Attachment 1 & 2: This is the letter that the City of
Carlsbad sent called NOTICE OF RESTRICTION
(NOR). I have attached the blank letter AND a
copy of the notarized one that we already sent
back to Ruland Design Group, the architect. We
think that your signature was to go where where
my name, (Mary) signed. As per the 1st sentence
under the signature portion, it says that the
contractor will need to provide a notarized
signature, so you'll have to go to a notary. Please
note that the instructions say it should not be
folded, so you may want to put it in a large
envelope with cardboard to mail your part. Please
do not send your notarized copy to the City of
Carlsbad. We have paid the Ruland Design Group
(architects who drew up the plans you saw) to
deliver all paperwork to Carlsbad simultaneously
to get it done faster, so please send the NOR, as
well as the other 2 forms mentioned below to:

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
3. Not less than one egress door shall be provided for each dwelling unit. The
egress door shall be side-hinged and shall provide a clear width of not less than
32 inches where measured between the face of the door and the stop, with the
door open 90 degrees. The clear height of the door opening shall be not less
than 78 inches in height measured from the top of the threshold to the bottom of
the stop. R311.2
4. For garage conversions: CRC Section R506 requires a vapor retarder for all
slabs below conditioned space. Please provide verification that a vapor retarder
was installed at the time of construction; or demonstrate how slab will be
moisture-proofed. Include product manufacturer, method of application , and ICC
(or equal) approval.
