APPROVAL OF MINUTES:
Minutes of the Regular Meeting held April 4, 2024
Motion by Commissioner Breyer, seconded by Vice Chair Ferone, to approve the minutes as
presented. Motion carried, 4/0/0/3, (Chung, Miringoff, Breyer -Abstain).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. FISCAL YEAR 2024-25 COMMUNITY ARTS GRANTS FUNDING PLAN -Receive the report and
approve the fiscal year 2024-25 Community Arts Grants Funding Plan. (Staff contact: Wendy
Sabin-Lasker, Cultural Arts Department)
Recommendation: Receive the report and approve the FY 2024-25 Community Arts
Grant Funding Plan.
Commissioners received the report and reviewed a PowerPoint presentation (on file in the
Office of the City Clerk).
Commissioners Carrillo and Ferone inquired about Campana Studios not being awarded.
Wendy Sabin-Lasker explained the proposal scored low by the panelists partially based on
the small scope of community or population served.
Vice Chair Ferone inquired about the Sage Creek High School Dance Department not being
awarded. Wendy Sabin-Lasker explained the proposal scored low partially based on the small
scope of community or population served. Vice Chair Ferone inquired about the maximum
number of grant applications per school or educational organization, recalling a past
discussion of three applications maximum. Wendy Sabin-Lasker explained we allowed five
per school to accommodate different arts departments and required diverse arts mediums,
not in the same category, to encourage collaboration and communication between the
departments.

Commissioner George inquired about the selection of La Costa High School's Bandarama and
Music Booster program. Wendy Sabin-Lasker explained both programs are music based, but
diverse enough to meet the requirements. Commissioner George commented on other STEM
and STEAM proposals and wanting the arts to be included in a meaningful way. Commissioner
George commented on Mainly Mozart and the grant written this year as a holiday concert
and if it is the same concert that was not selected last year. Wendy Sabin-Lasker explained
the program scored highly based on the focus for the student's educational process rather
than concern for the final product.
Commissioner Nassiri commented about serving on a grant panel in the past and the positive
experience of the process being in person and how to possibly integrate more in person
experiences. Commissioner Nassiri inquired about the possibility of grant funds being used
towards transportation. Wendy Sabin-Lasker explained transportation is not an eligible
expense.
Commissioner Breyer commented on her experience attending a Campana Studios workshop.
Commissioner Miringoff commented on resources in the community that fund
transportation. Commissioners commented on reviewing school transportation options at
future Arts Commission meetings.
Chair Chung inquired about the Persian Place grant applicant as an emerging artist. Wendy
Sabin-Lasker confirmed Persian Place qualified as an emerging artist. Chair Chung inquired
about Opera for Kids and grant funds not being used for personnel. Wendy Sabin-Lasker
explained the majority of projects cost more than the grant funds cover and applicants are
required to provide proof of how funds are used.
Motion by Commissioner George, seconded by Vice Chair Ferone to approve the fiscal
year 2024-25 Community Arts Grants Funding Plan. Motion carried, 7 /0.
COMMISSIONER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This
portion of the agenda is for the Arts Commissioners to make brief announcements, brief reports
of their activities and requests for future agenda items.
Chair Chung and the Arts Commissioners reported on activities and events they attended.
CULTURAL ARTS MANAGER COMMENTS: Senior Management Analyst Fiona Everett commented
on the following:
•Cultural Arts Manager interviews begin in early June
•May 21 City Council Meeting -Preliminary city budget presentation that includes two
vacant Library & Cultural Arts positions proposed for elimination
•June 18 City Council Meeting -Public hearing and budget adoption
•May 7 City Council Meeting -Ruby G. Schulman Auditorium bid process for approval
•Venues and performances
•TGIF Concerts in the Park

• Summer Arts Camps including new pilot programs
• Current Cannon Art Gallery exhibit closes June 1
• Cannon Art Gallery fiber art exhibit in July
• New large beach chair in the Children's Garden and meet the artist event with Nan Coffey
• June 12 Veterans Memorial Park Subcommittee -artist presentations
• Update on Chestnut Underpass and Barrio Traffic Circle
ANOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Arts Commission have been invited to, and
may participate in.
