Minutes of the Regular Meeting held April 9, 2024
Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta, to
approve the minutes as presented. Motion carried unanimously, 2/0.

DEPARTMENTAL REPORTS:

1. STATE AND FEDERAL LEGISLATIVE REPORTS — Receive updates from representatives of U.S.
Congressman Mike Levin, State Senator Catherine Blakespear, and State Assemblymember Tasha
Boerner, and provide feedback. (Staff contact: Jason Haber, City Manager Department)
Recommendation: Receive the updates and provide feedback.
The subcommittee received informational reports from Salome Tash representing Congressman
Mike Levin's office, Francine Busby representing State Senator Catherine Blakespear's office, and
Ross Tritt representing Assemblymember Tasha Boerner's office.
The subcommittee received the reports.
2. LEGISLATIVE AND ADVOCACY UPDATE — Receive updates on federal and state legislative and
budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff,
including identifying high -priority bills, advocacy positions, funding opportunities, and items for
future City Council consideration. (Staff contact: Jason Haber, City Manager Department)
Recommendation: Receive the updates and provide feedback.
Carpi and Clay's David Wetmore presented the report on federal lobbying efforts.

Renne Public Policy Group, Director of Government Affairs Sharon Gonsalves presented a report
on state lobbying efforts, including a PowerPoint presentation (on file in the Office of the City
Clerk).
The subcommittee received the updates.
Motion by Subcommittee Member Burkholder, seconded by Subcommittee Member Acosta to
support: AB 1779 (Irwin) Theft: jurisdiction, AB 2257 (Wilson) Local government: property -related
water and sewer fees and assessments: remedies, AB 2081 (Davies) Substance abuse: recovery
and treatment programs, AB 2574 (Valencia) Alcoholism or drug abuse recovery or treatment
programs and facilities: disclosures, and to oppose: AB 1886 (Alvarez) Housing.Element Law:
substantial compliance: Housing Accountability Act, AB 2729 (Patterson) Residential fees and
charges, AB 2561 (McKinnor) Local public employees: vacant positions, AB 3093 (Ward) Land use:
housing element: streamlined multifamily housing, SB 1037 (Wiener) Planning and zoning:
housing element: enforcement, AB 2557 (Ortega) Local agencies: contracts for special services
and temporary help: performance reports, AB 2560 (Alvarez) Density Bonus Law: California
Coastal Act of 1976, and SB 1116 (Portantino) Unemployment insurance: trade disputes:
eligibility for benefits. Motion carried unanimously, 2/0.
3. CALIFORNIA PUBLIC UTILITIES COMMISSION UPDATE — Receive an update on California Public
Utilities Commission's policy and regulatory work, including a recent decision to implement
income -graduated fixed charges for Californians' electric bills, as required by Assembly Bill 205
(2022), and provide feedback. (Staff contact: Jason Haber, City Manager Department)
Recommendation: Receive update and provide feedback.
Intergovernmental Affairs Director Jason Haber introduced Jesus Torres, Local Government
Liaison from California Public Utilities Commission who presented an update and report on the
commission's policy and regulatory work including a PowerPoint presentation (on file in the
Office of the City Clerk).
The subcommittee received the report.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS:
Subcommittee Member Acosta requested further discussion of the state budget.
SUBCOMMITTEE MEMBERS COMMENTS & ANNOUNCEMENTS: None.
ADJOURNMENT: Subcommittee Member Acosta adjourned the duly noticed meeting at 2:52 p.m.
