RESOLUTION NO. 2024-145 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING CHANGES TO THE MASTER FEE SCHEDULE WHEREAS, the City Council ofthe City of Carlsbad, California, has the authority to establish fees for city services; and WHEREAS, from time to time the fees are reviewed and evaluated to maintain an adequate fee structure recovering costs for city services; and WHEREAS, the City Council has determined the cost of providing general and development- related services; and WHEREAS, the City Council believes it is necessary for the City Manager to have the authority to adjust the parks and recreatic>n and library and arts program and cla sses fees from time to time to remain competitive and within the market pricing for like programs and classes; and WHEREAS, the City Council finds it necessary to recover the costs for city services; and WHEREAS, the City Council has held the necessary public hearing and allowed for public comment on the establishment of the fees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the changes to the Master Fee Schedule as shown in Attachment A are adopted. 3. The City Council authorizes the City Manager or a designee to set parks and recreation and library and cultural arts program, rental, and class fees that are included in the Community Services Guide. The fees shall not exceed the fully burdened, including direct and indirect, costs of providing the program, rental, and class but shall be no less (except in the case of introductory, discount or promotional pricing) than the lowest fee charged for like kind programs or classes in similarly benchmarked Southern California cities. 4. The City Council authorizes the City Manager or a designee to change vehicle and traffic violation fees at the time, and by the same amount, as the state changes its portion of the fine. Any changes to these fees will be made to the current Master Fee Schedule. 5. This resolution shall become effective on Sept. 1, 2024; not sooner than 60 days after adoption in accordance with California Government Code Section 66017 for development-related service fees and development impact fees. 6. Per the contract with Republic Services, changes to the recycling and trash fees as shown in Attachment A shall become effective on July 1, 2024. 7. The park land in-lieu fees separately approved by the City Council on April 23, 2024, and incorporated into Attachment A will become effective on July 1, 2024.
