This work was performed between 3/4/24 and 3/15/24. The manufacturer of the piers and brackets was Earth Contact Products (ECP). Bracket Model 300 was used to attach the piers to the existing foundation using Simpson Titen bolts. The piers were installed using a Pengo RS 6 torque motor with a capacity of 6700 ft.-lbs. The location, inclination, and final installation depths of the piers comply with the approved construction documents. The installation logs are attached to this report. HELICAL PIERS 18 helical piers were installed below the affected footings of the home. Installed depth ranged between 5 and 20 feet. Final installation torque ranged from 1100 ft-lbs to 6700 ft.-lbs. TIE-BACK ANCHORS 4 pier was installed to resist lateral movement of the home. The anchors were Installed to a depth range of 12 to 18 feet. Final installation torque ranged from 2699 and 6750 ft.-lbs. BUILDING LIFT Maximum building lift was about 1 inches. The completed work satisfies the Intent of the approved plans. The risk of future foundation setting has been eliminated and It is Important to note that the homes in the surrounding area without piers may still be at risk. The completed underpinning work was designed and constructed to improve the vertical stability of the house foundation system by supporting the house on deeper, more competent soils and bedrock. Site visits to the property were performed by the undersigned on October 18, 2023. Subsurface exploration was performed on November 9, 2023. Floor Elevations Relative floor elevation measurements were obtained to determine the location and amount of foundation and slab movement. The lower floor of the home Is generally tilted down toward the north by a maximum amount of 2.5-inches. Site Description The subject property Is Irregular in shape, approximately 2.5-acre In size, and Is located at 2245 Highland Drive In City of Carlsbad, San Diego County, California. The project site currently Is occupied by a two-story, wood-frame, single-family, residential structure with attached garage and three smaller structures. The property Is situated on a flat-topped, incised terrace just above the south edge of the Buena Vista Lagoon. The subject property is about 2.5-acres In size, extending about 700- feet west to east along the north edge of the terrace. The property Includes areas of the terrace and upper slope. All developments, including the house and three smaller structures, are located In the Southeast portion of the property. A Northwest-facing, descending slope is situated Immediately west through north of the house. This slope Is about 150-feet In height. The steepest gradient on this slope is in the upper 60-feet, which Is about 2.1:1 {horizontal : vertical). The lower 90-feet of the slope has an average gradient of about 6:1 {H:V). Site Exploration and Subsurface Conditions The site exploration program consisted of excavating and sampling two (2) exploratory soll borings using a hand auger and other hand excavation tools. The soil borings were excavated to an approximate depth of 11-feet below existing ground surface. Relatively undisturbed ring samples and bulk samples were obtained from the soll borings for laboratory testing. The depths and sample descriptions are shown on the attached boring logs presented In Appendix B. Soil boring locations are shown on Figure A-2 presented In the Appendix. The boring logs for this report represent Helfrich Associates' Interpretation of the field logs and results of laboratory tests. While the noted stratification fines represent approximate boundaries between soil types, the actual transitions may be gradual. Fill soil was encountered to the maximum depth of both borings, and deeper fill may be encountered between and beyond the borings. FIii soil consisted of silty sand (SM), clayey sand (SC), and sandy, lean clay (CL). These materials were gray and brown, brown, and dark brown to orange-brown, moist to very moist, and loose or soft. Near the bottom of boring B-1, the soil was described as "wet", although no free water was reported within the boring. No native soll or bedrock was encountered within the borings. Laboratory Testing Terra Pacific performed laboratory testing. Included in our laboratory testing program were In situ moisture and density test and direct shear analysis on the samples. Pertinent results are Included on the exploratory logs. A representative sample was tested for corrosivlty characteristics includlng sulfates, chlorides, minimum resistivity, and pH. Laboratory test results are included In Appendix B. Soll classifications provided In our geotechnlcal Investigation are In general accordance with the Unified Soll Classlflcatlon System (USCS). Helfrich-Associates has reviewed the laboratory test results and accepts the results for use In our analysis. GEOLOGIC HAZARDS Regional Geologic Setting The subject site Is situated In the Peninsular Ranges Geomorphic Province, one of eleven such provinces recognized In the State of California, Note 36. The geomorphlc provinces are topographic-geologic groupings of convenience based primarily on landforms, characteristic llthologies, and late-Cenozoic structural and geomorphlc history. The northern portion of the Peninsular Ranges province encompasses Southwestern Callfornla west of the lmperlal-Coachella Valley trough Including the California coast and Santa Catalina and San Clemente Islands, and south of the major portion of the Transverse Ranges geomorphlc province, which Includes the Santa Monica, San Gabriel, and San Bernardino mountains. 30640 Kristin Court, Redlands, CA 92373 -909-389-7316 -Fax 909-389-7326 -www.helfrlch-assoclates.com Soils Report 2245 Highland Drive Page No. 3 The province contains a diverse array of metamorphic, sedimentary, volcanic, and intrusive igneous rocks. Near the coastline, younger rocks include thick sequences of marine and non-marine elastic and pelitic sedimentary rocks of Mesozoic and Tertiary age, ranging from claystones to conglomerate. The subject site Is located In the coastal plain of the Carlsbad area, Immediately adjacent to the Buena Vista Lagoon. The area of the subject site Is underlain by Quaternary sedimentary deposits and Tertiary sedimentary rocks. A regional geology map and legend are Included In the Appendix as A-3 and A-3a, respectively. Faulting and Ground Rupture The site does not lie within an Atquist-Prlolo (AP) Earthquake Fault zone. There is no AP earthquake fault zone map for the San Luis Rey Quadrangle. There are no known, active faults crossing onto or trending toward the subject property. The probability the subject site will be adversely affected by fault-controlled ground rupture is considered to be tow. As with most of Southern California, the subject site Is situated in an area of active and potentially active faults. Active faults present several potential risks to structures, the most common of which are strong ground shaking, dynamic denslficatlon, liquefaction, mass wasting, and surface rupture at the fault plane. The following four factors are the principal determinants of seismic risk at a given location: • Distance to selsmogenlcally capable faults. • The maximum or "characteristic" magnitude earthquake for a capable fault. • Seismic recurrence Interval, In turn related to tectonic slip rates. • Nature of earth materials underlying the site. Based upon proximity to regionally significant, active faults, ground shaking Is considered to be the primary hazard most likely to affect the site. Characteristics of the major active fault zones selected for Inclusion In analysis of strong ground shaking are listed In the following table. Numerous significant fault zones are located at distances exceeding 40- kllometers from the site, but greater distances, lower slip rates, and/or lesser maximum magnitudes Indicate much lower risk to the site from the tatter fault zones than those listed below. Landslides The California Geological Survey has not produced a Seismic Hazards Zones report for the San Luis Rey quadrangle. The map for DMG Open FIie report 82-12 (Weber 1982, Plate 1) shows a small, probable landslide located about 800-feet west of the house, on the other side of the west property line. This mapped element was carried over onto OFR 95-04 (Tan and Giffen, 1995, Plate 35A). In addition, OFR 95-04 shows the subject site to be located within zone 3-1, designated as 'generally susceptible' to landslides. No evidence of landslide activity was noted on or adjacent to the project area. No landslides have been mapped on or near the project area. The probablllty the subject site may be adversely affected by landslides is considered to be low. Groundwater No groundwater or evidence of shallow groundwater was encountered in our exploratory test pits drilled to a maximum depth of 10-feet. There was no nearby water well data available from the State Water Resources Board, Water Data Library. The State GeoTracker website Indicates the subject site lies outside any known groundwater basin. Based on nearly saturated soils within one boring, it appears likely that low permeablllty layers within native soil and/ or artlflclal flll may result In perched groundwater. Perched groundwater Is usu~:ly Irregular In depth and areal extent. Groundwater of this t:,·pe could cause uneven settlement and contribute to soil creep on the hlllslde. Liquefaction There Is no State of Callfornla, Seismic Hazards Zones Report for the San Luis Rey quadrangle. Based on the lack of a shallow water table and limited perched groundwater, liquefaction Is not considered to be a geologic constraint. Flooding According to Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps, the subject site lies within Zone X, which In this case Is a zone of mlnlmal flood risk. The probability the proposed project will be adversely affected by flooding Is considered to be very low. Selchlng Selchlng Is the osclllatlon of an enclosed body water, usually due to strong ground shaking following a seismic event. For this reason, the seiching risk Is considered to be low. Tsunamis Tsunamis are large sea waves caused by the displacement of a large volume of water. Tsunamis are not considered to be a geologic hazard at the subject site due to the elevation. RECOMMENDATIONS Stabilization Using Helical Piers Underpinning of the exterior footings can be performed utilizing 2-7 /8-lnch round bar helical anchor piers with helical underpinning brackets installed to a minimum torque of 4000 ft-lbs. For a minimum torque of 4000 ft-lbs., the allowable capacity of the helical pier Is 16 kips (FS = 2.0). The capacity of the helical piers Is determined from published correlations with the Installation torque and will be verified during Installation. The hellcal piers should consist of 8-lnch/10-inch helical plates. Construction and Inspection requirements for Installation of the helical piers should be placed on the repair plans. The piers should be installed to a target depth of 15-feet bgs. The effect of group action will not be significant when the piles are spaced at least 3 times the diameter. Helical piers for this project are not Intended to resist seismic, wind, or lateral soil loads. Total and differential settlement of the foundations where the piers have been installed under their design loads Is expected to be less than 1/2 and 1/4 inch, respectively. The bracket and fi:ar shaft should be structurally connected to resist uplift loads from expansive soil movement. A detail of the recommended connection Is presented In the repair drawings. Lateral Support Using Helical Tiebacks Based on the results of the floor level survey and the proximity to the slope, it appears that the building has experienced some downslope movement. Therefore, It Is recommended that helical tiebacks be Installed to provide lateral support for the structure. Surflclal slope stability analysis (using assumed shear parameters of unit weight of 118 pcf, phi angle of 34 degrees, and cohesion of 160 psf) performed for an approximately 45 degree (1H:1V) slope to a depth of 5 feet indicates that the helical tie-backs should provide a minimum capacity of 190 psf for the top five feet to obtain a minimum factor of safety of 1.5 for surflclal slope stability. The helical tiebacks should consist of a minimum of 1.5-inch solid square shaft with 8-inch and 10-lnch helices with a minimum length of 15 feet at an angle of 15 degrees below the horizontal. The minimum installation torque should be 3000 ft-lbs. The actual capacity of the helical tiebacks is determined from published correlations with the lnstallatlon torque and should be verified by load testing during Installation. 30640 Kristin Court, Redlands, CA 92373-909-389-7316 -Fax 909-389-7326 -www.helfrlch-assoclates.com Soils Report 2245 Highland Drive Page No. 6 Helical tiebacks are Intended to provide lateral support for the structure for surficial slope failures and are not intended to provide support for global slope failures. Corrosion Due to the corrosive potential of the onslte soils to ferrous metals, the piers should be galvanized or designed with adequate sacrificial thickness redundancy to provide a minimum SO-year design life. Adjacent properties statement Based on our field Investigation and laboratory testing results, It Is our opinion that the proposed underpinning will be safe against hazards from landslide, settlement or slippage and the proposed construction will have no adverse effect on the geologic stability of the adjacent properties or future developments provided the recommendations presented In this report are followed. CLOSURE The recommended repairs are intended to stabilize the foundations and slabs in the affected parts of the site. Due to the nature of the subsurface conditions at the property, additional future movement of the building and surrounding concrete slabs should be anticipated. Areas of the property that have not been repaired may experience damage in the future, although the extent of this damage Is anticipated to be minor, provided good Irrigation and maintenance practices are followed as provided In Appendix C. Uncontrolled water from broken pipes, Improperly maintained Irrigation systems, and rainfall are the most prevalent causes of slope Instability In Southern California. The following recommended procedures should be followed by the property owner to minimize slope Instability: 1) Homes should be provided with roof drains, gutters, and downspouts, and these facilities should be checked at least twice per year. 2) All drainage devices should be checked at least twice per year to ensure that they are not blocked. All blockages should be cleared. 3) Drains at the top of slopes should not allow water to overflow onto the slope. 4) Terrace drains and brow ditches on slopes or at the tops of slopes are designed to carry runoff water to an appropriate discharge point. These drains should be checked at least twice per year and cleaned of any accumulation of dirt and other debris. Water that backs up In surface drains will overflow and seep Into the slope, creating Instability. 5) Water should not be permitted to collect or pond in yard areas. This water will either seep Into the ground (loosening the soils) or wlll overflow onto the slope. Once erosion Is started, It Is difficult to control, and severe damage can occur quickly. 6) Loose soil or debris should not be left on slopes. Loose soils soak up water more readily than compacted fill and will often slide downslope. This material may clog terrace drains and may cause additional slope damage. 7) Slopes should not be over-Irrigated. Naturally, ground cover will require some moisture during the hot summer months, but during the wet season, Irrigation can cause heavy ground cover to move, which nu~ only destroys the cover, but also may begin slope surface erosion. Heavy ground cover can cause surface sloughing when saturated due to the Increased weight and weakening of the near surface soil. 8) Water should not be allowed to collect against foundations, retaining walls, or basement walls. These walls are typically built to withstand the effects of normal soil moisture and may require subsurface drains to collect and transfer excessive water away from the structures. 9) Irrigation systems should not be left running on or near a slope, particularly during the rainy season. 1O)Swales that have been graded around the home or on the lot should not be blocked. These swales are typically constructed to provide drainage toward the driveways, street, or other positive outlet. 11)Bulldlng pad and slope surfaces should be periodically Inspected for rodent activity.
