Recommended Action
Adopt a resolution appointing one member to the Parks & Recreation Commission.
Executive Summary
The City Council is being asked to appoint one member to the Parks & Recreation Commission.
The Parks & Recreation Commission performs the following duties:
• Makes recommendations to the City Council
• Advises the City Council in matters pertaining to the creation, operation, maintenance,
management and control of community recreation programs, of playgrounds and indoor
and outdoor recreations, activities and facilities
• Advises and makes recommendations to the City Council on matters pertaining to
planting, trimming, pruning, and care of all trees, shrubs or plants and to the removal of
all objectionable trees, shrubs and plants in and upon any park of the city
• Reviews tree-related issues and determines the needs of the city with respect to its tree
planting, replacement, maintenance and preservation programs
• Makes recommendations to the City Council on policies, regulations or ordinances
pertaining to the care and protection of public trees and the selection of specific species
of trees for designation along city streets, including the development of a community
forest management plan for the city
• Hears appeals from decisions of the City Manager acting through the Parks & Recreation
Director or designee, regarding the planting or removal of street trees
The commission consists of seven members appointed by District Council Members and the
Mayor.
This vacancy will be nominated by the District 1 Council Member and confirmed by the City
Council. Members must be residents of Carlsbad and normally serve four-year terms, unless
appointed to fill an unexpired term.

Explanation & Analysis
Commissioner Matt Bartels was appointed to the Parks & Recreation Commission in January
2023, to fill the expired term of Commissioner Marissa Steketee for a term ending in December
2026. Commissioner Bartels resigned on March 19, 2024. There is currently an unscheduled
vacancy on the Parks & Recreation Commission for a term ending in December 2026.
The City Clerk’s Office received eight applications from residents wishing to serve on the Parks
& Recreation Commission. In keeping with City Council Policy No. 88, the District 1 Council
Member has chosen the following two applicants to advance in the process and interview with
the full City Council:
• Art Larson – District 1
• James Revell – District 3
Exhibit 2 contains the applications of the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Members of the Parks & Recreation Commission are subject to the provisions of California’s
Political Reform Act of 1974 and must file statements of economic interest each year and
complete two hours of ethics training every two years.

This action has no financial impact.
Next Steps
Following the appointment of one member to the Parks & Recreation Commission, the City
Clerk’s Office will update the commission roster and coordinate the oaths of office and the
filing of the appointees’ statements of economic interest and ethics training certificates.

This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE PARKS & RECREATION
COMMISSION
WHEREAS, Commissioner Matt Bartels was appointed to the Parks & Recreation Commission in

the Chicago and San Francisco Bay Areas. Helped promote and publicize Expo 86, the World's Fair in
Vancouver. These experiences underscored the importance of cleanliness, safety, maintenance,
accessibility, public input, communications and value that goes into a successful park experience.

Hello, Mayor Blackburn, Council Member's Acosta, Bhat-Patel, Burkholder, and Luna.
I hope this message finds you well. I am thrilled to share that Tammy McMinn has informed me
of my selection as a finalist for Carlsbad's Parks & Recreation Commission. This opportunity is a
significant honor, especially after not being selected for the Beach Preservation Commission
previously.
While our picturesque co·astline is a treasure, our city parks, aquatics programs, senior
activities, trails, open spaces, and various classes and camps are equally vital to the growth,
character, and community spirit of Carlsbad.
Allow me to briefly highlight my background in parks advocacy and community engagement. My
extensive experience includes collaboration within committees, volunteering for numerous group
initiatives, and contributing to collective decision-making processes. I serve as a trustee at Notre
Dame de Namur University, and a San Jose State University Alumni Board Member. I am an
Advisor, Contributor, and Panelist at Martech Record , provide mentorship at MuckerLabs, and
previously served as HOA President at Vista del Mar@ Muroya Association in Carlsbad. I also
contributed to the Regional Council on Technology for the San Diego Workforce Partnership. I
have served as an intern for Congresswoman Anna Eshoo and the City of San Jose. My tenure
at Ticketmaster involved partnering with the City of Los Angeles Parks & Rec division,
specifically working with their Senior Recreation Director. Additionally, My academic credentials
include a BA in Political Science, an MPA in Human Resource Management, and an MBA in
Marketing Management.
Growing up in Saratoga, California, I was actively involved in community events, festivals,
fundraisers, and various activities. My current routine includes weekly runs along the beach and
in our parks, keeping me connected to the community I have called home for the past eleven
years.
I am deeply honored to be considered for this Commission, especially recognizing the
appreciation from both former Mayor Hall, current Mayor Blackburn and Council Member
Burkholder for my background and contributions. I am eager to collaborate with fellow
Commission members, committed to active engagement, attentive listening, continuous
learning, and sharing valuable insights. My goal is to work effectively with the Council, providing
informed ideas and feedback to support sound decision-making in the best interests of Carlsbad
and its residents.
Thank you for considering my application. Although my responsibilities as a Trustee require me
to travel during the June 11 Council meeting for my Commission appointment, I am genuinely

DISTRICT 1 APPOINTMENT OF ONE MEMBER TO THE PARKS & RECREATION COMMISSION-Adoption
of a resolution appointing one member to the Parks & Recreation Commission.
I urge the City Council and Mayor Blackburn to grant more power to the Park & Rec-ers to
give feedback regarding improvements that will elevate the Carlsbad Senior Center to the Age
Friendly status that was granted the City of Carlsbad by the AARP designation as an age
friendly senior center? Of course, that was back in the days of Jack Risley----who actually
cared about seniors and doing the right thing for them in their last years! With the departure
of Maggie Hammer and Mike Pacheco, maybe the Senior Center can again regain the honor of
being a Senior Friendly Senior Center ----a center that does not have to Ban a senior for Nine
MONTHS for walking aggressively while 'seated' at a cafeteria table listening to music while
an employee was loudly talking and smiling and laughing with an age appropriate young man
with no tools or belts to fix the broken dryer! Who is overseeing the training and motivating
the staff to serve the senior community so that they can earn the respect and trust of the
seniors?
Isn't it time for the Council to ask/tell the City Manager Scott Chadwick to upgrade the Staff
so that Seniors are not abused and banned by poorly trained and motivated Staff?
