial dishwashing
machines shall be in accordance with Section 807 .1, and the direct discharge
shall be in accordance with Section 704.3. Please provide dishwashing
machine discharge connection on plans. CPC 414.3
22. The water supply connection to a commercial dishwashing machine shall be
protected by an air gap or a backflow prevention device in accordance with
Section 603.3.2, Section 603.3.5, Section 603.3.6, or that complies with ASSE
1004. Please provide details on plans. CPC 414.2
23. The grease interceptors should be sized based on the max DFUs allowed for
the pipe size connected to the inlet of the interceptor. Please provide
manufacturer specs for the existing grease interceptor. CPC 1014.2.6
24. Grease interceptors are required to be properly vented. Please provide a vent
to the grease interceptor within the floor plans. CPC 1009.4. Note: Per CPC
1014.3.5, it is highly recommended for grease interceptors to be equipped with
a sampling box.
25. Please show the trap primer connection to the floor drain(s) within the water
supply plan.
26. Trap primers are required to be used for all infrequent floor drains (i.e. trap
guards are not approved). Please correct the plans. CPC 1007.0
27. Floors shall slope to the floor drain locations. Please detail on the architectural
floor plans. CPC 418.5
28. Where drains are provided in walk-in coolers/freezers or in areas where room
