This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 2019 CBC , which adopts the 2018 IBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2018 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy} where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Provide a note on the site plan indicating the previous use of the tenant space or building being remodeled . Sec. 107.2. 7. On the cover sheet of the plans, specify any items that will have a deferred submittal (trusses, fire sprinklers/alarms, etc.). Additionally, provide the following note on the plans, per Sec. 107 .3.4.1: "Submittal documents for deferred submittal items shall be submitted to the registered design professional in responsible charge, who shall review them and forward them to the building official with a notation indicating that the deferred submittal documents have been reviewed and that they have been found to be in general conformance with the design of the building. The deferred submittal items shall NOT be installed until their design and submittal documents have been approved by the building official." SITE PLAN 8. Provide a fully dimensioned site plan drawn to scale. Sec. 107.2. Include the following : a) Clearly dimension building setbacks from property lines, street centerlines, and from all adjacent buildings and structures. b) North arrow. c) Property lines/easements. d) Streets/alleys. e) Existing and proposed buildings and structures. 9. Provide a statement on the site plan stating: "All property lines, easements and buildings, existing and proposed, are shown on this site plan." 10. Clearly designate on the site plan existing buildings to remain, existing buildings to be demolished, buildings to be constructed under this permit and any proposed future buildings. 11 . Show dimensioned parking layout, including any required disabled access spaces. Section 107.2. LOCATION ON PROPERTY TYPE OF CONSTRUCTION 12. The plans shall demonstrate compliance with the unique requirements for each Type of Construction. See Sections 602 and 603. The following specific area(s) should be addressed: a) Per the cover sheet, the building is a Type Ill-A. As such, exterior walls are to be rated (2) hour if they are bearing. Please advise if exterior walls are bearing. FIRE-RESISTIVE CONSTRUCTION 13. Provide details on the plans for the fire-resistive construction. Include roof/ceiling assemblies, floor/ceiling assemblies, wall assemblies, column, and beam assemblies, etc. Be sure to list with each detail the basis of approval (U .L. listing number, ICC research report, etc.). 14. 1-Hour fire partitions are required between tenant spaces. CBC 402.4.2.1. 15. Detail how fire-resistive wall construction will be maintained at built-in wall fixtures and behind mailboxes, fire extinguisher cabinets, toilets, lavatories, etc. Section 714.4.2. 16. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor-ceilings and roof-ceilings shall be protected as required in CBC Section 714." INTERIOR WALL AND CEILING FINISHES 17. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling materials shall not exceed the flame spread classifications in IBC Table 803.13." EXITS 18. Note on the plans: "All egress doors shall be readily openable from the egress side without the use of a key or special knowledge or effort." Section 1010.1.9. In lieu of the above, in a Group B, F, Mor S occupancies (or places of religious assembly or Group A occupancies having an occupant load of 300 or less), you may note on the plans "Provide a sign on or near the exit door, reading THIS DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED." This signage is only allowed at the main exit. Section 1010.1.9.4. 19. Regardless of occupant load , a floor or landing not more than ½ inch below the threshold is required on each side of an egress door. Section 1010.1.7. GLASS AND GLAZING 20. Specify on the window schedule the glass type and thickness to show compliance with Section 2404. 21 . Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Fixed and openable panels of door assemblies. b) Fixed or operable panels adjacent to a door where the nearest vertical edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. c) Individual fixed or operable panels that meet all of the following conditions: i) Exposed area of an individual pane is greater than 9 square feet, and: ii) Exposed bottom edge is less than 18 inches above the floor, and: iii) Exposed top edge is greater than 36 inches above the floor, and: iv) One or more walking surfaces are within 36 inches horizontally of the plane of the glazing. MISCELLANEOUS LIFE/SAFETY 22. Please provide notes on the plans to show the suspended ceilings in Seismic Design Categories D, E & F comply with ASCE 7-16 Section 13.5.6.2.2 as follows: a. The width of the perimeter supporting closure angle or channel shall be not less than 2.0 in. unless qualified perimeter supporting clips are used. b. Closure angles or channels shall be screwed or otherwise positively attached to wall studs or other supporting structures. Perimeter supporting clips shall be qualified in accordance with approved test criteria per Section 13.2.5. c. Perimeter supporting clips shall be attached to supporting closure angle or channel with a minimum of two screws per clip and shall be installed around the entire ceiling perimeter. d. In each orthogonal horizontal direction, one end of the ceiling grid shall be attached to the closure angle, channel, or perimeter supporting clip. The other end of the ceiling gird in each horizontal direction shall have a minimum 0.75-in clearance from the wall and shall rest upon and be free to slide on a closure angle, channel, or perimeter supporting clip. e. Ceiling areas over 2500 ft.2 must have seismic separation joints or full height partitions. f. Ceilings without rigid bracing must have 2" oversize trim rings for sprinklers and other ceiling penetrations. ACCESSIBILITY ENERGY CONSERVATION 23. Please submit energy conservation documentation for this project. Title 24. ENERGY CONSERVATION o The following comments have referenced sections in the Title 24 Energy Standards. If a section reference begins with 11 0; 120; or 130, it is mandatory. Section 140 refers to Prescriptive Method of Compliance. Alterations and Additions: 24. Alternations shall meet the applicable requirements of Sections 110.0 through 110.9, Sections 120.0 through 120.6, and Section 120.8 through 130.5 in the Energy Standards. Please review Section 141.0(b) for complete design requirements. 25. Prescriptive duct sealing required for altered space conditioning equipment or duct modifications per 141 .0(a), exception 3 and 141 .0(b)2D. 26 . For the altered lighting, please provide the Table 141.0-E control designs. ELECTRICAL 27. Submit plan showing location of all panels. 28. Submit panels schedules. 29. Submit electrical load calculations. 30. Indicate existing main service size. 31. Indicate existing total main service load. 32. Indicate new additional loads. 33. Indicate wiring method, i.e., EMT, metal flex. 34. A GFCI protected receptacle outlet is required within 25 feet and on the same level as the mechanical equipment (heating , air- conditioning, and refrigeration equipment). Please include on the plans. NEC 210.63. MECHANICAL 35 . Show the location, type, and size (BTU's) of all heating and cooling appliances or systems. 36. Provide mechanical plans, showing existing and proposed HVAC equipment, ducts, and access to equipment. 37. Detail access and working clearances to HVAC equipment. 38. Detail ladder access to roof mounted HVAC equipment. 39. Detail disposal of main condensate drainage from air conditioning units. PLUMBING 40. Provide complete plumbing plans, including: a) Complete drain, waste, and vent plans. b) Provide gas line plans and calculations, showing pipe lengths and gas demands. c) Provide complete water line sizing calculations, including the water pressure, pressure losses, water demands, and developed pipe lengths. d) Show water heater size, type, and location on plans. 41 . Show 1/4" per 12" slope on drain and waste lines. DISABLED ACCESS REVIEW LIST DEPARTMENT OF STATE ARCHITECT-TITLE 24 The following disabled access items are taken from the 2019 edition of California Building Code, Title 24. Per Section 1.9.1, all publicly and privately funded public accommodations and commercial facilities shall be accessible to persons with disabilities. Be advised, the drawings were ineffectual for the purposes of providing a comprehensive accessibility review. The path of travel to the renovated space is not clearly articulated. As such, the comments below are conversative in nature and might or might now apply to the set. Please key all relevant accessibility details to the set and remove those details which are not. More comments might be added after we receive a more comprehensive set of drawings. REMODELS. ADDITIONS AND REPAIRS 42. When alterations, structural repairs or additions are made to an existing building, that building, or portion of the building affected, is required to comply with all of the following requirements, per Section 11 B-202.4: • The area of specific alteration, repair or addition must comply as "new" construction. • A primary entrance to the building and the primary path of travel to the altered area, must be shown to comply with all accessibility features. • The path of travel shall include the existing parking. • Existing toilet and bathing facilities that serve the remodeled area must be shown to comply with all accessibility features. • Existing drinking fountains (if any) must be shown to comply with all accessibility features. • Existing public telephones (if any) must be shown to comply with all accessibility features. • Existing signage. a) Exceptions: i) When the adjusted construction cost is less than the current valuation threshold (currently $170,466), the cost of compliance shall be limited to 20% of the adjusted construction cost. Section 11 B-202.4, Exception 8. If this exception is chosen, please provide documentation to show how the money will be spent. Priority should be given to those elements that will provide the greatest access. The order of priority shown below should be followed: • An accessible entrance. • An accessible route to the altered area. • At least one accessible restroom for each sex. • Accessible telephones. • Accessible drinking fountains. • When possible, additional accessible elements such as parking, storage, and alarms. ii) When the adjusted construction cost exceeds the current valuation threshold (currently $186,172), the enforcing agency may grant an Unreasonable Hardship. If granted, compliance shall be provided by equivalent facilitation or to the greatest extent possible without creating an unreasonable hardship; but in no case shall the cost of compliance be less than 20% of the adjusted construction cost. Toe. use of this exception requires that the Unreasonable Hardship be ratified by the City Council or Board of Supervisors. Section 11 B- 202.4, Exception 8. iii) For areas under the control of a single tenant, the obligation to provide access may not be evaded by performing a series of small alterations to the area served by a single path of travel, if those alterations could have been performed as a single undertaking. If an area has been altered without providing an accessible path of travel to that area, and subsequent alterations of that area, or a different area along the same path of travel are undertaken within three (3) years of the original alteration, the total cost of alterations to the areas along that path of travel during the preceding three year period shall be considered in determining unreasonable hardship. Section 11 B-202.4. SITE PLAN REQUIREMENTS 43. Clearly show that the site development and grading are designed to provide access to all entrances and exterior ground floor exits, as well as access to normal paths of travel, per Section 11 B-206. Where necessary to provide access, shall incorporate pedestrian ramps, curb ramps, stairways, and handrails, etc. 44. Show or note that at every primary public entrance, and at every major function area along, or leading to, an accessible route of travel there is to be a sign displaying the international symbol of accessibility. Signs are required to indicate the direction to accessible building entrances and facilities, per Section 11 B- 216.3. 45. Show that a 36" wide detectable warning material is provided at boundaries between walkways and vehicular ways. Sections 11 B-247.1.2.5 and 11 B-705.1.2.5. ACCESSIBLE PARKING 46. Each separate lot or parking structure where parking is provided for the public, as clients, guests, or employees, shall provide accessible parking as required by Section 11 B-208.2. 47. Show on the site plan the required number of accessible parking spaces for new facilities. Per Table 11 B-208.2, the minimum number of spaces is: a) 1 for each 25 spaces up to 100 total spaces. b) 1 additional space for each 50 spaces for between 101 and 200 total spaces. c) 1 additional space for each 100 spaces for between 201 and 500 total spaces. d) For between 501 and 1000 total spaces, a minimum of 2% of the total number of spaces is required. e) For greater than 1000 spaces, 20 plus 1 for each additional 100 spaces. 48. Show that the accessible parking spaces are located, per Section 11 B-208.3.1 as follows: a) On the shortest possible route to an accessible entrance, when serving a particular building . b) On the shortest route of travel to an accessible entrance of a parking facility. c) Spaces are to be dispersed and located closest to accessible entrances where buildings have multiple accessible entrances with adjacent parking. 49. Show that accessible parking spaces comply with Section 11 B- 502.2 as follows: a) Single spaces shall be 14' wide and outlined to provide a 9' parking area and a 5' loading and unloading area. This loading/unloading area may be on either side of the vehicle. b) When more than one space is provided, in lieu of providing a 14' space for each space, two spaces can be provided within a 23' area with a 5' loading zone between each 9'0" wide space. c) Each space is to be a minimum of 18' in depth. 50. At least one in every§ accessible parking spaces (but not less than one) shall be served by an access aisle 8' in width and designated as VAN ACCESSIBLE, per Section 11 B-208.2.4. This loading/unloading area must be on the passenger side of the vehicle. Alternately, the parking stall may be 12' wide with the access aisle 5' wide. Section 11 B-502.2. 51 . The words "NO PARKING" shall be painted on the ground within each loading and unloading access aisle (in white letters no less than 12" high and located so that it is visible to traffic enforcement officials). Section 11 B-502.3.3. 52. Curb ramps and the flared sides of curb ramps shall not encroach into any accessible parking space or the adjacent access aisle. Section 11 B-406.5.1 . 53. Show on the site plan that accessible parking space(s) are to be located such that a person with a disability is not required to travel behind parking spaces other than to pass behind the parking space in which they parked, per Section 11 B-502.7.1. 54. Show that a bumper or curb is to be provided, and located at each space, to prevent encroachment of cars into the required width of walkways, per Section 11 B-502.7.2. 55. Show or note that the maximum slope of the parking surface at the accessible space and adjacent access aisle, in any direction, is~ 1 :48, per Section 11 B-502.4. 56 . Show or note on the plans that the accessible parking spaces are to be identified by a reflectorized sign, permanently posted immediately adjacent to and visible from each space, consisting of: a) A profile view of a wheelchair with occupant in white on dark blue background. b) The sign shall ~70 in.2 in area. c) Additional language or sign below the symbol of accessibility stating, "Minimum Fine $250". d) When in the path of travel, they shall be posted ~80" from the bottom of the sign to parking space finished grade. e) Signs may also be centered on the wall of the interior end of the parking space. f) Van-accessible spaces shall have an additional sign "Van- Accessible" mounted below the symbol of accessibility. g) In addition, the surface of each accessible space is required to be marked with the international symbol of accessibility. 57. Show, or note, that an additional sign shall also be posted in a conspicuous place at each entrance to off street parking facilities, or immediately adjacent to and visible from each stall or space. Section 11 B-502 .8.2. The sign shall be ~17" x 22" with lettering not ~1" in height. The required wording is as follows. "Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or special license plates issued for persons with disabilities may be towed away at owner's expense. Show on the plans to show that the inside of the elevator car complies with the following, per Section 11 B-407.4.1. Section 11B-410 for specific requirements. SANITARY FACILITIES 101 . Where toilet rooms are provided, each toilet room shall comply with Section 11 B-213. 102. As per California Assembly Bill AB1732 Section 1, Article 5: 118600: a) All single-user toilet facilities in any business establishment, place of public accommodation, or state or local government agency shall be identified as all-gender toilet facilities by signage that complies with Title 24 of the CA Cod.e of Regulations and designated for use by no more than one occupant at a time or for family or assisted use. 103. SINGLE ACCOMMODATION FACILITIES 104. Show a sufficient space in the toilet room for a wheelchair to enter the room and close the door, per Section 11 B-603.2. ACCESSIBLE SINKS 112. Per Section 11 B-804, non-commercial kitchen sinks (such as at employee break rooms, etc.) shall provide the following: a) A clear floor space at least 30"x 48" shall be provided for forward approach and shall be on an accessible route. The clear space shall extend a maximum of 19" underneath the sink. Section 11 B-606.2. b) The accessible sink shall be mounted with the counter or rim no higher than 34" above finish floor. Knee clearance that is at least 27" high, 30" side and 19" underneath the sink shall be provided. Hot water and drain shall be insulated or otherwise configured so as to protect against contact. There shall be no sharp or abrasive surfaces under the sink. Section 11 B-606. c) Faucet controls and operating mechanisms shall be operable with one hand and shall not require tight grasping, pinching, or twisting of the wrist. Lever operated, push-type and electronically controlled mechanisms are acceptable. Self-closing valves are allowed if the faucet remains open for at least 10 seconds. Section 11 B-606.4. CONTROLS AND OPERA TING MECHANISMS 113. Note on the plans that controls and operating mechanisms shall comply with the requirements of Section 118-309. 114. The highest and lowest operable parts of all controls, dispensers, receptacles, and other operable equipment shall be placed within 48" of the floor but not lower than 15" for forward approach ( or within 54" but not lower than 9" if side approached). Electrical and communication system receptacles on walls shall be mounted no less than 15" above the floor. Section 11 B-308. SIGNAGE 115. Per Section 1013.4, tactile exit sighs shall be required at the following locations: a) Wherever basic CBC provisions require exit signs from a room or area to a corridor or hallway. The tactile exit sign shall have the words, "EXIT ROUTE." b) Each grade-level exit door. The tactile exit sign shall have the word , "EXIT." c) Each exit door that leads directly to a grade-level exterior exit by means of a stairway or ramp.
