Background Ms. Vicki Quiram, the former Utilities Director and CMWD General Manager, retired on May 11, 2024. The city conducted a nationwide search for her replacement and received numerous applications. Discussion After a robust recruitment process, Ms. Amanda Flesse, currently the Wastewater Systems Manager with the City of Santa Barbara, has been selected as the new Utilities Director and CMWD General Manager. As a project engineer and project manager, Ms. Amanda Flesse worked in Transportation, Engineering, Water Resources, and Construction Divisions on various water, sewer, street and other infrastructure projects. She was also an operations and maintenance engineer at a wastewater treatment plant. Subsequently, as supervising civil engineer and principal engineer, she was responsible for the Water Resources and Construction Group, Water Design team, and Streets and Transportation Design and Construction Group before being promoted to her current position. As Wastewater Systems Manager, she is responsible for a staff of 57 employees with a $30 million budget to operate numerous utilities facilities in the City of Santa Barbara. Ms. Amanda Flesse is registered as a professional civil engineer in the State of California. She has a Bachelor of Science degree in Civil Engineering from the University of Nevada, Las Vegas and a Master of Business Administration degree from Regis University. With her substantial technical expertise and management experience, she will be a welcome addition to the City of Carlsbad's leadership team. Next Steps Ms. Amanda Flesse will report to the city on July 1, 2024.
