This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 2019 CBC, which adopts the 2018 IBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2018 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. GENERAL 1. Please make all corrections, as requested in the correction list. Submit FOUR new complete sets of plans. For expeditious processing, corrected sets can be submitted in one of two ways: a) Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to lnterwest and the Carlsbad Planning, Engineering and Fire Departments. b) Bring IY:KJ.. corrected set of plans and calculations/reports to lnterwest, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560- 1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to lnterwest only will not be reviewed by the City Planning, Engineering and Fire Departments until review by lnterwest is complete. 2. Plans may be submitted in electronic format, subject to the jurisdiction's approval. If so, they must have restrictions removed from the security settings. Electronic plans with restrictions to markups, printing, or stamping will not be approved. Electronic plans must be submitted back to the jurisdiction's building department and will then be routed to lnterwest. ONLY submit FULL complete and combined sets of plans, uploading multiple single sheets will not be allowed. Make sure all plans and ca lc packages, spec. reports, etc. are labeled clearly and can be read what they are and WHAT SUBMITTAL they go with. DO NOT SEND documents directly to lnterwest as they will not be accepted. 3. Provide item-by-item responses on an 8-1/2-inch by 11-inch sheet(s) clearly and specifically indicating where and how each correction item has been addressed (vague responses, such as "Done" or "See plans," are unacceptable). PLANS 4. The Building Code Data Legend stipulates the building is a Type Ill, but also a Type VB. Please advise on what the building type is for the project. SITE PLAN 5. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor-- ceilings and roof-ceilings shall be protected as required in CBC Section 714." FIRE BARRIERS 6. A 1-Hr fire barrier is required between tenant spaces. CBC 402.4.2.1. Please confirm that the existing wall between spaces complies. EXITS 7. The plans shall designate the number of occupants to be accommodated on every floor, and in all rooms and spaces. Section 107.2.3. 8. Please provide an exit analysis plan (may be 8½" x 11" or any convenient size). Show in this analysis the occupant load of each area, the general exit flow patterns (using arrows), accumulated occupant loads and required exit widths. Section 107.2.3. 9. Exits should have a minimum separation of one-half the maximum overall diagonal dimension of the building or area served. Section 1007.1.1 . Where a building is equipped throughout with an automatic sprinkler system , the separation distance may be reduced to one-third of the diagonal. 10. Note on the plans: "All egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort." Section 1010.1.9. In lieu of the above, in a Group B, F, Mor S occupancies (or places of religious assembly or Group A occupancies having an occupant load of 300 or less), you may note on the plans "Provide a sign on or near the exit door, read ing THIS DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED." This signage is only allowed at the main exit. Section 1010.1.9.4. EXIT SIGNS/ILLUMINATION 11 . Exit signs are required whenever two exits are required. Show all required exit sign locations. Section 1013.1 . 12. Show that the means of egress path will be lighted with at least one-foot candle at floor level. Section 1008. 13. Show separate sources of power may be required for exit illumination. Review Section 1008.3. FIRE EXTINGUISHING 14. Specify on the plans that portable fire extinguishers will be installed in the building in accordance with Section 906. MISCELLANEOUS LIFE/SAFETY 15. Please provide notes on the plans to show the suspended ceilings in Seismic Design Categories D, E & F comply with ASCE 7-16 Section 13.5.6.2.2 as follows: a. The width of the perimeter supporting closure angle or channel shall be not less than 2.0 in. unless qualified perimeter supporting clips are used . b. Closure angles or channels shall be screwed or otherwise positively attached to wall studs or other supporting structures. Perimeter supporting clips shall be qualified in accordance with approved test criteria per Section 13.2.5. c. Perimeter supporting clips shall be attached to supporting closure angle or channel with a minimum of two screws per clip and shall be installed around the entire ceiling perimeter. d. In each orthogonal horizontal direction, one end of the ceiling grid shall be attached to the closure angle, channel, or perimeter supporting clip. The other end of the ceiling gird in each horizontal direction shall have a minimum 0.75-in clearance from the wall and shall rest upon and be free to slide on a closure angle, channel, or perimeter supporting clip. e. Ceiling areas over 2500 ft.2 must have seismic separation joints or full height partitions. f. Ceilings without rigid bracing must have 2" oversize trim rings for sprinklers and other ceiling penetrations. DISABLED ACCESS REVIEW LIST DEPARTMENT OF STATE ARCHITECT-TITLE 24 The following disabled access items are taken from the 2019 edition of California Building Code, Title 24. Per Section 1.9.1, all publicly and privately funded public accommodations and commercial facilities shall be accessible to persons with disabilities. REMODELS, ADDITIONS AND REPAIRS 16. When alterations, structural repairs or additions are made to an existing building, that building, or portion of the building affected, is required to comply with all of the following requirements, per Section 11 B-202.4: • The area of specific alteration, repair or addition must comply as "new" construction. • A primary entrance to the building and the primary path of travel to the altered area, must be shown to comply with all accessibility features. • The path of travel shall include the existing parking . • Existing toilet and bathing facilities that serve the remodeled area must be shown to comply with all accessibility features. • Existing drinking fountains (if any) must be shown to comply with all accessibility features. • Existing public telephones (if any) must be shown to comply with all accessibility features. • Existing signage. a) Exceptions: i) When the adjusted construction cost is less than the current valuation threshold (currently $170,466), the cost of compliance shall be limited to 20% of the adjusted construction cost. Section 11 B-202.4, Exception 8. If this exception is chosen, please provide documentation to show how the money will be spent. Priority should be given to those elements that will provide the greatest access. The order of priority shown below should be followed : • An accessible entrance. • An accessible route to the altered area. • At least one accessible restroom for each sex. • Accessible telephones. • Accessible drinking fountains. • When possible, additional accessible elements such as parking, storage, and alarms. ii) When the adjusted construction cost exceeds the current valuation threshold (currently $186,172), the enforcing agency may grant an Unreasonable Hardship. If granted, compliance shall be provided by equivalent facilitation or to the greatest extent possible without creating an unreasonable hardship; but in no case shall the cost of compliance be less than 20% of the adjusted construction cost. The use of this exception requires that the Unreasonable Hardship be ratified by the City Council or Board of Supervisors. Section 11 B-202.4, Exception 8. iii) For areas under the control of a single tenant, the obligation to provide access may not be evaded by performing a series of small alterations to the area served by a single path of travel, if those alterations could have been performed as a single undertaking. If an area has been altered without providing an accessible path of travel to that area, and subsequent alterations of that area, or a different area along the same path of travel are undertaken within three (3) years of the original alteration, the total cost of alterations to the areas along that path of travel during the preceding three year period shall be considered in determining unreasonable hardship.
